Abstract
Purpose
This paper seeks to assess issues of data and the extent to which property markets are becoming more transparent in Central and Eastern Europe, discussing stages in the transformation and evolution of markets with reference to sources of real estate information.
Design/methodology/approach
Current perspectives on data sharing and drivers for change in Central and Eastern Europe draw on evidence from structured interviews with key market players in the region. This is supported by a consideration of secondary data sources.
Findings
The analysis indicates that information on stock characteristics, notably offices, has developed since the start of the 1990s but there remains an absence of performance benchmarking in the investment market. Conclusions highlight the significant process of change but identify the need for property investment markets to be more accurately measured and tracked.
Research limitations/implications
Limitations arise from data, in particular restricted time series data, lack of disclosure of data due to their intrinsic value, the perceived benefit of holding a competitive advantage and issues arising from the compatibility between various data sources.
Originality/value
The paper considers the relationship between the availability of market data and the development of properly functioning markets in Central and Eastern Europe; the attributes that have encouraged the development, availability and effective use of property market data; and the impacts of data availability on patterns of property market development in Central and Eastern Europe.

Abstract
Purpose
A central consideration in real estate is the analysis of those factors that impact upon value, in particular how value is created in real estate development and investment deals. The converse of understanding how real estate value may be destroyed is equally important. The paper seeks to argue that a better understanding of these processes would allow more informed and successful decisions to be made in structuring investments and evaluating performance.
Design/methodology/approach
An innovative web‐based survey tool was employed. The paper analyses expert opinion based on a sample of 97 real estate professionals from North America and Europe. Those issues that can impact on the creation and destruction of value in real estate development and investment projects and their relative magnitude of impact are assessed.
Findings
There is no apparent distinction between those factors that create value and those that destroy value, though there are variations in the magnitude of impact. Idea/concept is the major influence for development projects and is even more pronounced for real estate investment. Perception/recognition of the opportunity is a key driver of value.
Research limitations/implications
Limitations arise from the response rate which allows an upper tier of analysis across the entire data set but is not of sufficient size to disaggregate either by respondent professional group or by geographical region.
Originality/value
Although the objective of real estate development, investment and deal making is value creation, there is, paradoxically, little literature about creating value. This paper is the first study to elicit opinion internationally on the subject and to quantify the relative contribution of a range of factors concerning value creation and destruction in a real estate project.

Computer‐mediated communication (CMC) is becoming firmly embedded into library work through the use of electronic mail, and it is likely that computer‐supported collaborative working, using e‐mail and other forms of computer‐conferencing and groupware products, will have a key role to play in the development of integrated digital libraries across sectoral, national and international boundaries. This review paper draws on a literature survey which was undertaken as part of British Library funded research into the use of e‐mail in academic libraries between 1995‐1997. It aims to provide a digest of some influential perspectives from the literature which are likely to be of relevance to managers, team leaders and systems staff in information services who are interested in optimising the use of text‐based CMC across and between library organisations, and within teams.

Abstract
Purpose
This paper aims to examine the influence of police cultural knowledge on the investigation of violent serial crimes. Specifically, it aims to identify whether such knowledge impacts the way in which investigative techniques are implemented. Of particular interest is the police knowledge specific to victims of violent serial crimes.
Design/methodology/approach
A case study analysis of five incidents of serial murder and four incidents of serial rape in Australia was conducted. This included a qualitative analysis of cold case files from New South Wales Police, Australia. These data were triangulated with data obtained from interviews with detectives who had investigated incidents of serial murder and serial rape from that agency.
Findings
The police cultural knowledge relating to the victims of these crimes at the time of reporting negatively impacted the subsequent investigation of these cases. This resulted in a marked delay in the recognition of cases as part of a series of crimes and a delay in the allocation of investigative resources. This knowledge was informed by police experience in street policing, not from experience in the investigation of violent serial crimes.
Research limitations/implications
This paper is limited to selected cases of serial crimes that occurred in Australia.
Practical implications
This research suggests that police cultural understandings of victims need to be reviewed and changed to include knowledge of serial crime victims, offenders and their crimes. Such changes could contribute to improved recognition of related crimes as being serial in nature, essentially opening the way to preventing further victimisation.
Originality/value
There is no research that considers the impact of police cultural knowledge on the investigation of violent serial crime, and its subsequent contribution to the length of time of the series of crimes remains unconnected.

Abstract
To improve service and increase user satisfaction, some libraries are exploring new models of collaboration among the Interlibrary Loan, Collection Development and Acquisitions departments. One public library and two university libraries present models in which funds were set aside to purchase materials requested by library users through interlibrary loan. The models differ in some details but in all cases interlibrary loan staff select the titles to be purchased and acquisitions staff rush order the requested titles. Titles are then either rush processed in technical services and circulated to the user, or are received un‐processed in interlibrary loan for immediate patron use and are cataloged later. All three models have been in operation for two years or more and have moved from the pilot project stage to permanent implementation. Data are presented on the effectiveness of these models, including turnaround time, average cost per title, user satisfaction, and subsequent circulation of titles.

Because of the increasingly higher expectations of accrediting organizations, calls for greater accountability from state governments, and students’ demand for an education that prepares them for a career, most hospitality programs are now required to have an effective assessment of learning outcomes process. The increasing popularity of the assessment of learning outcomes process is viewed as highly positive because it can be considered as best practices in higher education. The paper aims to discuss this issue.
Design/methodology/approach
This is Part 1 of a two-part article that provides an overview of the justifications for implementing an assessment of learning outcomes process, the steps that were developed by two hospitality programs and the experiences of the two programs during implementation of the seven steps. Part 1 includes foundational principles of the process and the first three of the seven steps.
Findings
The steps in a closed-loop assessment of learning outcomes process are relatively detailed; however, because of changes in expectations of stakeholders and the requirements of accreditors, they are now mandatory for most hospitality programs. Therefore, the choice is not whether to implement them, but when to implement them. From a competitive standpoint, it is to the program’s advantage to begin as soon as possible. Another factor to consider is that the implementation of an effective closed-loop assessment of learning outcomes process will take several years to complete.
Originality/value
This paper is presenting a critical view of one of, if not the most important concepts in higher education, the closed-loop assessment of learning outcomes process. Hopefully, the information on the process that is provided and the experiences of the two programs can shorten the learning curve for other hospitality programs.

Enabling optimal care transitions for older people remains a key challenge facing policy‐makers and service providers. This qualitative Australian study aimed to provide a comprehensive picture of the factors/issues surrounding care transitions from the perspective of older people and their carers. It documents how supports and services are searched for and gained during the care transition process and the effect of this process on older people and their families. These findings have implications for service provision and policy relating to both assisting older people to age in place wherever possible and facilitating optimal care transitions when they are required.

Abstract
Purpose
The purpose of this paper is to enhance the understanding of how identification process is associated with development of organizational commitment.
Design/methodology/approach
A mixed-method approach incorporating surveys and interviews was employed. Data were obtained from a manufacturing organization in Australia. A clustering method was employed to identify commitment profiles. Respondents belonging to the clusters representing commitment profiles associated with desirable organizational outcomes were identified for the qualitative stage of the research.
Findings
The results showed that both organizational identity and professional/occupational identity are positively linked to the development of organizational commitment. An in-depth analysis of the qualitative data demonstrated that engagement of personal/individual level of self in identification process enhances the development of organizational commitment.
Practical implications
The findings suggest that human resource managers can build an effective identification process by strengthening feelings of organizational identity and creating a positive organizational image.
Originality/value
To the best of the author’s knowledge, this study is the first to employ a mixed-method approach to explore the relationship between organizational commitment and identification process. A mixed-method approach, on the one hand, enabled us to build on the existing objectivist commitment literature and explore commitment profiles, and on the other hand, it allowed us to provide a more complete and contextual portrayal of organizational commitment and identification process through qualitative interpretive strategies.
