Abstract
Purpose
The purpose of this paper is to analyze scholarly discussions and findings regarding collaborative emergency management (CEM). Several aspects such as leadership, decision making, intergovernmental and interorganizational relations, technology applications in CEM have been investigated.
Design/methodology/approach
Literature review was conducted using three popular search data bases, Academic Search Premier, Academic OneFile, and Info Track OneFile using the following keywords: CEM, collaborative and emergency and management, collaborative networks, emergency networks, emergency network, interorganizational networks, Interorganizational and networks, intergovernmental and networks, and National Emergency Management Network (NEMN).
Findings
The paper emphasizes that high expectations of public and stakeholders in emergency and disaster management require effective use of resources by collaborative networks.
Practical implications
Emergency and disaster managers should be able to adopt their organization culture, structure and processes to the collaborative nature of emergency management.
Originality/value
The paper focuses on a very important subject in emergency and disaster management using NEMN as example.

Abstract
Purpose
The present paper seeks to determine the prevalence of Salmonella spp. and Listeria (L.) monocytogenes in several cheese varieties.
Design/methodology/approach
A total 280 cheese samples (105 white cheese, 70 processed cheese, 45 dil cheese and 60 kasar cheese) purchased from supermarkets in six provinces of Turkey were collected at intervals between March 2007 and February 2008.
Findings
The results showed that 1.9 percent of white cheese samples were contaminated with Salmonella spp, whereas the L. monocytogenes prevalence was 4.8 percent in this type of cheese sample. The prevalence of L. monocytogenes in processed cheese and kasar cheese were found to be 1.4 percent and 1.7 percent, respectively. No Salmonella spp. was isolated from these cheese varieties. Neither Salmonella spp. nor L. monocytogenes were found in dil cheese samples examined.
Originality/value
Cheese is a ready to eat product that with a low incidence of contamination may pose great public health concerns. Microbiological evaluation of different cheese samples produced with different manufacturing methods and the possible effects of manufacturing methods on the microbiological quality of these cheese samples are the originality criteria of the study. The cheeses were also sold in a very restricted area of Turkey. The results of this study indicate that white cheese has the highest rates of contamination due to the lack of standardized procedures of manufacturing and ripening.

Abstract
Purpose
The purpose of this paper is to investigate the effect of fastener geometry (protruding head and countersunk fastener) and friction coefficient on the stress distributions around the hole of the double-lap single bolted aluminium alloy joints.
Design/methodology/approach
3D finite element analyses of double-lap bolted 7075-T6 aluminium joints were carried out. An elastic-plastic multi-linear kinematic hardening material behaviour was assumed for the Al alloy. Contact was defined using an augmented-Langrange contact algorithm, including the friction effect. Bolt clamping force and remote axial tensile loading were applied in two load steps and their separate and combined effects on the joint behaviour were investigated for two types of fastener configurations.
Findings
It was observed that bolt clamping reduces the axial tensile stress at the hole edge by introducing a through-thickness compressive stress. This reduction in stress concentration may have a beneficial effect on the fatigue life of the joint. Second, bolt clamping reduces the bearing stress at the fastener hole by creating a frictional force between the joint plates. Results showed that the joint with protruding head fastener shows lower tensile stress concentration, and lower bearing stress, near the bolt hole of the middle plate.
Originality/value
Bolt clamping force reduces both the stress concentration near the hole edge and the bearing stress at the hole by creating a frictional force. Joint with a protruding head fastener may lead to higher load carrying capability and improved fatigue life. Friction coefficient affects the stress levels around the bolt hole.

Abstract
Purpose
The selection of the contractor, as a main participant of a construction project, is the most important and challenging decision process for a client. The purpose of this paper is to propose a multi-agent systems (MAS)-based contractor pre-qualification (CP) model for the construction sector in the frame of the tender management system.
Design/methodology/approach
The meta-classification and analysis study of the existing literature on CP, contractor selection and criteria weighting issues, which examines the current and important CP criteria, other than price, is introduced structurally. A quantitative survey, which is carried out to estimate initial weightings of the identified criteria, is overviewed. MAS are used to model the pre-qualification process and workflows are shown in Petri nets formalism. A user-friendly prototype program is created in order to simulate the tendering process. In addition, a real case regarding the construction work in Turkey is analyzed.
Findings
There is a lack of non-human-driven solutions and automation in CP and in the selection problem. The proposed model simulates the pre-qualification process and provides consistent results.
Research limitations/implications
The meta-classification study consists of only peer-reviewed papers between 1992 and 2013 and the quantitative survey initiates the perspectives of the actors of Turkish construction sector. Only the traditional project delivery method is selected for the proposed model, that is other delivery methods such as design/build, project management, etc., are not considered. Open, selective limited and negotiated tendering processes are examined in the study and the direct supply is not considered in the scope.
Practical implications
The implications will help to provide an objective CP and selection process and to prevent the delays, costs and other troubles, which are caused by the false selection of a contractor.
Originality/value
Automation and simulation in the pre-qualification and the selection of the contractor with a non-human-driven intelligent solution ease the decision processes of clients in terms of cost, time and quality.

Abstract
Purpose
The purpose of this paper is to present a detailed literature review of the recent applications of the analytic hierarchy process (AHP) and analytic network process (ANP) group decision‐making methodologies.
Design/methodology/approach
Among more than 600 related papers published in the period 2005‐2009, a total of 232 application articles published in highly reputed international academic journals were selected and referenced in this paper. Papers were categorized according to application areas, subject titles, publication date, country of origin, academic journals, and integrated methodologies, and are summarized herein by various tables and charts.
Findings
The findings show that during the years 2005‐2009, use of the AHP technique has continued to increase exponentially. Moreover, it is expected that ANP will gain more popularity in the future, as the benefits of ANP become better understood. Applications of AHP have been dominant in manufacturing, followed by the environmental management and agriculture field, power and energy industry, transportation industry, construction industry, and healthcare. Other remarkable application fields include education, logistics, e‐business, IT, R&D, telecommunication industry, finance and banking, urban management, defense industry and military, government, marketing, tourism and leisure, archaeology, auditing, and the mining industry.
Research limitations/implications
The study does not consider theoretical based AHP or ANP articles. Also the search excluded conference proceedings, masters' theses, and doctoral dissertations.
Practical implications
It is hoped that this study will guide practitioners in future work towards advancement of these techniques and will help the managers to select better decisions by making use of these methodologies.
Originality/value
The paper presents a comprehensive literature review of recent applications of AHP, and also ANP decision tools over the period 2005‐2009. Furthermore, the paper covers fuzzy AHP and fuzzy ANP extensions that are becoming popular methods in some application areas of traditional AHP and ANP.
