Abstract

Purpose

The purpose of the article is to develop a new institutional approach to build the social market economy, which would allow balancing traditions and innovations, stability and technological progress in view of the specifics and priorities of the national economy, based on which regional models of social management will be built. The research study is performed to develop new institutional approach by the example of modern Russia by determining the institutional matrix of social management in economies of the regions that achieved the highest progress in formation of the social market economy.

Design/methodology/approach

The authors use the proprietary methodology of evaluating the level of sociality of state management in region's economy, which includes the estimate formula and the scale for qualitative treatment of the results. The research subjects are top ten regions of Russia listed in the quality of life index in the year 2019.

Findings

The authors determine the regression dependence of the sociality index of state management in region's economy on the selected factors and compile the equation of multiple linear regression, as well as determine the optimal influence of the factors on state management of region's economy for increasing its sociality to the maximum level possible.

Originality/value

The specifics of building the social market economy in Russia are determined. Based on the established national peculiarities of the social market economy in Russia, the institutional matrix of social management in the Russian regions' economy is developed and it allows for optimal balance of stability and sustainability with innovations and digitalization.

Abstract

The purpose of this chapter is to determine the level of readiness of the Russian society for information economy’s formation. For the formation of information economy, the authors use the methods of classification and structural analysis, as well as the proprietary method of criterial evaluation of society’s readiness. This method envisages structuring of population according to the main criteria: territory of residence (geographical criterion), age, level of education, level of income, and susceptibility to innovations (adaptation criterion). Based on the statistical data on readiness of various social categories for information economy’s formation and the share of these categories in the structure of population, the index of society’s readiness for information economy’s formation is calculated. The authors perform criterial evaluation of readiness of the modern Russian society for information economy’s formation as of 2017 and compile the model of the modern Russian society, structured according to the criterion of readiness for information economy’s formation. As a result, they conclude that information economy’s formation could face unreadiness of society, which is a serious barrier on the path of implementation of this process. During evaluation of the level of society’s readiness for information economy’s formation, it is expedient to structure it as per the five main criteria: territory of residence (geographical criterion), age, level of education, level of income, and susceptibility to innovations (adaptation criterion). The received structure of society allows compiling general impression on readiness for information economy’s formation of representatives of various social categories. The example of modern Russia could be the basis for similar evaluation of the level of society’s readiness for information economy’s formation in other countries of the world. This will allow developing and conducting more effective state social policy, which is directed at target influence on representatives of various social categories in the interests of increase of their readiness for information economy’s formation.

Abstract

Purpose

The purpose of the research is to determine the stages of the development of information economy in modern Russia and to create a conceptual model of establishment and development of information economy in modern Russia.

Methodology

The methodology of the research includes a systemic approach and the method of comparative analysis.

Results

The authors conclude that despite large potential, Russia is still at the initial stage of information economy’s formation due to the influence of the determined institutional, structural, and investment barriers. At present, Russia is in the process of transition from the initial stage of information economy’s formation, which is related to the formation of technosphere (spheres of the ICT), to the middle stage, in which sociosphere (information society) is established. However, despite this, there is a large potential in the sphere of informatization of socio-economic system of Russia, which belongs to the final stage of the formation of information economy.

Recommendations

The created conceptual model of establishment and development of information economy in modern Russia showed structural disproportions in information economy of modern Russia. Insufficient technological support, which has resulted in ineffective state management during the formation of information economy at the initial stage, cannot be combined with independently formed social core, the process of creation of which, initiated by the state directive on transition to the middle stage of the formation of information economy, should have started this year. The authors offer practice-oriented recommendations for correction of the current strategy of information economy’s formation in modern Russia.

Abstract

Purpose

The purpose of this paper is the development of an analytic computational model for electromagnetic (EM) wave scattering from spherical objects. The main application field is the modeling of electrically large objects, where the standard numerical techniques require huge computational resources. An example is full-wave modeling of the human head in the millimeter-wave regime. Hence, an approximate model or analytical approach is used.

Design/methodology/approach

The Mie–Debye theorem is used for calculating the EM scattering from a layered dielectric sphere. The evaluation of the analytical expressions involved in the infinite sum has several numerical instabilities, which makes the precise calculation a challenge. The model is validated through an application example with comparing results to numerical calculations (finite element method). The human head model is used with the approximation of a two-layer sphere, where the brain tissues and the cranial bones are represented by homogeneous materials.

Findings

A significant improvement is introduced for the stable calculation of the Mie coefficients of a core–shell stratified sphere illuminated by a linearly polarized EM plane wave. Using this technique, a semi-analytical expression is derived for the power loss in the sphere resulting in quick and accurate calculations.

Originality/value

Two methods are introduced in this work with the main objective of estimating the final precision of the results. This is an important aspect for potentially unstable calculations, and the existing implementations have not included this feature so far.

Abstract

Purpose

The purpose of this study is to investigate whether ethnic discrimination is present in the Russian labor market and whether it has a significant economic effect on the potential salaries of applicants.

Design/methodology/approach

Data were collected using a correspondence audit for four experimental male applicants with identical professional and personal characteristics while differing only in applicant name as a signal of applicants' ethnic background. Implied ethnicities include Russians, Armenians, Jews and North Caucasians. Résumés were sent out to 800 real unique vacancies on behalf of the experimental applicants with a geographic focus on the capital Moscow.

Findings

The results of the analysis suggest that there is a significant difference in treatment in both response rate and potential average salaries on ethnic grounds. Disadvantaged groups were found to be systematically pushed into jobs paying 15% less monthly wage.

Originality/value

The study investigates the existence of ethnic discrimination in the Russian labor market and furthermore economically quantifies the effects of discrimination.
