Abstract
Purpose
This paper aims to argue that the structure of the response to the World Trade Center (WTC) crisis can be characterized as an inter-organizational network and the majority of the activities can be identified as network management.
Design/methodology/approach
Using a mixed-method research strategy encompassing in-depth interviews and a sociometric survey, the authors characterize the response as an inter-organizational network and describe significant factors that facilitate the effective functioning and management of an emergency response.
Findings
The results provide empirical support for the claim that the management of the WTC response was very different from normal government operations in many respects. However, it was also found that complete detachment of the network-form of organization from bureaucratic hierarchy is not always possible in an emergency response, particularly in terms of leadership and the availability of resources.
Originality/value
The authors argue that bureaucratic leadership exists in political layers and is sometimes needed to provide social value to the general public and promote their engagement. Finally, the authors found evidence that the effectiveness of networks in an emergency response is influenced by certain enabling conditions, such as the severity of events, and suggest some implications for government operations.

Abstract
Purpose
The purpose of this paper is to present a mapping of the evolution of the United Nation's (UN's) e‐Readiness assessments. The mapping highlights underlying assumptions and frames a set of recommendations for new secondary indicators to strengthen e‐Readiness indices.
Design/methodology/approach
This exploratory case study applies triangulated document review for the analysis.
Findings
The UN's e‐Readiness assessments have evolved from a focus on Member State governments as “controllers of information and services” to “facilitators of information”. The mapping highlights the dynamic nature of understanding of e‐Government and the role of information and communication technologies in transformation efforts. It also allows for new understanding of the influence of context‐dependent imperatives, rankings, views and suggestions on Member State efforts to leverage technology toward the realization of transformation agendas. Framing assumptions for issue‐based UN surveys pose a series of limitations in terms of interpreting the results. The case study highlights the evolutionary character of the e‐Readiness assessment efforts and provides new insight for governments that rely on the assessments for decision making and planning.
Practical implications
The UN e‐Readiness assessments serve as a widely used point of reference for government officials, public administrators and researchers around the world. This study provides them with new understanding of the evolution of perspectives which frame and the tools used to assess e‐Readiness.
Originality/value
The paper provides an original examination of the evolution of perspectives and tools used in UN's e‐Readiness assessment efforts. This examination supports the identification of a set of secondary indicators in the form of a risk‐to‐reward indicator, an adoption indicator and a satisfaction indicator, to better inform and strengthen the UN e‐Readiness indices.

Abstract
Purpose
This paper aims to contribute to recent debates about financial knowledge by opening the black box of its algorithmization to understand how information systems can address the major challenges related to interactions between algorithmic trading and financial markets.
Design/methodology/approach
The paper analyses financial algorithms in three steps. First, the authors introduce the phenomenon of flash crash; second, the authors conduct an epistemological analysis of algorithmization and identify three epistemological regimes – epistemic, operational and authority – which differ in terms of how they deal with financial information. Third, the authors demonstrate that a flash crash emerges when there is a disconnection between these three regimes.
Findings
The authors open the black box of financial algorithms to understand why flash crashes occur and how information technology research can address the problem. A flash crash is a very rapid and deep fall in security prices in a very short time due to an algorithmic misunderstanding of the market. Thus, the authors investigate the problem and propose an interdisciplinary approach to clarify the scope of algorithmization of financial markets.
Originality/value
To manage the misalignment of information and potential disconnection between the three regimes, the authors suggest that information technology can embrace the complexity of the algorithmization of financial knowledge by diversifying its implementation through the development of a multi-sensorial platform. The authors propose sonification as a new mechanism for capturing and understanding financial information. This approach is then presented as a new research area that can contribute to the way financial innovations interact with information technology.

Abstract
Purpose
This paper analyses the role of green human resources management (GHRM) practices on the application of logistics social responsibility (LSR) practices and examines the moderating effect of big data analytics (BDA) utilisation levels within these relationships.
Design/methodology/approach
Based on quantitative research methodology using survey data from 404 managers in the logistics service providers (LSPs) industry in the Philippines, PLS-SEM technique was used to test hypotheses formulated in this research.
Findings
Empirical results achieved suggest that GHRM practices have a significant positive impact on LSR. Among all individual GHRM practices, green training and development did not have any influence on LSR. While the results also revealed that BDA assimilation acts as a moderator of the relationship between GHRM and LSR, no support was found for the moderation effect of BDA acceptance or adoption on this relationship.
Originality/value
The study fills a gap in the logistics literature by introducing dynamic capabilities theory to the nexus between GHRM and SLR for the first time, which reveals previously unknown answers on effects of GHRM practices on LSR. The study also introduces BDA assimilation as an important moderator that can strengthen positive impact of GHRM on LSR.
