Abstract
Purpose
Information systems (IS) play an important role in contemporary society, but critical questions remain on their potential use and impact on democracy. This study aims to contribute to the discussion on which technology can be adequate to which major challenge of democratic governance, through the identification and pairing of challenges of democratic governance with specific information technologies with the potential to be used in applications related to this challenge. This perspective can be considered positioned in the confluence between IS, political science and public administration.
Design/methodology/approach
Design science research, a research approach in IS, was used. The suggestion of a conceptual framework with pairs of challenges in democratic governance and information technologies was initially developed. In a subsequent phase, this framework was discussed and assessed through interviews with a panel of selected experts in e-government and IS, reaching a revised conceptual framework.
Findings
Results suggest that the conceptual pairing of challenges in democratic governance with IS’s solutions such as artificial intelligence, systems integration or blockchain technologies, for instance, if used in a critical, transparent and accountable way, can play a role in capacitating the delivery of better public services and contribute to encouraging citizen trust and political participation. These results may contribute to open a methodological agenda dedicated to the selection of adequate IS resources to address specific challenges of democratic governance, as well as to help in the development of public policies in the area.
Originality/value
Previous studies on digital government offer important insights on the impact of information and communication technologies-enabled public governance tools for government openness, public service efficiency and user-friendliness, and for citizen political participation and societal mobilization. But the literature still lacks a systematic conceptual framework mapping and assessing the role of distinctive IS instruments in democratic challenge-solving and specifying functional relationships between specific technology and democratic outcomes. This paper aims to contribute to filling this analytical gap.

Abstract
Purpose
The number of candidates applying to public contests (PC) is increasing compared to the number of human resources employees required for selecting them for the Police Force (PF). This work intends to perceive how those public institutions can evaluate and select their candidates efficiently during the different phases of the recruitment process. To achieve this purpose, artificial intelligence (AI) was studied. This paper aims to focus on analysing the AI technologies most used and appropriate to the PF as a complementary recruitment strategy of the National Criminal Investigation police agency of Portugal – Polícia Judiciária.
Design/methodology/approach
Using design science research as a methodological approach, the authors suggest a theoretical framework in pair with the segmentation of the candidates and comprehend the most important facts facing public institutions regarding the usage of AI technologies to make decisions about evaluating and selecting candidates. Following the preferred reporting items for systematic reviews and meta-analyses methodology guidelines, a systematic literature review and meta-analyses method was adopted to identify how the usage and exploitation of transparent AI positively impact the recruitment process of a public institution, resulting in an analysis of 34 papers between 2017 and 2021.
Findings
Results suggest that the conceptual pairing of evaluation and selection problems of candidates who apply to PC with applicable AI technology such as K-means, hierarchical clustering, artificial neural network and convolutional neural network algorithms can support the recruitment process and could help reduce the workload in the entire process while maintaining the standard of responsibility. The combination of AI and human decision-making is a fair, objective and unbiased process emphasising a decision-making process free of nepotism and favouritism when carefully developed. Innovative and modern as a category, group the statements that emphasise the innovative and contemporary nature of the process.
Research limitations/implications
There are two main limitations in this study that should be considered. Firstly, the difficulty regarding the timetable, privacy and legal issues associated with public institutions. Secondly, a small group of experts served as the validation group for the new framework. Individual semi-structured interviews were conducted to alleviate this constraint. They provide additional insights into an interviewee’s opinions and beliefs.
Social implications
Ensure that the system is fair, transparent and facilitates their application process.
Originality/value
The main contribution is the AI-based theoretical framework, applicable within the analysis of literature papers, focusing on the problem of how the institutions can gain insights about their candidates while profiling them, how to obtain more accurate information from the interview phase and how to reach a more rigorous assessment of their emotional intelligence providing a better alignment of moral values. This work aims to improve the decision-making process of a PF institution recruiter by turning it into a more automated and evidence-based decision when recruiting an adequate candidate for the job vacancy.

Purpose
2D laser rangefinders (LRFs) are commonly used sensors in the field of robotics, as they provide accurate range measurements with high angular resolution. These sensors can be coupled with mechanical units which, by granting an additional degree of freedom to the movement of the LRF, enable the 3D perception of a scene. To be successful, this reconstruction procedure requires to evaluate with high accuracy the extrinsic transformation between the LRF and the motorized system.
Design/methodology/approach
In this work, a calibration procedure is proposed to evaluate this transformation. The method does not require a predefined marker (commonly used despite its numerous disadvantages), as it uses planar features in the point acquired clouds.
Findings
Qualitative inspections show that the proposed method reduces artifacts significantly, which typically appear in point clouds because of inaccurate calibrations. Furthermore, quantitative results and comparisons with a high-resolution 3D scanner demonstrate that the calibrated point cloud represents the geometries present in the scene with much higher accuracy than with the un-calibrated point cloud.
Practical implications
The last key point of this work is the comparison of two laser scanners: the lemonbot (authors’) and a commercial FARO scanner. Despite being almost ten times cheaper, the laser scanner was able to achieve similar results in terms of geometric accuracy.
Originality/value
This work describes a novel calibration technique that is easy to implement and is able to achieve accurate results. One of its key features is the use of planes to calibrate the extrinsic transformation.

Abstract
Purpose
This paper aims to explore explainable artificial intelligence (XAI) in democracy, proposing an applicable framework. With artificial intelligence’s (AI) increasing use in democracies, the demand for transparency and accountability in AI decision-making is recognized. XAI addresses AI “black boxes” by enhancing model transparency.
Design/methodology/approach
This study includes a thorough literature review of XAI. The methodology chosen was design science research to enable design theory and problem identification about XAI’s state of the art. Thereby finding and gathering crucial information to build a framework that aims to help solve issues and gaps where XAI can be of major influence in the service of democracy.
Findings
This framework has four main steps to be applied in the service of democracy by applying the different possible XAI techniques that may help mitigate existing challenges and risks for the democratic system. The proposed artifact intends to display and include all the necessary steps to select the most suitable XAI technology. Examples were given for every step of the artifact to provide a clear understanding of what was being proposed.
Originality/value
An evaluation of the proposed framework was made through interviews with specialists from different areas related to the topics in the study. The interviews were important for measuring the framework’s validity and originality.

Purpose
The Macao SAR has instituted a policy-driven change that calls for schools to accept pupils with special education needs. However, making schools diverse and inclusive requires the consideration of multiple dimensions, such as the acceptance of all parties concerned, tangible and intangible support structures and cultures, and adequate resources. The purpose of this paper is to focus on understanding teachers’ attitudes and perceived challenges towards the implementation of inclusion in a context distinguished by a prevalence of the private sector of education.
Design/methodology/approach
This qualitative study used grounded theory procedures through document analysis and in-depth interviews with teachers to analyse the attitudes and perceptions regarding inclusive education in the context of policy revision.
Findings
Data analysis revealed five themes related to teachers’ attitudes and perceptions: understanding inclusion; outcomes of inclusion; attitudes towards inclusion; preparedness to work in inclusive settings; and challenges and barriers. It is concluded that teachers show mixed positive and negative attitudes towards inclusion. Although the teachers acknowledge the significance of the reform, few of them feel prepared for and comfortable with teaching children with SEN. A lack of resources and support, and a disintegrated approach to inclusion seems to hinder the enactment of inclusive practices. Societal preconceptions against the full inclusion of children with disabilities in regular settings were reported by the participants.
Originality/value
This paper suggests ways to support teachers and expand inclusion practices in Macao.

Abstract
Purpose
This study aims to identify sustainability indicators in the energy sector through a literature review and validate them from the perspective and context of professionals working in the sector in an emerging economy country, Brazil, considering the relationship of these indicators with the achievement of the targets set by the United Nations sustainable development goals (UN SDGs).
Design/methodology/approach
To accomplish this, a literature review on sustainability indicators specific to the energy sector was conducted. Subsequently, a research instrument (questionnaire) based on the identified indicators was developed and a survey was administered to professionals in the field. The collected data were analyzed using the Lawshe method.
Findings
The results revealed 20 indicators, distributed across environmental, economic and social dimensions. Among these, nine indicators were validated, including global impacts, local impacts, renewable energy production as a percentage of total production, greenhouse gas emissions, access to electricity, investment in the energy sector, installed capacity in the electricity sector, energy prices in the end-use sector and energy distribution and conversion efficiency.
Originality/value
Consequently, it was possible to determine which SDGs are directly impacted and provide a foundation for future actions that can contribute to the sustainable advancement of the energy sector in emerging countries.

Abstract
Purpose
The paper aims to propose the development of an eco product to replace the traditional cotton swab that meets the expected needs, besides having a bias based on sustainability and economic viability.
Design/methodology/approach
The applied nature article opted for an exploratory and descriptive study, with the objective of seeking a solution to a real problem: to reduce the environmental impact in the disposal of cotton swabs. To test this hypothesis, the exploratory stage evaluated the literature on the principles of eco design and environmental marketing to understand market viability and environmental impacts. The descriptive phase presented a comparative analysis between the original product and the proposed one, in terms of production processes and impacts of the product life cycle. Thus, an alternative product was conceived and validated applying the life cycle analysis (LCA).
Findings
The paper provides a comparative analysis between the eco product and the traditional product in order to validate the hypothesis that the new proposal reduces the environmental impact. It was found that both productive processes have similar impacts; however, the raw material of the proposed eco product demonstrated a significant reduction in the impact caused on the environment, considering cradle to cradle analysis.
Originality/value
This paper conceives an eco product as an alternative to traditional cotton swab, presenting an innovative potential in line with worldwide sustainability trends.

Abstract
The globalization of trade and markets requires international standards governing accounting and associated activities including valuation. The EU Financial Services Action Plan and the revised banking supervision rules both spotlight the need for consistent standards. Valuation standards exist at the international (IVSC), European (TEGoVA) and professional (RICS) levels. Differences of tradition and approach nevertheless still exist covering fundamental issues such as bases of value. Traditional valuation practice in many EU states therefore faces a process of swift harmonization. This paper examines, for one EU country, the degree of variation between valuation standards and current practice. Results are presented of the first ever survey of the professional practice of Portuguese valuers. Survey results reveal a largely part‐time profession, which appears to be poorly equipped to meet the challenge outlined above.

Purpose
The motivation for robotics research in the agricultural field has sparked in consequence of the increasing world population and decreasing agricultural labor availability. This paper aims to analyze the state of the art of pruning and harvesting manipulators used in agriculture.
Design/methodology/approach
A research was performed on papers that corresponded to specific keywords. Ten papers were selected based on a set of attributes that made them adequate for review.
Findings
The pruning manipulators were used in two different scenarios: grapevines and apple trees. These manipulators showed that a light-controlled environment could reduce visual errors and that prismatic joints on the manipulator are advantageous to obtain a higher reach. The harvesting manipulators were used for three types of fruits: strawberries, tomatoes and apples. These manipulators revealed that different kinematic configurations are required for different kinds of end-effectors, as some of these tools only require movement in the horizontal axis and others are required to reach the target with a broad range of orientations.
Originality/value
This work serves to reduce the gap in the literature regarding agricultural manipulators and will support new developments of novel solutions related to agricultural robotic grasping and manipulation.

The purpose of this paper is to analyze the best way to create value in Portugal through quality and innovation and also to check what needs to be improved.
Design/methodology/approach
A questionnaire was applied to population of 152 companies, with the research and development (R&D) management certified by Portuguese Standard NP 4457. The final sample was 66 companies, which correspond to 45 percent of the population. Statistical analysis of the data collected was performed using IBM SPSS Statistical Software.
Findings
The authors highlighted the main reasons/motivations that led companies to implement the NP 4457, which were, among others, competitive advantage and creating value. The systematization of information and the generation and management of ideas were highlighted as the main advantages. The lack of methodologies for innovation management and knowledge management was the difficulty experienced in the implementation of NP 4457. Portugal needs to increase patent registration and it also needs to know how to take advantage of the investment made in R&D, in order to decrease the unit cost of knowledge. Portuguese engineering should be more about product design than production processes. The involvement of top management must be greater.
Originality/value
This investigation contributes to the innovation and quality body of knowledge, since it explores the complementarity between the two concepts as sources of value creation. This case study is one of the first Portuguese empirical research works about value creation through quality and innovation in Portugal. It also allows to know in detail the Portuguese business reality in terms of innovation management.
