Abstract

Purpose

This study explored the feasibility of developing scaled inspection tools for use during external inspection of health and social care facilities to give improved accuracy in identifying facilities “at risk”, a tool for risk-adjusted frequency of inspection, and greater consistency of judgements.

Design/methodology/approach

This paper summarises the development through working groups and workshops involving 20 experienced inspectors (nurses and social workers) of the Regulation and Quality Improvement Authority who inspect the 206 nursing and 182 residential care homes in Northern Ireland. A brief evaluation survey, including response to a case vignette, gathered inspectors' views after using the tools for six months.

Findings

Eight two-dimensional Scaled Inspection Tools were created, each embodying a scale of performance (seriousness of risk issue) and a scale of the ability of the facility to manage that issue, each axis comprising four points. The Scaled Inspection Tools were used for on-site inspections during 2017–18. Evaluative comments were generally positive. The case vignette seemed to highlight greater risk aversion amongst newer inspectors.

Research limitations/implications

The creation of scaled inspection tools adds credibility to the potential for developing risk-based governance in service regulation. Further testing of domains and their scope is required.

Practical implications

Prompts for each domain were found essential to guide inspectors. Despite the challenge of change, inspectors became enthusiastic about use for evaluating risks, and managers about improvements in consistency of inspection.

Social implications

Knowledge derived from statistical approaches needs to be incorporated into inspection and regulation, just as in other aspects of professional practice.

Originality/value

Scaled inspection tools, with two orthogonal axes corresponding to seriousness of risk and ability to manage the risk (inverse of likelihood of harm), proved acceptable and intuitive in use. The study gives credibility to the possibility of developing screening and surveillance approaches to risk-based governance in service regulation.

Abstract

Purpose

This paper aims to identify the values antecedents of women’s social entrepreneurship. It explores where and how these values emerge and how they underpin the perceived desirability and feasibility of social venture creation.

Design/methodology/approach

Values development across the life-course is interrogated through retrospective sense-making by thirty UK-based women social entrepreneurs.

Findings

The findings express values related to empathy, social justice and action-taking, developed, consolidated and challenged in a variety of experiential domains over time. The cumulative effects of these processes result in the perceived desirability and feasibility of social entrepreneurial venture creation as a means of effecting social change and achieving coherence between personal values and paid work, prompting social entrepreneurial action-taking.

Originality/value

This paper offers novel, contextualised insights into the role that personal values play as antecedents to social entrepreneurship. It contributes to the sparse literature focussed on both women’s experiences of social entrepreneurship generally, and on their personal values specifically.

Abstract

This chapter features four personal reflections written by practicing teacher leaders from Indiana, Connecticut, Nevada, and New Jersey. The first two reflections describe the transition from teacher to teacher leader through active engagement in leadership roles related to teacher preparation, internships, and field experiences. The third reflection compares teaching in a professional development school (PDS) to teaching at a non-PDS site; and the fourth reflection considers the many benefits of teaching in a PDS, including the support of a professor in residence. The chapter concludes with five questions for discussion and reflection.

Abstract

Purpose

Islamophobia is a growing social problem that leads to the discrimination of Muslims. Using Group Conflict Theory and the Integrated Threat Theory as the theoretical frameworks, this study aims to measure the presence of Islamophobia in the hiring practices of the most southern state of Switzerland.

Design/methodology/approach

An experimental formative research study was conducted with employees. Based on CVs for two positions, back-office and front-office, candidates were selected for interviews and reasons were provided. Two variables were manipulated to represent the “Muslim appearance” on the CVs: the picture and the name. A content analysis of reasons was conducted in addition to descriptive statistics of survey responses.

Findings

A negative perception of Muslim candidates emerged from the answers with a clear difference between the two scenarios: candidates perceived to be Muslim were not rejected from the back-office position, but they were from the front-office position.

Social implications

Results demonstrate that hiring practices in Ticino Switzerland are, in some cases, based on a prejudicial attitude. As long as Muslims were “not seen as Muslims to the customers,” they were judged as acceptable for the job. This has implications for social marketing research and practice aimed to change this discrimination behavior. A next step could be to understand if it is fear of Muslims or fear of what the public might think of Muslims that cause the selection difference between the two jobs. Systems-wide and macro level social marketing research is well suited to investigate such problems and test solutions, in a local context, following the methodology used in this study.

Originality/value

A disturbing escalation of the phenomenon of Islamophobia has emerged across the globe. This paper examines a fundamental issue in equity and prosperity, which is equal opportunity for employment. Using experimental design, the authors find that discrimination exists in hiring practices, which is a problem that social marketing is well equipped to address.

Abstract

The ADA mandates that library programs and services be accessible to people with disabilities. With the advent of the WWW, the popularity of commercial Web‐based resources in academic libraries has soared, but are these resources accessible to people with visual disabilities? This study examines the accessibility of two popular Web‐based abstracting and indexing services, Periodical Abstracts, offered by OCLC FirstSearch, and Gale Group’s Expanded Academic ASAP, when accessed by blind users using screen‐reading programs. The study measured accessibility based on guidelines from the amended Section 508 of the Rehabilitation Act of 1973 and on the Web Content Accessibility Guidelines issued by the WWW Consortium. The findings indicate that, while each database has a high degree of accessibility, there is a need for Web developers to conduct usability testing of commercial databases with people who rely on screen readers for access to the Web. Librarians must be cognizant of accessibility issues and demand assurance from database vendors that their products are accessible.

Abstract

Purpose

There has been a lack of research, particularly within the New Zealand (NZ) context, focusing on the identification and assessment of risk factors for construction projects, leading to a wide variation between design-phase elemental cost plans (ECPs) and the outturn tender sums (OTS). Still to be investigated is how risks interact to produce such variability. This study aims to determine the risk-influencing factors, identified through risk measurement, during design development.

Design/methodology/approach

This study adopted literature review and online questionnaire survey. The literature review was used to identify the factors affecting project budgetary performance, which was used to design the questionnaire survey culminating in data analysis. The questionnaire was administered to 64 practising project managers (PMs) in NZ. Their responses were analysed using descriptive statistics, mean ranking analysis, degree-of-risk measure and correlational analysis, to find the top-five risk factors impacting the variability observed, through ranking the mean and degree of risk values that produce such variability.

Findings

Significant risk factors were identified from the questionnaire survey analysis, such as changes in project owner/stakeholder requirements, experience of project team, site condition information, competency of consultants and information flow and quality. These provided some insights in explaining the variability between the design-phase ECPs and OTS based on risk impacts from PMs’ viewpoints.

Research limitations/implications

Findings revealed a drift of 23.86% in budgeted costs (inflated risks), which seems significant. Prioritising top risk factors may provide handy information for researchers on the variables that could be relied upon for the development of a forecasting model for application in NZ.

Practical implications

The study findings have implications for PMs seeking to provide information on mitigation strategies by using risk management approach, considering the influence of development risks on building project delivery and, consequently the project owner’s financial position. To guard against wide variation between design-phase ECPs and OTS, the main contribution of this study is to raise consultants’ awareness of the important risk factors for their planning at the outset, thus assisting PMs in pro-actively managing their clients' budgets.

Originality/value

This study creates value by synthesising literature on construction project budgeting and highlighting areas for further research. By giving adequate attention to key risks associated with budget overruns in commercial projects, variability between ECPs and OTS, a common phenomenon in NZ, can be controlled to achieve cost savings. Based on this, further study suggests the development of a model that could assist the stakeholders in NZ to more reliably predict OTS from the design-phase ECP and pro-actively avoid unfortunate budget/cost overruns, disputes and even project abandonment.

Abstract

Purpose

There is a growing awareness within organisations of the significance of “green” issues. This paper aims to examine the impact of a public sector organisation's sustainable transport policies on the sickness absence levels of its employees. It focuses on those policies (such as workplace travel plans) which include methods of increasing the use of public transport for the journey to work.

Design/methodology/approach

This is an exploratory study, using a quantitative methodology, which analyzes data from a survey of a sample of employees within a large public sector organisation.

Findings

The key finding is that sickness absence levels are higher among employees who use public transport to travel to work. A profile of public transport user characteristics most associated with higher absence levels is offered. Moves to act “green” by encouraging greater use of public transport may unintentionally have an adverse effect on sickness absence levels.

Research limitations/implications

This is a study of a sample of employees within a large public sector organisation. The size and character of the sample were restricted by organisational constraints. The results are indicative of a potential area of concern which needs wider investigation.

Practical implications

HR practitioners need to be more closely involved in workplace travel plans and sickness absence variations between different modes of travel to work require careful monitoring.

Originality/value

These results suggest a link between the use of public transport for the journey to work and above average sickness absence levels which may have significant implications for the implementation of workplace travel plans.
