Abstract

The community college model is evolving in the Socialist Republic of Viet Nam. During June 2009, 11 of the 12 existing higher education institutions with “community college” in their official name were examined utilizing a qualitative multiple-case study approach. Data were collected in the field from June 1 to 23, 2009, while making visits to each of the 11 colleges, the Ministry of Education and Training (MOET), and the Vietnam Association of Community Colleges (VACC). Five data collection techniques were utilized to examine the bounded system: (a) semi-structured interviews, (b) survey of the college rectors, VACC informant and MOET informant, (c) participant observation with field notes, (d) document review, and (e) photographs taken during each site visit. After the field study stage, e-mail communication with the study informants between August 2009 and March 2010 clarified questions and developed a deeper level of understanding of the Vietnamese community college model. Results of the study (Epperson, 2010) indicate that although legislation does not exist to permanently establish the higher education institutions named community colleges, a community college model does exist and is in a state of evolution. The model can be defined by a set of core characteristics which emerged from the data. Five themes were particularly prominent: (a) public higher education institutions with community ownership at the provincial or city level, in conjunction with MOET oversight for academic matters; (b) multidisciplinary programs designed to meet the unique needs of the community; (c) multi-level certificates and diplomas conferred up through the college level (three year) of higher education and articulation agreements with universities enable students to earn a university bachelor's degree; (d) domestic and international partnerships are actively sought to develop social capital; (e) scientific and technological research based on community needs as required in the 2005 Education Law.

Abstract

Purpose

This chapter explores the influences of Vietnamese culture coupled with national policies on gender equality on academic women’s advancement into senior leadership positions.

Methodology/approach

In-depth interviews with 20 mid-level women leaders and five top-level leaders were conducted at four different higher education institutions in the Mekong Delta (MD) in southern Vietnam. In addition, document analysis and participant observations contributed to the overall analysis, which allowed for the cross-check of data from multiple sources to investigate the participants’ understanding, perception, conceptualization, and interpretation of their experiences of advancing in their careers.

Findings

Findings show that there is a large gap between the policies and gender practices. Gender equality does not exist in reality, regardless of tremendous efforts from the Vietnamese government and policy makers to ensure it in all spheres of life. Additionally, patriarchal hierarchy remains dominant in the institutional administrative system, and Vietnamese Confucian ideology continues to confine and adversely affect both men’s and women’s perceptions of women’s social roles, status, and forms of social participation. Nevertheless, academic women still develop professionally and find their own ways to advance to a few key leadership positions at their institutions.

Research limitations

The sample of this study is limited to academic women in the MD in Vietnam. Future research should include more women and universities and colleges, from not only the southern part but also other regions of Vietnam. Further, international and comparative studies should be conducted to see differences in experiences of academic women from several Southeast Asian countries as they move up their career ladder.

Originality/value

Because there have not been any empirical studies about women and leadership in academia in the MD, this study serves as a resource and foundation for improving gender policies and practices as well as future research on this topic and gender issues of colleges and universities in Vietnam.

Abstract

Purpose

This paper analyzes the differential experiences of women in the Canadian labour market who hold lower-skilled jobs and have school-age children during two waves of Covid compared with more typical conditions pre-pandemic. The article seeks to test the hypothesis that workers at the intersection of womanhood, motherhood and precarious employment would endure even more disadvantageous labour market outcomes during the Covid pandemic than they did prior to it.

Design/methodology/approach

We employ a Gender-Based Plus (GBA+) and intersectionality lens to examine the differential effect of Covid on the effect of the trifecta of being a woman in a lower-skilled job and facing a motherhood penalty from school-age children. We use a Difference-in-Difference framework with Canadian Labour Force Survey (LFS) data to examine the differential effect of two waves of Covid on three labour market outcomes: employment, hours worked and hourly wages.

Findings

We find that being a woman in a lower-skilled job with school-age children is associated with lower employment, hours worked and wages in normal times compared to males in those same situations. Such women also face the most severe adjustment consequence from the Covid shock, with that adjustment concentrated on the margin of employment and restricted to the First Wave and not the subsequent Omicron Wave.

Originality/value

The paper studies a specific intersectional group, assesses pre-pandemic, peak-pandemic and late-pandemic differences in labour market outcomes and runs separate estimations for different job skill levels. We also study a more comprehensive list of labour market outcomes than most studies of a similar nature.

Abstract

Purpose

Drawing from the theory of reasoned action, this study investigated the moderators of the relationship between turnover intentions and performance at work.

Design/methodology/approach

This study employed hierarchical multiple regression to test three proposed hypotheses regarding the above relationship. It used 1,011 dyad data from employees and their supervisors from eight professional organizations in Vietnam from employees and their supervisors to reduce research bias.

Findings

Employee attitude toward change and the level of job engagement of the employee affected the nature of the relationship between turnover intentions and job performance. When the attitude toward change was less favorable, the relationship between turnover intentions and job performance was positive. However, when the attitude toward change was more favorable, the relationship between turnover intentions and job performance was non-significant. For the moderating role of job engagement, we found that for employees with a high level of job engagement, the relationship between turnover intentions and job performance was positive. However, for employees with a low level of job engagement, the relationship between turnover intentions and job performance was non-significant.

Practical implications

Unlike the implications from previous research, turnover intentions of employees might not adversely affect their performance. Under two conditions – a high level of job engagement and a less favorable attitude toward change - employees with turnover intentions might actually perform better.

Originality/value

Unlike the vast number of studies that have investigated the relationship between job performance and turnover intentions (as a proxy of turnover), this paper focuses on the relationship between turnover intentions and job performance to show evidence for two important boundary conditions.

Abstract

Purpose

The purpose of this paper is to investigate the factors affecting citizens’ intentions toward sustainable tourism based on a research model integrating two theories: protection motivation theory (PMT) and theory of interpersonal behavior (TIB).

Design/methodology/approach

After in-depth interviews with ten people, the authors determined the official research model and builds a complete survey. With the random sampling method, data were collected from 628 Vietnamese respondents at some schools, enterprises and supermarkets. Using the PLS-SEM method, measurement and structural models were evaluated before testing the research hypotheses about the influence of factors on intention toward sustainable tourism.

Findings

This paper shows that all constructs of the integrated model PMT-TIB are related to intention toward sustainable tourism, and response efficacy is the most influential factor among the factors included in the research model. PMT-TIB integration model is proven to be superior to the original PMT and TIB models when studying factors affecting intention toward sustainable tourism.

Research limitations/implications

The main limitation of this paper is that the PMT-TIB integration model only mentions motivational and interpersonal factors that influence intention toward sustainable tourism.

Practical implications

The findings indicate that state management agencies and enterprises need to develop specific action programs about each harmful environmental pollution caused by unsustainable tourism, raising awareness about the possibility of environmental protection through sustainable tourism.

Originality/value

This study contributes to the existing theoretical framework by integrating PMT and TIB for the first time in explaining intention toward sustainable tourism. This paper gives implications for Vietnam in particular and developing countries in general in promoting sustainable tourism intentions toward sustainable development according to the government’s goals.

目的

本文的目的是基于保护动机理论(PMT)和人际行为理论(TIB)理论相结合的研究模型, 调查影响公民可持续旅游意愿的因素。

设计/方法论/途径

在对10人进行深入访谈后, 作者确定了正式研究模型并建立了完整的调查。 采用随机抽样的方法, 从部分学校、企业和超市收集了628名越南受访者的数据。 在检验有关因素对可持续旅游意向影响的研究假设之前, 使用 PLS-SEM 方法对测量和结构模型进行了评估。

研究结果

本文表明, 综合模型 PMT-TIB 的所有构造都与可持续旅游的意愿相关, 而响应效能是研究模型中包含的因素中影响最大的因素。 在研究影响可持续旅游意愿的因素时, PMT-TIB集成模型被证明优于原始PMT和TIB模型。

研究局限性/影响

本文的主要局限性是 PMT-TIB 整合模型仅提到动机和人际因素影响可持续旅游的意愿。

实际意义

研究结果表明, 国家管理机构和企业需要针对不可持续旅游业造成的各种有害环境污染制定具体的行动计划, 提高人们对通过可持续旅游业保护环境的可能性的认识。

原创性/价值

本研究首次整合PMT和TIB来解释可持续旅游业的意图, 为现有的理论框架做出了贡献。 论文对越南和广大发展中国家在促进可持续旅游意愿、根据政府目标实现可持续发展方面给出了启示。

Objetivo

El objetivo de este artículo es investigar los factores que influyen en la intención de los ciudadanos hacia el turismo sostenible basándose en un modelo conceptual que integra la teoría de la motivación hacia la protección (PMT) y la teoría del comportamiento interpersonal (TIB).

Diseño/metodología/enfoque

Tras la realización de entrevistas en profundidad con 10 personas, los autores determinaron el modelo de investigación y elaboraron un cuestionario. Utilizando un muestreo aleatorio para la recogida de datos, se obtuvieron 628 encuestados vietnamitas en escuelas, empresas y supermercados. Se empleó el análisis PLS-SEM para evaluar los modelos de medición y modelos estructurales antes del contraste de las hipótesis de investigación sobre la influencia de los factores en la intención hacia el turismo sostenible.

Resultados

Este artículo muestra que todos los constructos del modelo integrado PMT-TIB están relacionados con la intención hacia el turismo sostenible y la eficacia de la respuesta es el factor más influyente entre los factores incluidos en el modelo conceptual. Se comprueba que el modelo integrador PMT-TIB es superior a los modelos PMT y TIB originales al estudiar los factores que afectan la intención hacia el turismo sostenible.

Limitaciones/implicaciones de la investigación

La principal limitación de este artículo es que el modelo de integración PMT-TIB solo utiliza factores motivacionales e interpersonales que influyen en la intención hacia el turismo sostenible.

Implicaciones prácticas

Las conclusiones indican que los organismos estatales de gestión y las empresas deben desarrollar programas de acción específicos sobre cada contaminación ambiental nociva causada por el turismo insostenible, concienciando sobre la posibilidad de proteger el medio ambiente a través del turismo sostenible.

Originalidad/valor

Este estudio contribuye al marco teórico existente al integrar por primera vez la PMT y la TIB en la explicación de la intención hacia el turismo sostenible. El trabajo ofrece implicaciones para Vietnam en particular y para los países en desarrollo en general en la promoción de las intenciones de turismo sostenible, hacia un desarrollo sostenible de acuerdo con los objetivos gubernamentales.

Abstract

Purpose

The purpose of this paper is to explore the relationship between organizational learning capability and business performance of Vietnamese firms.

Design/methodology/approach

Based on the literature review, the authors proposed five hypotheses covering the relationships between different dimensions of organizational learning capability and business performance. Data collected from a survey of 160 Master of Business Administration students working in different firms in Vietnam were analyzed to test the proposed hypotheses.

Findings

The results confirmed that organizational learning capability has positive effect on business performance. Moreover, two out of four dimensions of organizational learning capability are having positive relationship with business performance (management commitment to learning and “knowledge transfer and integration”).

Practical implications

The paper gives some suggestions for firms to improve their business performance through enhancing organizational learning capability.

Originality/value

This study provides important insights into the recognized yet under-researched relationship between organizational learning capability and business performance and confirms that organizational learning capability has a positive impact on business performance in Vietnam context.

Abstract

Purpose

This paper aims to identify what productivity means in the public sector, how it is measured and how it should be measured and improved, according to municipal authorities in managerial positions.

Design/methodology/approach

The approach is both theoretical and empirical. The first part is a literature review of research concerning public sector productivity. The second part presents findings of empirical research that is based on interviews and workshops with municipal authorities representing: special healthcare services; basic healthcare and social services, and educational services. The research was carried out in the Päijät‐Häme region, Finland.

Findings

According to the results, there is a certain mismatch between perceptions concerning productivity and the potential that lies in this concept as a functional tool in the public sector's development efforts. Public sector productivity cannot be developed and discussed without taking into consideration the issue of effectiveness.

Practical implications

Deeper common understanding concerning productivity and effectiveness and their measurement are likely to facilitate municipal decision making and service processes in individual workplaces as well as within and among different spheres of authority – and thus facilitate mutual learning.

Originality/value

This paper contributes to development and application of productivity and effectiveness thinking in the public sector. It is linked to service excellence, performance measurement and management systems, creativity in process delivery and deployment of improvement techniques in the public sector. It is of interest both to researchers and practitioners.

Abstract

Purpose

This study aims to evaluate the impact of climate change on some specific areas of agricultural production in Quang Nam Province, including assessing the possibility of losing agricultural land owing to sea level rise; assessing the impact on rice productivity; and, assessing the impact on crop water demand.

Design/methodology/approach

This study used the method of collecting and processing statistics data; method of analysis, comparison and evaluation; method of geographic information system; method of using mathematical model; and method of professional solution, to assess the impacts of climate change.

Findings

Evaluation results in Quang Nam Province show that, by the end of the 21st century, winter–spring rice productivity may decrease by 33%, while summer–autumn rice productivity may decrease by 49%. Under representative concentration pathway (RCP) 4.5 scenario, water demand increases by 31.1% compared to the baseline period, of which the winter–spring crop increases by 28.4%, and the summer–autumn crop increased by 34.3%. Under RCP 8.5 scenario, water demand increases by 54.1% compared to the baseline period, of which the winter–spring crop increases by 46.7%, and the summer–autumn crop increased by 63.1%. The area of agricultural land likely to be inundated by sea level rise at 50 cm is 418.32 ha, and at 80 cm, it is 637.07 ha.

Originality/value

To propose adaptation solution to avoid the impacts of climate change on agriculture, it is necessary to consider about the impact on losing land for agriculture, the impact on rice productivity, assess the impact on crop water demand and other. The result of this assessment is useful for policymakers for forming the agriculture development plan.

Abstract

This chapter provides information on the development of Vietnamese education under the influence of global forces based on the analysis of relevant education research and policies using Wolhuter’s frameworks. In the process of coming up with ways to develop education in the face of different influences of globalization, besides having reactions with patterns commonly found in countries around the world, Vietnam also has responses that reflect its own political, sociocultural and economic characteristics. The state still plays a controlling role in education at all levels and many culture-related features that have existed throughout the country’s history have hardly changed, namely aspects related to teachers, learners and teaching and learning methods. To sustain its education in the globalized era, Vietnam must make more efforts in various aspects such as the link between education and employment, the logic of education objectives, the feasibility and appropriateness of curricula, quality of education, especially of higher education and equality in education for underprivileged groups.

Abstract

Purpose

The purpose of this paper is to investigate the effects of macroeconomic indicators (the interest rate and the industrial production) on Vietnamese stock prices. The paper examines how US macroeconomic indicators affect Vietnamese stock prices.

Design/methodology/approach

The authors use monthly time series data covering the period from January 2001 to April 2008. The methodology introduced by Nasseh and Strauss and Canova and de Nicolo to investigate the linkage between stock prices and macroeconomic indicators.

Findings

This paper provides the first empirical evidence that there are statistically significant associations among the domestic production sector, money markets, and stock prices in Viet Nam. Another novel finding is that the US macroeconomic fundamentals significantly affect Vietnamese stock prices. Finally, the results show that the influence of the US real sector is stronger than that of the money market.

Originality/value

Since prior research has focused on developed economies, the authors strongly believe that this paper provides a novel contribution to the existing literature as the authors are the first to examine this issue in Viet Nam.
