Abstract
The planning and development of a nationwide organization is a challenge which any corporate planner would welcome. This article tells the story of the planning manager's role in setting up the Printing and Publishing Industry Training Board, fixing its strategy and objectives and then progressing action towards achieving these aims. It also poses the question of whether the concept of planning as used by the Board could usefully replace the more orthodox planning, with its handing down of decisions from the top, widespread in industry.
