Abstract
Purpose
What is the role of culture in economic development? Is there any hope for the local in the larger frame of the global? The purpose of this paper is to examine the role that culture plays in economic development and sustainability. To do that, the author examines the values underlying responsible government in Atlantic Canada in the early days of settlement, broadening to a consideration of how those values might apply today.
Design/methodology/approach
Beginning with a brief history of neo‐liberalism that roots globalization in sixteenth century mercantilism, this paper illustrates how economic development in Atlantic Canada and New Brunswick is sustained by attention to cultural and civic enterprise.
Findings
This paper uses Benedict Anderson's theory of social narrative – that culture and other imaginative labours play a direct and important role in identity‐formation – to suggest that a robust local identity is the raw material for economic vitality in enterprising communities.
Research limitations/implications
This paper calls for a larger treatment. Because the topic is so large, the author can only skim the surface.
Practical implications
This paper will be of interest to all politicians and policy makers faced with the challenge of retooling their economies in a time of globalization and market shift.
Originality/value
This discussion of the role of culture in economic development and sustainability in Atlantic Canada, particularly New Brunswick, is timely and crucially given the recent collapse of the region's largely resource‐based economy. The relationship between culture and economic sustainability will resonate for readers in various sectors and territories.

Abstract
Purpose
This article compares the processes of community verification (CV) and user satisfaction surveys during the implementation of performance-based financing (PBF) in Mali and Burkina Faso.
Design/methodology/approach
The authors adopted a qualitative approach based on a multiple-case study design. Data were collected from August 10 to 25, 2017, in Mali, and from January to May 2016 in Burkina Faso. In Mali, 191 semi-structured interviews were conducted with investigators (people who collect information from health centre users in the communities, using survey tools), users, users' relatives, and health workers in three of the 10 health districts in the Koulikoro region. In Burkina Faso, 241 non-participatory observation sessions were recorded in a research diary, and 92 semi-structured interviews and informal discussions were conducted with investigators, community verifiers, users, PBF support staff at the national level, and administrative staff in one of the 15 health districts involved in PBF. The data were analysed inductively.
Findings
In both Mali and Burkina Faso, the delayed availability of survey forms led to a delay in starting the surveys. In Mali, to get off to a quick start, some investigators went to health centres to conduct the sampling with their supervisors. In both countries, investigators reported difficulties in finding certain users in the community due to incorrect spelling of names, lack of telephone details, incomplete information on the forms, common or similar sounding names within the community, and user mobility. There was little interference from health workers during user selection and surveys in both countries. In both countries, many surveys were conducted in the presence of the user's family (husband, father-in-law, brother, uncle, etc.) and the person accompanying the investigator. Also in both countries, some investigators filled in forms without investigating. They justified this data fabrication by the inadequate time available for the survey and the difficulty or impossibility of finding certain users. In both countries, the results were not communicated to health centre staff or users in either country.
Research limitations/implications
CV and user satisfaction surveys are important components of PBF implementation. However, their implementation and evaluation remain complex. The instruments for CV and user satisfaction surveys for PBF need to be adapted and simplified to the local context. Emphasis should be placed on data analysis and the use of CV results.
Originality/value
There are similarities and differences in the CV process and user satisfaction surveys in Mali and Burkina Faso. In Mali, the data from the user satisfaction survey was not analyzed, while in Burkina Faso, the analysis did not allow for feedback. The local non-governmental organisations (NGOs) that carried out the CV were pre-financed for 50% of the amount in Mali. In Burkina Faso, community-based organisations (CBOs) were not pre-financed. The lack of financing negatively impacted the conduction of the surveys. In Mali, fraudulent completion of survey forms by interviewers was more common in urban than in rural areas. In Burkina Faso, the frauds concerned consultations for children under five years of age. In Burkina Faso, the survey form was not adapted to collect data on the level of satisfaction of the indigent.

Abstract
Purpose
The purpose of this paper is to focus on the potential role and use of online social media to influence sport participation in youth aged 12 to 17 years by responding to two specific research questions: what is the nature of the online “marketplace” among youth?; and what is the nature of adolescent sport behavior as revealed through activities on online social media?
Design/methodology/approach
The paper outlines and then implements the research methodology of netnography to achieve its purpose. Netnography involves a researcher joining an online forum, e‐tribe or other open‐source social media to observe and record the discussions for analysis.
Findings
The overarching finding is that online discourse related to sport participation among youth is very limited. When discussion does take place, five themes emerge: benefits, advice‐seeking, finding common interests, learning new sports, and challenges.
Research limitations/implications
This research provides impetus for future work in the content area and in the use of the netnography method. It is limited by the lack of online content on the topic area by the target group.
Practical implications
The paper's results provide important understanding, direction and guidance to sport administrators working for government, sport organizations and organizations who market their products and services to youth through sport.
Originality/value
This paper is original in two respects: the use of netnography as the research method in this context, and the focus on social media and sport participation in youth.

Purpose
Existing research on the relationship between human resources management (HRM) and worker reactions to practices rarely explore differences between occupational classes and their receptiveness to HRM initiatives. The paper aims to discuss these issues.
Design/methodology/approach
Using data from a single case organization, the authors examine whether HRM practices apply uniformly across distinct occupational groups, and if there are differing impacts by occupational class on commitment, motivation and satisfaction.
Findings
Using occupational identity, the results indicate that different groups of employees have varied perceptions of, and reactions to, the same HRM practices.
Practical implications
The paper adds that human resource practice application may have a tipping point, after which distinct employee groups require different HR architectural configurations.
Social implications
HRM policy and practice may be better tailored to the different specific needs of diverse occupational groups of workers.
Originality/value
The paper argues that existing theory and practice advocating universal or high potential HRM as a route to positive employee outcomes are potentially flawed.

Purpose
Along the coronavirus pandemic, huge business challenges are facing as a result of collapsing customer demand and organisational significant changes supported by digital development, while the increasing social and environmental needs involve business and individuals. The authors argue that this trend is modifying organisational and market logic, replacing them with values and practices linked to community-based models. The present work aims to study the impact that smart working (SW) has on the worker, seen both as a member of the organisation and the social community.
Design/methodology/approach
The study data were collected from a computer-assisted web interview administered in 2020 to public employees working for health agencies across the Campania region, in South Italy. To test the conceptual model, partial least squares-structural equation modelling is used. Considering the abductive soul of the research, the study represents a pilot survey that will deliver stochastic results to be subsequently replicated in all Italian health agencies.
Findings
The results of the research highlighted how the evolutionary dynamics of SW employees tend towards a reconceptualisation of workspaces, a redefinition of time and emotions and a better balance between work and personal life, thus creating a greater space for social and community aspects and determining a greater involvement in their working life.
Originality/value
This research introduces a new win-win logic in the labour market, one capable of generating advantages for people, organisations and the entire social system by allowing workers to better reconcile working times with their personal needs and with flexibility demands coming from companies.

Abstract
Spectacular corporate failures including One Tel, Ansett, HIH, Enron and Worldcom and the recent fiasco with National Australia Bank are evidence of a legitimacy crisis in current corporate governance practices. This paper analyses the organisational impact of recent “best practice” guidelines and the recommendations for reform. We conclude that substantive concerns still exist and it is likely that companies will utilise a “tick the box” approach emphasising form over substance governance changes. We argue for a two-fold approach to embed effective ongoing reform. The first involves cultural change(s) at the boardroom level to develop a “real” team approach. This would embrace the use of constructive conflict in the decision-making process and also incorporate elements of trust and openness. Constructive conflict, we argue, leads to real and effective boardroom behavioural changes.
The second strand of reform proposes that such changes should be extended into the internal decision-making (enterprise governance) arena. Such a move towards organisational pluralism devolves decision-making and allows greater employee involvement in the “running” of organisations. It also entails a significant re-framing of organisational values, culture and followership. The leadership role becomes one of facilitation and support not the current dominant “command and control” mindset.

Because access to new technologies is unequally distributed, there has been considerable discussion in Australia and elsewhere about the growing gap, the “digital divide,” between the information-rich and information-poor (Bolt & Crawford, 2000; Castells, 2001; Companie, 2001; Gordon, 2001; Haywood, 1998; Negroponte, 1996; Nixon, 2001). Most schools have incorporated computers and Internet access into classrooms, partly in response to concerns about the gap between technology “haves” and “have nots” (Facer et al., 2001). Such concerns have led to high-profile information technology policy initiatives in the USA (Lentz, 2000; US Department of Commerce, 1999), U.K. (Selwyn, 2000), Australia (Foster, 2000) and other nations. Many families have invested in computer systems at home in order to provide their children with access to the growing body of information available through technology. Similarly, in an attempt to “redress the balance between the information rich and poor” by providing “equal access to the World Wide Web” (Virtual Communities, 2002), the Australian Council of Trade Unions (ACTU), Virtual Communities (a computer/software distributor) and Primus (an Internet provider) in late 1999 formed an alliance to offer relatively inexpensive computer and Internet access to union members in order to make “technology affordable for all Australians” (Virtual Communities, 2002).
