Abstract
Purpose
Understanding the relational factors in information technology outsourcing (ITO) processes is essential for managers to exercise successful governance over their relationship. Based on this premise, this paper aims to present a study about relational factors using judgments of managers from small and medium-sized supplying and contracting companies involved in ITO relationships, helping to understand the differences between what they believe to be relevant for maintaining the relationships.
Design/methodology/approach
The analytical approach consisted of applying fuzzy sets theory elements, converting the managers' judgments into crisp values through a defuzzification process, and the multicriteria method ELECTRE IV that created the rankings of the relational factors according to the defuzzified judgments. The approach was applied with 16 managers from supplying companies and 34 from contracting companies, in both cases located in a large Brazilian pole of information technology.
Findings
The main findings indicate that suppliers are initially more concerned with contractual aspects, being in the highest positions in the ranking: detailed contract, service level agreement and costs. Only after these elements, suppliers prioritize aspects less linked to the contract. For contractors, customer relationship management is the most important, followed by costs and commitment by managers, which indicates more openness to issues-oriented to relational development.
Originality/value
The approach adopted in this article is differentiated by prioritizing relational factors that are not always directly perceived in ITO relationships. Another important consideration is that most studies focus only on the perspective of supplier selection by contracting companies. In this paper, both suppliers' and contractors' judgments on the importance of ITO relational factors were analyzed, creating rankings that supported understanding the difference between the two perspectives.

Abstract
Purpose
The article aims to explore how the military police in Brazil’s Northern Region incorporate “difference” and “diversity” into leadership, focusing on women in leadership roles. It examines institutional changes in leadership styles and the development of inclusive practices. The goal is to understand the competencies women bring to police leadership and how these can transform organizational culture.
Design/methodology/approach
The study employed in-depth interviews with 20 women’s police leaders in Pará, using MAXQDA for data analysis and criteria sampling for participant selection to achieve data saturation.
Findings
The study results indicate that women’s leadership in the Military Police of Pará fosters a new organizational culture, emphasizing shared and transformational leadership. Women’s leaders are seen as adaptable and resilient, capable of balancing professional performance with emotional management. Traits such as empathy and sensitivity are prominent, creating a more humanized work environment. Additionally, the creativity and charisma of women’s leaders facilitate the development of innovative solutions to complex problems, demonstrating the transformative impact of women’s leadership within the police.
Research limitations/implications
The study’s limitations include its focus on a specific region with a small sample size, reliance on self-reported data, which may introduce bias, and findings deeply embedded in the local cultural contexto in the police.
Practical implications
The practical implications of this study include encouraging the development of formal networks and mentorship opportunities, particularly those led by women. These initiatives aim to promote gender equity within the police force by preventing women from being disadvantaged in competitive processes such as exams and performance evaluations, thereby eliminating implicit biases. Implementing mentorship programs that connect experienced women officers with aspiring officers can facilitate the exchange of practical knowledge and experience while developing essential skills like empathy, compassion and emotional balance.
Originality/value
The originality and value of this study lie in its focus on the unique competencies and leadership styles of female leaders in the Military Police of Northern Brazil. It highlights how these leaders introduce empathy, creativity and resilience into the traditionally male-dominated police culture, fostering a more inclusive and effective organizational environment. This research fills a gap by providing insights into how female leadership can transform police practices, emphasizing the importance of diversity and gender-sensitive approaches in law enforcement.

Abstract
Purpose
Researchers in the field recognize the importance of the relationship between contractor and contractee in the process of information technology (IT) outsourcing. However, little is known about the impact of the manager's profile in this process. Thus, the objective of this research was to analyze the impact of the perception of competence, autonomy and relationship of public managers on relational governance (RG), as well as, to identify the effect of perceived control in this relationship.
Design/methodology/approach
This study uses a quantitative approach to investigate the impact of the behavioral characteristics of IT managers from the self-determination theory (SDT). The data were collected in Brazilian public institutions active in the areas of education, finance, statistics and technology, and the hypotheses were identified and evaluated using the technique of partial least squares structural equation modeling (PLS-SEM).
Findings
The results identified that managers' self-determination is related to the perception of control, which, consequently, impacts the RG by providing feelings of competence and autonomy capable of building a beneficial relationship with the IT provider.
Practical implications
This study promotes the understanding that upper management needs to support the autonomy of managers to increase their levels of intrinsic motivation when managing supplier deliveries.
Originality/value
The application of SDT to the IT outsourcing context provides new insights into the mediation of perceived control by explaining the relationship between managers' expectations and motivations as an important driver for RG.
Objetivo
Los investigadores en la materia reconocen la importancia de la relación entre contratista y contratado en el proceso de externalización de las tecnologías de la información (TI). Sin embargo, poco se sabe sobre el impacto del perfil del gestor en este proceso. Así, el objetivo de esta investigación fue analizar el impacto de la percepción de competencia, autonomía y relación de los gestores públicos en la gobernanza relacional (GR), así como, identificar el efecto del control percibido en esta relación.
Diseño/metodología/enfoque
Este estudio utiliza un abordaje cuantitativo para investigar el impacto de las características de comportamiento de los gestores de TI a partir de la teoría de la autodeterminación (TAD). Los datos fueron recolectados en instituciones públicas brasileñas que actúan en las áreas de educación, finanzas, estadística y tecnología, y las hipótesis fueron identificadas y evaluadas utilizando la técnica de modelado de ecuaciones estructurales por mínimos cuadrados parciales (PLS-SEM).
Conclusiones
Los resultados identificaron que la autodeterminación de los directivos está relacionada con la percepción de control, en consecuencia, repercute en el GR al proporcionar sentimientos de competencia y autonomía capaces de construir una relación beneficiosa con el proveedor de TI.
Implicaciones prácticas
Este estudio promueve la comprensión de que la alta dirección necesita apoyar la autonomía de los directivos para aumentar sus niveles de motivación intrínseca a la hora de gestionar las entregas de los proveedores.
Originalidad
La aplicación de la teoría de la autodeterminación al contexto de la subcontratación de TI proporciona nuevos conocimientos sobre la mediación del control percibido al explicar la relación entre las expectativas y motivaciones de los directivos como un importante impulsor de la GR.

Abstract
Purpose
The purpose of this paper is to propose a strategic conflict analysis, based on the graph model for conflict resolution (GMCR), that is applied to information technology outsourcing (ITO) in a real-world software development and implementation process in Brazil.
Design/methodology/approach
Because the idea of this study is to answer “why” the ITO conflicts occur and “how” they can be avoided, the case study methodology was adopted. The software GMCR II was used to analyze the interactions between an IT vendor and an IT client.
Findings
The results suggest that a lack of relational governance is a critical issue that could be handled to improve the interaction between those involved.
Research limitations/implications
The main results are restricted to the case study and cannot be generalized. Moreover, a specific limitation of this paper pertains to the use of the GMCR and the consequent difficulty for IT vendors and IT clients to work with a large number of actions and to set preferences for several states of conflict.
Practical implications
The strategic analysis of outsourcing conflicts provides a holistic view of the current situation that may assist the client and vendor in future decisions and identify guidelines to ensure successful ITO. Therefore, this paper provides an effective guide for clients and vendors to better manage conflicts and establish a contingency vision to avoid such disputes.
Originality/value
The ITO conflict is analyzed using the GMCR, considering both perspectives of the outsourcing process (vendors and clients).

Purpose
This article presents a methodological application of decision support with the purpose of identifying and better aligning sustainable banking strategies. Those strategies are based on best practices declared by employees and conducted during efficient periods affecting sustainable production, the health quality of clients, the organization’s profitability and social impact on the local community across different sectors.
Design/methodology/approach
The approach involves a two-phase process: first, it employs directional data envelopment analysis (DEA) to benchmark knowledge based on employee opinions gathered through interviews to evaluate strategies related to banking services; then, using the best-worst method and ELECTRE outranking incorporating elements of fuzzy set theory based on an experienced decision-maker’s input, sustainable banking strategies are ranked according the different perspectives for leveraging outputs from the first step.
Findings
The outcomes yield a ranking of strategies, emphasizing the crucial role of technology in banking services while highlighting the need for more agile services to ensure customer satisfaction. This underscores the necessity of aligning with the market perspective, as fintech companies are reshaping the socio-technological-environmental landscape of financial services.
Research limitations/implications
The research combined DEA and multicriteria analysis in the context of the banking sector, providing a comprehensive and analytically robust approach translated as a decision-making framework for promoting sustainability by aligning operational efficiency and social responsibility. These tools can guide banks in adopting more sustainable practices that benefit the institution, society and the environment.
Practical implications
Decisions in the banking sector encompass a wide array of concepts, from internal technical factors to customer feedback on service processes and offerings. The proposed approach considers decision analysis in complex environments, and the application developed in this study considered not only internal banking activity-oriented concepts but also the preferences of human agents developing them and the managerial perspective focused on issues involving components associated with sustainability.
Originality/value
By integrating DEA with multicriteria analysis, this study paves the way for a more efficient, environmentally conscious and socially responsible management scenario in the Brazilian banking sector. This research assesses operational efficiency and offers a comprehensive framework for selecting and implementing sustainable practices in the banking sector.

Abstract
Purpose
The information technology (IT) outsourcing (ITO) decision is a key issue in strategic and operational management and is considered a main critical factor influencing successful organizational performance and technology assessment. The purpose of this paper is to propose a framework combining value-focused thinking (VFT) methodology and the FITradeoff method to support decisions regarding ITO.
Design/methodology/approach
This study answers the following questions: How to identify, in a structured way, the objectives that should be considered in an ITO decision process in a changing environment? How to identify new IT services to be outsourced from the established objectives? The VFT method is recommended in this case to structure and model the problem. Moreover, the FITradeoff multicriteria method was considered in this study to support the evaluation and prioritization of IT services in an ITO decision
Findings
The framework provides promising results for ITO decisions. This study revealed that a lack of strategic and fundamental objectives is a critical issue in making ITO decisions. Although the VFT methodology is subjective in nature, it promotes a better understanding of goals and values, and FITradeoff allows the decision-maker to make comparisons of consequences based on his/her preferences.
Research limitations/implications
The recommendations of the study are restricted to the case study and cannot be generalized. In addition, applying the method requires attention in determining the criteria used for outsourcing IT.
Practical implications
The strategic analysis of ITO provides a holistic view of the current situation since (i) the VFT methodology enables the IT manager to generate new alternatives to assist future decisions and (ii) FITradeoff has been demonstrated as a suitable option to evaluate ITO decisions.
Originality/value
To the best of our knowledge, this is the first paper to utilize a problem structuring method (VFT) to identify criteria and alternatives based on the organizational values and objectives. This is integrated with a multicriteria method that uses partial information and may consequently lead to fewer inconsistencies (FITradeoff) in the context of ITO.
