Abstract
Purpose
A strong body of research has established the concentration of crime in a small number of street segments or “hot spots” throughout urban cities, but the spatial distribution of mental health-related calls for services is less well known. The extent to which these calls are concentrated on a small number of street segments, similar to traditional crime calls for service is understudied. The purpose of this paper is to examine the concentration of mental health calls and the spatial distribution of street segments with mental health calls to provide directions for law enforcement and place-based policing.
Design/methodology/approach
Using call for service data from a large city on the East coast, the current study examines whether mental health calls for service are concentrated on street segments, and tests spatial dispersion to whether these “mental health hot spots” are spread throughout the city or clustered in space. Finally, the authors explore the relationship between mental health calls and violent and drug calls by calculating the correlation and using a spatial point pattern test to determine if mental health calls are spatially similar to violent and drug calls.
Findings
The authors found that mental health calls are concentrated on street segments; specifically 22.4 percent of calls are located on 0.5 percent of city street segments. Additionally, these street segments are fairly dispersed throughout the city. When comparing the spatial similarity of mental health calls to violent and drug calls, they are highly correlated suggesting a relationship between the calls types, but the location of mental health calls appears to be different from violet and drug calls.
Originality/value
Very few studies have examined the location of mental health calls and whether they are concentrated in small areas similar to crime, but such research can provide police officers new approaches to working with people with mental health problems. The police are the primary emergency response for calls involving someone with a mental illness or experiencing a mental health crisis and the authors provide suggestions for policing that draw from strategies used in hot spot policing and mental health responses, like CIT, to address challenges of modern policing and working with people with mental health problems.

Purpose
This paper examines the discourse of consumers as they attempt to define and create consensus on the meaning and significance of cultural appropriation within a fashion context.
Design/methodology/approach
Data were collected via consumer comments posted to an article from The Guardian about the banning of headdresses from a large-scale music festival in Canada. Data were analyzed according to protocols for grounded theory.
Findings
Four themes emerged from the data: values consensus, ideological control, social and symbolic boundaries and social impact and change. These themes captured consumers' perspectives on the debate of cultural appropriation in fashion.
Social Implications
Cultural appropriation has become an increasingly important topic of interest as consumers share their voices online and demand companies increase their cultural competence.
Originality/value
Few researchers have examined cultural appropriation in fashion and captured the various perspectives of consumers on this phenomenon.

Abstract
Purpose
This investigation aims to highlight the need for the information professions globally to value diverse knowledge paradigms in a world where people from diverse cultures and backgrounds interact with information on a daily basis. We provide examples from the Library and Information Science (LIS) profession in New Zealand which has been shaped by socially and culturally inclusive education and practices which take into account diverse ways of knowing and understanding the world and information.
Methodology/approach
An investigation into socially and culturally inclusive LIS education initiatives worldwide contextualizes a discussion of current LIS curricula in New Zealand and their delivery. The achievements and challenges in LIS education, the library profession, and library service are considered alongside the rich and varied nature of New Zealand society and the provision and accessibility of library services.
Findings
LIS education is at the start of this process, and New Zealand education providers promote a range of socially and culturally inclusive practices within their programs resulting in LIS graduates who are equipped to make ongoing contributions to an inclusive society through their professional work. We conclude that these three inseparable components of LIS in New Zealand result in social and cultural inclusion, but can always be further enhanced.
Originality/value
This chapter draws attention to the absence of consideration for non-Western knowledge paradigms in LIS curricula worldwide, and brings together diverse examples, mandating for library services and a library profession that reflect the rich social and cultural makeup of the communities we serve. We conclude that three inseparable components of LIS in New Zealand result in social and cultural inclusion, and there is always opportunity for further enhancement.

Much of the hype associated with the impact of electronic business is associated with the business to business (B2B) model. Analysts believe that enormous cost savings and efficiencies can be achieved through the utilisation of e‐procurement, a component of the B2B model. The role of procurement and the emerging use of large information systems to conduct e‐procurement is analysed and presented with the results of a survey of 38 major Australian organisations. The current direct and indirect procurement practices of the sample organisations will be analysed together with an analysis of the eprocurement drivers and barriers. The main results show that direct procurement is heavily dependant upon traditional practices whilst indirect procurement is more likely to use “e” practices. Small‐medium organisations are more nimble at adopting e‐procurement practices. Technical issues dominate e‐procurement barriers, with cost factors dominating e‐procurement drivers.

In response to recent public library funding deficiencies, many people both inside and outside the field of librarianship have suggested that public libraries need to rely less on traditional government funding and more on alternative funding sources. This chapter reports the results of a review of the research and professional literature relating to government and alternative funding for US public libraries and presents a case study of the West Chester (PA) Public Library, which relies heavily on non-tax funds for its operations. It concludes with an analysis of the major arguments for and against alternative funding for public libraries and a consideration of the implications for public librarianship in the United States.

Social science and media depictions of youth living on our city streets typically focus on their “risk behaviours,” especially illicit drug use and unprotected sex, the social environmental challenges they face, in particular higher likelihood of sexual and physical assault and homicide (Tyler, Hoyt, & Whitbeck, 2000; Auerswald & Eyre, 2002; Pedersen & Hegna, 2003; Brooks, Milburn, Rotheram, & Witkin, 2004; Ensign & Bell, 2004; Raleigh-DuRoff, 2004; Hyde, 2005; Witkin et al., 2005) and their delinquent/criminal behaviour (Hartnagel, 1998). This focus on the multiple “risks” that street youth face has been accompanied by the search for determinants of the risk factors for street involvement, such as parental substance abuse and child neglect. Female street youth have been depicted as particularly vulnerable, partly because once on the street, they come under the control of male recruiters who make the girls drug-dependent and force them into trading sexual favours for money or in-kind goods. According to Bagley and Young (1987, p. 23), “the girl who finally tries prostitution is one who is already degraded and demoralized, in a state of psychological bondage, with grossly diminished self-confidence.” Adults who exploit these female street youth are believed to take advantage of their feelings of disconnectedness and low self-esteem and isolation (Silbert & Pines, 1981, 1982a, 1982b) and addiction to substances (Green & Goldberg, 1993). Yet, many females who were victims of childhood physical and sexual abuse do not end up on the street, nor do all those who were abused and end up on the street (male as well as female) become involved in prostitution, and, finally, many males and females who become involved in prostitution have no history of early abuse (Hagan & McCarthy, 1997).

Describes barriers to measuring success of regulatory action, and debates what level of law enforcement is appropriate and cost‐effective. Concludes that a more broadly based approach to regulatory action and assessment is of prime importance.

Abstract
Purpose
Given the increased significance and rapid growth of an ageing population, this review paper aims to define the mature consumer segment chronologically to resolve definitional inconsistencies found in prior marketing communications literature, identify the current state of the marketing communications field in terms of mature consumer research and highlight future research directions on mature consumers for marketing communications academics and practitioners.
Design/methodology/approach
A synthesis of existing marketing communication research on mature consumers (those aged 50+), published in top-tier journals since 1972, is provided. In total, 106 papers were identified in 21 marketing journals.
Findings
Three existing research themes were identified: market segmentation of mature consumers (we ground this theme in three inter-related facets: chronological age, health [physical and neurological] and self-perception of age [also referred to as cognitive age]); attitudes and behaviours of mature consumers; and marketing to mature consumers. This paper also proposes several future research themes: further definition of mature consumers and widening the scope of examination; segmenting mature consumers to account for heterogeneity; information processing of mature consumers cannot use a one-size-fits-all approach; the influence of marketing mix elements on mature consumers; and alternative methodologies to better understand mature consumers.
Research limitations/implications
Recognising the heterogeneity within the chronologically based mature consumer segment, this paper proposes an extended mature consumer definition which includes biological, psychological and social dimensions, as well as life events and life circumstances, rather than biological age alone.
Practical implications
In practical terms, understanding information processing of mature consumers cannot use a one-size-fits-all approach and marketing mix elements may affect behaviour differently within this segment. This will require alternative methodologies to understand these processes fully.
Originality/value
This synthesis of mature consumers research within the marketing communications field provides key research questions for future research to better understand this market segment and its implications for marketing communications, theory development and practice.

Abstract
Purpose
This paper aims to enhance the understanding of organizational change (OC) and the main critical factors to change.
Design/methodology/approach
A single case study was conducted in a large company with operations in Brazil by means of 21 in-depth interviews. A qualitative perspective was applied to scrutinize the data collected.
Findings
Main critical factors, such as commitment and trust, represent pieces of a puzzle that, when put together in a constructive way, draw a path to successful implementation of a change initiative. On the one hand, a country crisis poses as an obstacle to build change initiative credibility. On the other hand, an economic downturn may represent a retention mechanism. This study allowed the authors to draw a diagram with four groups of people based on their engagement with the organization change initiatives and on their seniority. In brief, the company is in a vicious circle. It is prisoner of a negative loop that causes a destructive effect in the change process, and it does not allow them to think out of the box and explore creative alternatives to face the company challenges.
Research limitations/implications
The research presents a few limitations regarding the chosen method and, also, country and company scenario where the research took place.
Practical implications
The results have implications for human resources development (HRD) scholars and practitioners in the planning and implementation of OC-related initiatives.
Originality/value
This paper contributes to OC literature and practitioners by showing the importance of credibility in change initiatives to achieve their successful implementation. This study also supports the strong relationship among main critical factors to change. Finally, the company is locked in a negative loop that stifles the successive attempts to successfully implement the change initiatives.
