Abstract

Purpose

The purpose of this paper is to investigate the usability features of online public access catalogues (OPACs) in New Zealand academic libraries. It also makes a comparison of how libraries using the same library software are customizing their interfaces to make them useful to their users.

Design/methodology/approach

The interface/usability features of 13 academic library OPACs in New Zealand are analyzed using a usability inspection evaluation method. More specifically, the paper uses a modified checklist based on the checklists of Cherry et al. and Ibrahim.

Findings

Most OPACs in the paper sample receive high scores in the areas of bibliographic display, text, layout, labels, and user assistance. Many new features that are associated with search engines such as word cloud, faceted navigation, the most popular ranking and related items are however, not found in the surveyed OPACs. OPACs built on the Voyager library systems on average, score higher in most feature categories in the checklist. Features found in the OPACs during the evaluation that are not part of the checklist are noted and recommended for inclusion in future evaluation checklists.

Originality/value

Findings from the research will be of interest to not only researchers and practitioners in the field of library and information science in New Zealand, but also in other countries as the sample in this research include OPACs built on library software such as Voyager or Liberty3 that are used in many other countries.

Abstract

Purpose

The study described in this paper aims to identify the progress made in the efforts to model current online public access catalogs (OPACs) after the next generation catalog (NGC) in academic libraries in the USA and Canada.

Design/methodology/approach

A random sample of 260 colleges and universities was selected from Peterson's Guide to Four‐Year Colleges 2009, an estimated 10 percent of the total population of 2,560 listed academic institutions. A checklist of 12 features of the NGC was used to evaluate the OPACs of the 260 libraries in the sample. The authors took as the OPAC that which the library linked to as its “catalog,” even though some might be more properly considered “discovery tools” or “discovery layers.” Some libraries used more than one OPAC interface simultaneously; in this case, each OPAC was analyzed separately. In the case of several institutions using the same consortial OPAC, only the first instance of the OPAC was analyzed. About 15 percent of the institutions (n=40) in the sample either did not have web sites or did not provide access to their online catalogs. In all, a total of 233 unique instances of OPACs were analyzed. Data were collected from September 2009 through July 2010. The findings can be extrapolated to the population at the 95 percent confidence level with a confidence interval of ±3.

Findings

While bits and pieces of the next generation catalog are steadily working themselves into the current catalog, academic libraries still have a long way to go. About 16 percent of the OPACs in the sample did not show any advanced features of the NGC. More than half of the libraries (61 percent) had only one to five advanced features in their OPACs. Many of those with six or more NGC features were discovery tools. Only 3 percent of the OPACs in the sample (n=8) demonstrated seven to ten out of the 12 functionalities of the NGC, and they were instances either of WorldCat Local or Summon. The weak areas were federated searching, relevance based on circulation statistics, and recommendations based on patron transactions.

Originality/value

This is the first and only study on a large scale conducted thus far that evaluates the progress towards the NGC in academic libraries in the USA and Canada. The findings help academic librarians to recognize and pin‐point the weak links in implementing a true next generation catalog.

Abstract

This chapter provides information on the development of Vietnamese education under the influence of global forces based on the analysis of relevant education research and policies using Wolhuter’s frameworks. In the process of coming up with ways to develop education in the face of different influences of globalization, besides having reactions with patterns commonly found in countries around the world, Vietnam also has responses that reflect its own political, sociocultural and economic characteristics. The state still plays a controlling role in education at all levels and many culture-related features that have existed throughout the country’s history have hardly changed, namely aspects related to teachers, learners and teaching and learning methods. To sustain its education in the globalized era, Vietnam must make more efforts in various aspects such as the link between education and employment, the logic of education objectives, the feasibility and appropriateness of curricula, quality of education, especially of higher education and equality in education for underprivileged groups.

Abstract

Vietnam is firmly committed to attaining the Sustainable Development Goals articulated in the United Nations 2030 Sustainable Development Agenda. Goal 4 concerns quality education, and target 4.3 refers to ensuring access by all men and women to quality and affordable technical, vocational and tertiary education, including university education. In 2017, the Prime Minister issued a directive that included five actions to be taken by Vietnam’s Ministry of Education and Training to achieve target 4.3 in the context of the higher education sector. This chapter provides an opportunity to review some challenges the Ministry faces in implementing the five actions specified.

Abstract

Purpose

Vietnam is experiencing rapid expansion in the provision of higher education that requires quality assurance appropriate for the Vietnamese-centralised Confucian cultural context. This paper aims to examine the concept of quality from the perspectives of academic leaders, quality assurance members and academics at three higher education institutions in Vietnam.

Design/methodology/approach

Based on an interpretative study, semi-structured interviews were used as a major research instrument augmented with document analysis across three case studies. Interviews were conducted with 35 participants from three groups of stakeholders.

Findings

The concept of quality was found to be under-conceptualised in this Vietnamese context. Quality was conceptualised as meeting societal needs across the case studies underpinned by the belief that the purpose of higher education is to prepare graduates for employment.

Research limitations/implications

The study was conducted in similar disciplines at three state-owned universities in Vietnam in 2011. This provides insight within this context and timeframe that may not be generalised. It is suggested to extend this research to other disciplines, the private sector and other groups of stakeholders.

Practical implications

The paper discusses the necessity of revisiting the philosophy of higher education and re-conceptualising quality in Vietnam that informs quality assurance processes that are relevant to the cultural context.

Originality/value

This paper provides a centralised Confucian perspective to the literature on quality assurance in higher education. How quality is perceived by academic leaders, quality assurance members and, in particular, academic staff can be used to inform policy. In a centralised country such as Vietnam, academic leaders and quality assurance members may indicate their “obedient” attitudes to policies, leading to the same view with what is centrally enacted, while the academic staff have a different perception of quality.

Abstract

Purpose

One Commune One Product (OCOP) program, a rural economic development program in Vietnam, aims to empower local communities for sustainable social and economic welfare development, protect the environment and preserve tradition. This study aims to employ this program associated with tourism to support small family businesses in rural areas cost-effectively.

Design/methodology/approach

This study used the geographic location mapping method to design tourist routes that connect tourism resources with OCOP producers. A stakeholder approach was employed to identify suggested practical works that need to be implemented while developing this tourism initiative.

Findings

Four rural districts of Bac Giang Province, a northern province in Vietnam known as the place of various indigenous people live and traditional craft villages. Many cultural and historical tourist sites have been chosen as sample areas for this study. By using Google map, based on the Bac Giang Tourist Map and a list of recognized OCOP products in Bac Giang Province, main tourist sites (16 locations) and small family businesses (known as cooperatives and households) that have OCOP products (17 places) in the four districts have been identified. Four notable tourist routes have been formed to propose four thematic tours (two 1-day tours and two 2 days-1 night homestay tours). Suggestions for related stakeholders to ensure the sustainability of this initiative are provided.

Research limitations/implications

This study is supposed to be a model of promoting small family businesses through OCOP programs and tourism activities in a sustainable way in Vietnam. The outcome of this study is in line with the stakeholder theory emphasizing the systematic connection of various stakeholders such as employees, suppliers, local communities, government agencies and others towards complex business sustainability. The results of the study cannot conclude the small family businesses in Vietnam because it adopts geographic location mapping alone. Moreover, this study focused on OCOP programs only. Future research can use other methods of primary data collection, especially from tourists' perspectives. Data triangulation can be done to explore and verify the tourist routes that have been formed according to the four thematic tours proposed. Future research could also compare hotels managed by family businesses with non-family businesses.

Originality/value

This study is supposed to be a model of promoting small family businesses through OCOP programs and tourism activities in a sustainable way in Vietnam.

Abstract

Purpose

This study aims to examine how entrepreneurial climate, gender inequality perception and self-efficacy affect female students’ entrepreneurial attitudes and intentions, with the moderating role of perceived family support.

Design/methodology/approach

This study collected data from 466 female students studying at universities in an emerging economy, i.e. Vietnam. This study assessed the proposed relationships between the examined variables using partial least squares structural equation modeling.

Findings

The results reveal that entrepreneurial climate, as a stimulus factor, significantly influences organism factors, including gender inequality perception, self-efficacy and attitude toward entrepreneurship. Furthermore, gender inequality perception is identified as a barrier to self-efficacy, attitude toward entrepreneurship and entrepreneurial intention. Also, self-efficacy positively influences attitudes toward entrepreneurship and both factors jointly predict entrepreneurial intention. Lastly, perceived family support moderates the relationships between entrepreneurial intention and its antecedents.

Originality/value

This study extends the extant knowledge about the factors affecting women’s entrepreneurial attitudes and behavior, especially in emerging economies. This study’s findings assist university managers, policymakers and researchers in developing effective strategies to reduce the adverse effects of gender inequality perception and promote women's entrepreneurial behavior.

Abstract

Purpose

Internationalization is viewed as an important strategy in the context of a country in transition from central planning to market orientation. Efforts to internationalize universities are being carried out at both national and institutional levels. However, to the best of the authors’ knowledge, there has been no study to investigate how individual institutions approach internationalization and what they gain from that process. This paper aims to investigate the enhancement of teachers’ and students’ knowledge and skills using internationalization in Vietnam universities as a strategy.

Design/methodology/approach

Semi-structured interviews with leaders from 12 universities were conducted to investigate their perceptions, strategies and perceived outcomes of the internationalization process of their universities. Data analysis involved coding the transcripts of interviews into themes.

Findings

Results show that current approaches to internationalized activities in Vietnamese universities are ad hoc in nature, while resources and language incompetence of staff and students are limited. In line with other previous studies, limited resources and lack of English competence among educators and students were found to be the key obstacles and challenges for internationalized activities. The authors also note an issue that apparently has not been raised elsewhere in the relevant research literature, which is the challenge for the sustainability of knowledge production via research and publications.

Originality/value

Findings from this study not only contribute to Vietnamese universities but also to other developing institutions which do not have strong international exchange programs or have not experienced strong benefits from international exchange programs.
