Abstract
Purpose
This paper aims to draw lessons for telecommunications (telecom) network deployment in India, from a study of policy and regulatory approaches taken by other federal administrations in streamlining processes for site clearances, grant of rights of way (RoW) and approvals for local infrastructure deployment and sharing. With the urgent need for setting up small cells and rapid fiberisation of networks in the 5G era, the importance of such processes has gained prominence.
Design/methodology/approach
The authors adopt qualitative thematic content analysis with three-tier coding and classification to identify themes in archival and current documentary data and information obtained from subject-matter experts in the countries studied.
Findings
Formulation and implementation of telecom policy is led by national governments. However, national telecom administrations, in recognition of new needs, have co-opted states and local authorities as partners in development of telecom networks, providing the overall framework, guidance and appropriate incentives where required.
Practical implications
This cooperative model could work well in India, where telecom policy making and regulation is the prerogative of the central government, but administration of RoW and local clearances for cable laying, tower siting and associated infrastructure activities for expanding telecom networks are left to decentralised decision-making in the states and local bodies.
Originality/value
This research attempts to sytematise, thematise and draw cross-country comparisons to inform regulatory and administrative policy for 5G infrastructure rollout in India.

Much attention has been given to adoption and diffusion, defined as the degree of market penetration, of Information and Communications Technologies (ICT) in recent years (Carter, Jambulingam, Gupta, & Melone, 2001; Kiiski & Pohjola, 2002; Milner, 2003; Benhabib & Spiegel, 2005). The theory of diffusion of innovations considers how a new idea spreads throughout the market over time. The ability to accurately predict new product diffusion is of concern to designers, marketers, managers, and researchers alike. However, although the diffusion process of new products is generally accepted as following an s-curve pattern, where diffusion starts slowly, grows exponentially, peaks, and then declines (as shown in Fig. 1), there is considerable disagreement about what factors affect diffusion and how to measure diffusion rates (Bagchi, Kirs, & Lopez, 2008).

Abstract
Purpose
This study aims to study the interaction effects between a rectangular supersonic jet with a flat wall computationally using wall length as a parameter. The purpose of this study is to investigate the effect of change in wall length on supersonic core length (SCL) reduction, jet deflection and jet decay behavior.
Design/methodology/approach
The design Mach number and aspect ratio at the rectangular exit were 1.8 and 2, respectively. To study the wall length effects on jet-wall interactions, wall length (Lw) was varied as 0.5Dh, 1Dh, 2Dh, 4Dh and 8Dh, where Dh was the hydraulic diameter of the nozzle exit. The flat wall with the matching width of the rectangular exit section of a supersonic nozzle was placed at the nozzle exit such that the supersonic jet grazed past the wall. The studies were carried out at over-expansion [nozzle pressure ratio (NPR) = 4], near optimum expansion (NPR = 6) and under-expansion (NPR = 8) levels.
Findings
Results indicated that significant reduction in wall-bounded SCL was noticed in the range of 0.5Dh
Practical implications
Thrust vector control, noise reduction and easy take-off for high-speed aircraft.
Originality/value
The effect of change in flat wall length on interaction characteristics of a rectangular supersonic jet was not studied before in terms of SCL reduction and jet decay behavior.

Abstract
This study measures the impact of ICT on Malaysia’s aggregate output in the period 1965‐2005. It closes a gap in existing literature by using the 3SLS technique on a country specific study. Telecommunication penetration rate is used as a proxy for ICT and analysed in both macro‐economic and micro‐economic perspectives. The findings of this study suggest that there is a causal relation between ICT and aggregate output in Malaysia and that the MSC and the privatisation policy of the telecommunication sector, are found to be indifferent to achieving expected economic growth in Malaysia.

Abstract
Purpose
This paper aims to study the adoption of a public policy (cashless transaction system by implementing demonetization) from the institutional and technology adoption theories.
Design/methodology/approach
A mixed-method approach was followed and data was collected from 900 samples randomly selected from different cities in India. The content analysis method was applied to analyze responses collected from personal interviews, and descriptive statistics and cluster analysis methods were used to process the data.
Findings
The determinants of the cashless transaction policy adoption were institutional issues and technology-related issues. The non-adopters were falling into either technology antagonist or technology ignorant, whereas the adopters perceived user-friendliness, necessity and usefulness. Institutional bottlenecks and perceived security issues were serious concerns.
Originality/value
This study examined the factors influencing the adoption and non-adoption of mobile payments for two reasons. First, the nature of adoption here is more of a forced adoption rather than organic/natural adoption. Second the context – emerging market, India – also demands that it would be more useful to carry out exploratory study and understand the factors from the stakeholders – merchants and customers – themselves than examining existing technology adoption theories.

Abstract
Purpose
Digital platforms that offer on-demand gig work, while providing work opportunities in the economy, have raised social and economic concerns. Though extensive research on regulation of the gig economy exists, the effect of economic regulations on the welfare of the workers is not well understood. In this work, this paper aims to specifically study the effect of minimum wage and leisure regulations on the unemployment rate and offered wages. This paper also analyses the effect of up-skilling of the workers on unemployment and wages.
Design/methodology/approach
This paper builds an agent-based model of the labour market with heterogeneous workers and online platform firms that interact to match supply and demand. This paper also interviewed online workers in the two under-studied markets in online beauty and house maintenance services in India and included salient observations in to the model. This paper further validates the model findings with the interview observations.
Findings
Extensive simulations of the model indicate that the regulator's intervention on minimum wage and leisure reduces unemployment and offers better wages/leisure in the short term. However, these cannot be sustained unless the workers upgrade their skills, thereby improving their value to the employers. This paper also corroborates the authors’ interview observations on platforms deviating on stated worker contracts by simulating the same in the model. This paper finds that when platforms deviate on their stated incentive schemes, the unemployment rate tends to increase. This paper also finds that the emergence of online platforms in an erstwhile off-line market decreases the average unemployment rate with a moderate increase in the offered wage and leisure.
Research limitations/implications
In this work, the focus has been to determine the worker-platform dyadic relationship. However, this is affected by consumer-related attributes such as ratings and associated reputation systems to promote trust between different stakeholders. Examining such a triadic relationship between consumers, platform and workers is required to comprehensively address the challenges of online gig economy.
Social implications
Skilling and training are critical for worker mobility across tasks and jobs, especially in the gig economy. Gig workers, in general, seek to improve their skill level through self- or platform-enabled training programmes. The workers are able to generate more revenue through the new skills and hence can improve their reservation wage as well. This in turn increases average offered wages and reduces the overall unemployment in the sector. Despite attempts to classify gig workers as formal workers by labour laws across countries, there is resistance from online platforms. This is due to increased liability and responsibility that the platforms have to incur that possible increase their costs and expenses. This study shows that regulations, such as minimum leisure or minimum wage, increase the average wage or leisure in the market and increase unemployment. However, this might be a short-term phenomenon. In the long term, the gig workers benefit by enhancing their skills to not only stay employed but also bargain for better wages and leisure. The governments can play a larger role by facilitating upskilling programmes for the gig workers.
Originality/value
An extensive literature survey indicates that while most of the work on gig economy regulation emphasises the social and legal aspects, this work is unique in modeling the techno-economics of gig work. Further, while most of the economic research on gig work, focuses on consumers, this work focuses on the under-researched area of worker welfare. This paper also validates the model results with findings from the interviews with gig workers.

Abstract
Purpose
Real-time monitoring of wound or injured tissues is critical for speedy recovery, and the onset of a cascade of biochemical reactions provides potential biomarkers that facilitate the process of wound monitoring, e.g. pH, temperature, moisture level, bacterial load, cytokines, interleukins, etc. Among all the biomarkers, pH has been known to have a profound impact on the wound healing process, and is used to determine the incidence of bacterial infection of the wound (persistently elevated alkaline pH), proteolytic activity at the site of injury, take rate in skin grafting, wound healing stage and preparation for wound debridement.
Design/methodology/approach
This review highlights the significance of pH in determination of clinical parameters and for selection of an appropriate treatment regime, and it presents an in-depth analysis of the designs and fabrication methods that use integrated pH sensors, which have been reported to date for the real-time monitoring of wound healing.
Findings
For an expedited wound healing process, the significance of pH mandated the need of an integrated sensor system that would facilitate real-time monitoring of healing wounds and obviate the requirement of redressing or complicated testing procedures, which are both labor-intensive and painful for the patient. The review also discussed different types of sensor systems which were developed using hydrogel as a pH-responsive system coupled with voltammetry, potentiometry, impedimetric and flex-circuit inductive transducer systems. All of the mentioned devices have considerable potential for clinical applications, and there is need of in vivo testing to validate their efficiency and sensitivity under practical scenarios.

Purpose
This research empirically investigates the differential roles of utility and entertainment on the value obtained from the use of mobile phones by users belonging to low-income groups in emerging markets.
Design/methodology/approach
This research reports the findings from an investigation that obtains data through a survey of mobile phone users from urban and rural areas across five emerging markets. Structural equation modeling is used to analyze the data obtained.
Findings
Study findings demonstrate that users obtain utility, social as well as entertainment value from mobile phones.
Research limitations/implications
This investigation uses the capability approach for conceptualizing the capabilities obtained from mobile phones by users from lower socioeconomic strata, a theoretical lens that is particularly suited for explaining behavior that may represent well-being of the user group.
Practical implications
Managers may explore whether the platform of entertainment is a suitable vehicle for offering additional services. This study’s findings also suggest that creating value for customers should be a primary concern in emerging markets, similar to that in developed markets.
Originality/value
This research is among a few that report investigations into the differential roles of utility and entertainment on the value obtained from mobile phones. This study also presents differences in terms of: urban versus rural, younger versus older and male versus female subgroups. This research presents a large-scale multicountry empirical study investigating mobile phone use by users from lower socioeconomic groups in emerging markets.

Abstract
The overall goal of science is to build a valid and reliable body of knowledge about the functioning of the world and how applying that knowledge can change it. As personnel and human resources management researchers, we aim to contribute to the respective bodies of knowledge to provide both employers and employees with a workable foundation to help with those problems they are confronted with. However, what research on research has consistently demonstrated is that the scientific endeavor possesses existential issues including a substantial lack of (a) solid theory, (b) replicability, (c) reproducibility, (d) proper and generalizable samples, (e) sufficient quality control (i.e., peer review), (f) robust and trustworthy statistical results, (g) availability of research, and (h) sufficient practical implications. In this chapter, we first sing a song of sorrow regarding the current state of the social sciences in general and personnel and human resources management specifically. Then, we investigate potential grievances that might have led to it (i.e., questionable research practices, misplaced incentives), only to end with a verse of hope by outlining an avenue for betterment (i.e., open science and policy changes at multiple levels).
