Abstract
Purpose
The purpose of this paper is to synthesize multi-sector, cross-sector, and other interorganizational alliance structures and processes with particular focus on their saliency in partnership/alliance decision making.
Design/methodology/approach
This is a conceptual paper focusing primarily on management and public administration literature that examines decision making in multi-sector, cross-sector, and other interorganizational alliances.
Findings
The paper identified that decision making takes place at every stage of the partnership process, with complexity being dependent on organizational structure and design, i.e. dyad or network. Organization structures and key processes including coordination, cooperation, and trust are critical elements that impact decision making. Trust is foundational for the development and sustainability of collaborative alliances. Many of these same characteristics are also found in strategic alliance structures and processes.
Practical implications
This analysis of selected literature on decision making and trust has the capacity to enhance awareness and expectation-setting for those entering a collaborative partnership. Trust is an integral and enduring component at every stage.
Originality/value
This study crosses the boundary between sectoral partnerships and other interorganizational alliances in the analysis of decision-making structures and processes.

By market capitalisation, Bitcoin, which debuted in 2009, is the biggest cryptocurrency globally. A decentralised ledger system called blockchain is used in the creation, distribution, trading, and storage of Bitcoin, with the original goal being to address the shortcomings of fiat currency. This chapter highlights potential dangers and legal concerns when Bitcoin interacts with the actual economy and the traditional financial system. Besides, the details also discuss the platform’s design principles and attributes for a non-technical readership. When assessing its transactional potential, some recognise its potential for speculation, while others are doubtful of its admirable intent. The write-up also explores the potential of the adoption of cryptocurrencies in Southeast Asia due to the vast adoption of Bitcoins in countries such as Vietnam and the Philippines following the establishment of cryptocurrency technology and e-commerce. In addition, rankings of the cryptocurrency and legal stance from each country in Southeast Asia were exhibited as the solid foundation of cryptocurrencies existent for transaction purposes. The rise of central bank digital currencies (CBDC) and the future directions of Bitcoins were also highlighted in this write-up to spur the debate on whether cryptocurrency remains a fad of sensation or is legalised as the medium of exchange in an ever-growing digital world of commerce.

IN this number we make some commemoration of the twenty‐five years so happily achieved by the King‐Emperor. As our contributors show, the cardinal event of the whole of the Reign, so far as libraries were concerned, was the passing of the Public Libraries Act of 1919. The generations change rapidly, and there are few to‐day who remember acutely the penury and struggle which were involved in the fact that all public library expenditure had to be kept within “the limit of the penny rate.” It is possibly true that the average community has taken no very intelligent advantage of the breaking of its financial fetters; in no town in the British Empire can it be said that there is anything approaching generosity, let alone extravagance, towards libraries. Even in the greatest cities, where they have built fine buildings and opened them with much ceremony, the rate allocation for their maintenance is not nearly of the scale that finds acceptance, or did find acceptance, in the United States. That is because we are young people in an old country. The tradition dies hard that education is a luxury and that libraries, which in the eyes of many are only remotely related to education, are an even greater luxury. We heard it said recently that many local authorities regarded the libraries as a sort of joke, and delighted to cut down their expenditure upon them. This lugubrious way of opening our remarks upon the Jubilee is only by way of pointing out that to‐day, at any rate, we have the power to go ahead if we convince our authorities that it is desirable to do so.

Although the United Kingdom was not the main recipient of his bounty, it received from him, personally, about £12 million, and considerable sums, in addition, from the Trust which he founded. THE London and Home Counties Branch is fortunate in having close at hand watering places which can house its Autumn or other Conferences conveniently. Hove in fair weather in October is a place of considerable charm; it has many varieties of hotel, from the very expensive to the modest; it is used to conferences and the hospitality of the Town Hall is widely known. This year's conference was focused in the main on problems of book‐selection which, as one writer truly says, is the main purpose of the librarian because all his possibilities hang upon it. The papers read are valuable because they appear to be quite unvarnished accounts of the individual practice of their writers. Of its kind that of Mr. Frank M. Gardner is a model and a careful study of it by the library worker who is in actual contact with the public might be useful. For his methods the paper must be read; they are a clever up‐to‐minute expansion of those laid down in Brown's Manual with several local checks and variations. Their defects are explained most usefully; there is no examination of actual books before purchase and bookshops are not visited, both of which defects are due to the absence in Luton of well‐stocked bookshops; a defect which many sizeable towns share. We find this remark significant: “The librarian of Luton in 1911 had a book‐fund of £280 a year for 30,000 people. I have nearly £9,000 for 110,000. But the Librarian in 1911 was a better book‐selector than we are. He had to be, to give a library service at all. Every possible purchase had to be looked at, every doubt eliminated.” We deprecate the word “better”; in 1911 book‐selection was not always well done, but Brown's methods could be carried out if it was thought expedient to do the work as well as it could be done. The modern librarian and his employers seem to have determined that the whole of the people shall be served by the library; that books shall be made available hot from the press, with as few exclusions as possible. No librarian willingly buys rubbish; but only in the largest libraries can a completely comprehensive selection practice be maintained. Few librarians can be quite satisfied to acquire their books from lists made by other people although they may use them for suggestions. How difficult is the problem Mr. Gardner demonstrates in connexion with books on Bridge; a shelf of apparently authoritative books might possibly contain not one that actually met the conditions of today. If this could be so in one very small subject, what might be the condition of a collection covering, or intended to cover, all subjects? Librarians have to be realists; orthodox methods do not always avail to deal with the cataract of modern books; but gradually, by cooperative methods, mechanical aids and an ever‐increasing staff devoted to this, the principal library job, much more may be done than is now possible.

For the first time since this series of annual reviews of the literature of special librarianship and information work began, the authorship has changed hands. It is fitting to pay tribute to the skill with which Mr J. Bird has compiled this review each year and to express the hope that the same standards of selectivity and pragmatic appraisal set by Mr Bird will be maintained. The aim of the survey remains unchanged: to bring to the notice of librarians, particularly those in the smaller organizations, the more significant and practically useful books, pamphlets, and articles which appeared during the past year, or, more strictly, were received in the Aslib library during the past year. Experience of the types of inquiry most frequently received in the Aslib library has been particularly useful in determining the type of publication that could most profitably be included. As has been stressed in previous years, the survey is not intended to be used as a bibliographical tool, since this purpose is adequately served by other existing services, but rather as a guide to current reading.

Public administration as an aspect of governmental activity has existed as long as political systems have been functioning and trying to achieve program objectives set by the political decision-makers. Public administration as a field of systematic study is much more recent. Advisers to rulers and commentators on the workings of government have recorded their observations from time to time in sources as varied as Kautilya's Arthasastra in ancient India, the Bible, Aristotle's Politics, and Machiavelli's The Prince, but it was not until the eighteenth century that cameralism, concerned with the systematic management of governmental affairs, became a specialty of German scholars in Western Europe. In the United States, such a development did not take place until the latter part of the nineteenth century, with the publication in 1887 of Woodrow Wilson's famous essay, “The Study of Administration,” generally considered the starting point. Since that time, public administration has become a well-recognized area of specialized interest, either as a subfield of political science or as an academic discipline in its own right.

Purpose
This study aims to systematically explore the anticipated realisation of public values through blockchain technology (BCT) within the European public sector. Its purpose is to offer a comprehensive analysis of BCT implementations, focusing on the various expected public values and understanding how these expectations shape the adoption of BCT in public administration across Europe.
Design/methodology/approach
This research involves a qualitative analysis of 165 BCT use cases across European governments at the national, regional and local levels. The study employs a public values lens, categorising the expected public values into three clusters: internal, external and relational.
Findings
The results indicate that most cases focus on external transformation, aiming to improve public service provision and enhance citizen satisfaction and engagement by increasing public trust, efficiency, accountability and transparency. For the internal dimension, the results emphasise security, efficiency and cooperativeness as expected public values in adopting BCT. Finally, fewer cases highlight expectations related to relational public values, such as citizen involvement and democratic participation.
Originality/value
This research offers new insights into BCT in the public sector through a public values lens within the European context. It examines the expected public values arising from BCT adoption, providing insights for policymakers and practitioners considering BCT integration in daily operations. This study emphasises the need for further empirical research to explore BCT’s potential in realising these expected public values and to evaluate the trade-offs and disruptive impacts on public administrations.

Abstract
Despite the fact that women are increasingly reaching the highest levels of management in business organisations, negative stereotypes persist concerning their ability to handle the discourse of leadership. Drawing on a large database of recorded material collected from women in a variety of New Zealand workplaces by the Victoria University of Wellington Language in the Workplace Project, this paper illustrates the value of both qualitative and quantitative analysis in challenging such stereotypes. The analysis indicates that effective women managers adapt their style with sensitivity and skill to the specific setting and refutes misconceptions about the ability of women chairs to handle workplace humour, making them sociolinguistically very proficient communicators in the workplace.

The 1950s and 1960s were times of haphazard and yet vigorous growth in many academic and policy disciplines. The end of the World War II left the United States at the economic center of the world with commensurate technological, political, and cultural might. For many products, much of the higher technology, free-market leadership, and new social and administrative models, the world looked inordinately ‘to the United States.’ American leadership as a countervailing force to communism was particularly evident. However, foreign aid during the time, impressive though the Four Point and the Marshall Plan might have been, was as much an answer to an emergency as a strategic plan. Precursors ‘to the U.S. Agency for International Development’ (USAID) were little more than continuing resolutions. During this time comparative and development administration were coming into importance as academic domains of discourse with an inchoate sense of identity.10
