Abstract
Purpose
Dwelling retrofit strategies generally concentrate on measures to reduce energy use and carbon emissions. However, climate change projections predict increases in both the frequency and severity of extreme weather events, including heat waves. It is predicted that by the 2040s severe heat waves similar to the European one in August 2003 may be expected to occur every year. Future guidance therefore needs to combine mitigation with adaptation in order to provide safe and comfortable dwellings, whilst also reducing heating energy use, within the available retrofit budget. The paper aims to discuss these issues.
Design/methodology/approach
The research presented here used dynamic thermal simulation (EnergyPlus) to model a range of passive interventions on selected dwelling types to predict the effect on both dwelling overheating during a heat wave and annual space heating energy use. The interventions include modifications and additions to solar control, insulation and ventilation.
Findings
Results demonstrate the effectiveness of interventions that reduce solar heat gains, with external shutters fitted to windows being the most effective single intervention in many cases. Solar reflective coatings also reduce overheating but lead to increased winter heating energy use, whilst wall insulation reduces heating energy use but can, in some cases, lead to increased overheating. The choice of wall insulation type is shown to be very important, with external insulation consistently performing better than internal for overheating reduction. The modelling further demonstrates that combined interventions can significantly reduce or in many cases eliminate overheating. Overheating exposure was found to vary significantly (up to a factor of ten times) between dwelling types. It can be significantly greater for residents who have to stay at home during the daytime, such as the elderly or infirm, and different interventions are sometimes more suitable in these cases.
Originality/value
An innovative modelling methodology integrating overheating reduction, heating energy use and intervention cost has been developed and implemented for adapting UK dwellings to future heat waves. Other innovations include an automated approach for large volumes of simulations (over 180,000); a unique graphical interpretation method for presenting single and combined intervention results; and a user-friendly, interactive retrofit toolkit, which is available online for public access and free of charge.

Abstract
This chapter provides a look at the experiences of two Teacher Educators in the Field (TEFs) as they work to shift writing instruction in suburban districts across the Houston metroplex. A review of the literature on most promising practices for literacy educators is provided along with narrative interspersion of restoried enactments of TEFs in public education systems serving students in grades 6–12. Our planned and lived experiences were often dissonant due to the complexity of increasingly diverse demographic populations in fast-growing districts who struggled to shift the focus of instruction in correlation to audience. Our stories present focused reflection on the need for additional supports geared toward teacher development, TEF retention, and consistent engagement from campus and district-level administrators.

Purpose
The purpose of this paper is to take up and contribute to understanding an important emerging theme in recent literature on global environmental change and socio‐ecological issues (including Slaughter's The Biggest Wake‐up Call in History): “positive reframing”. The paper also aims to deepen consideration of the potential for “overshoot and collapse” futures and related concerns by foresight practitioners.
Design/methodology/approach
The paper is based on, and presents, a thematic analytical literature review.
Findings
In total, four underlying drivers of increased reframing and four central themes in positive reframes are identified; mental “frames” informing and limiting foresight work need to be openly communicated and reflected on – such practitioner reflexivity is often missing in foresight work, such as in The Biggest Wake‐up Call in History by Richard Slaughter.
Practical implications
The paper includes discussion of the implications for futures practice, including the role of mental frames and reframing. The author suggests futures practitioners can play important new roles in challenging the recent re‐emergence of influential forms of environmental determinism and foresight practitioners need to be more wary of the potential for “narrative bias”.
Social implications
Futures assessment is increasingly needed to guide policy and action in improving human‐environment relations. Barriers and opportunities to fulfilling this societal need must be understood.
Originality/value
The paper helps to deepen the consideration of “re‐framing” and environmental limits by foresight practitioners and theorists. In doing so, the paper also brings in new concepts from other fields (such as cognitive psychology and Science and Technology Studies) into the foresight/futures field.

Improvement and change, there must always be—although change is not necessarily progress—but with unrest in the schools, universities and industry, one naturally questions if this is the right time for such sweeping reorganization as now seems certain to take place in local government and in the structure of the national health service. These services have so far escaped the destructive influences working havoc in other spheres. Area health boards to administer all branches of the national health service, including those which the National Health Service Act, 1946 allowed local health authorities to retain, were recommended by the Porritt Committee a number of years ago, when it reviewed the working of the service.

Abstract
Purpose
Accurate values for infiltration rate are important to reliably estimate heat losses from buildings. Infiltration rate is rarely measured directly, and instead is usually estimated using algorithms or data from fan pressurisation tests. However, there is growing evidence that the commonly used methods for estimating infiltration rate are inaccurate in UK dwellings. Furthermore, most prior research was conducted during the winter season or relies on single measurements in each dwelling. Infiltration rates also affect the likelihood and severity of summertime overheating. The purpose of this work is to measure infiltration rates in summer, to compare this to different infiltration estimation methods, and to quantify the differences.
Design/methodology/approach
Fifteen whole house tracer gas tests were undertaken in the same test house during spring and summer to measure the whole building infiltration rate. Eleven infiltration estimation methods were used to predict infiltration rate, and these were compared to the measured values. Most, but not all, infiltration estimation methods relied on data from fan pressurisation (blower door) tests. A further four tracer gas tests were also done with trickle vents open to allow for comment on indoor air quality, but not compared to infiltration estimation methods.
Findings
The eleven estimation methods predicted infiltration rates between 64 and 208% higher than measured. The ASHRAE Enhanced derived infiltration rate (0.41 ach) was closest to the measured value of 0.25 ach, but still significantly different. The infiltration rate predicted by the “divide-by-20” rule of thumb, which is commonly used in the UK, was second furthest from the measured value at 0.73 ach. Indoor air quality is likely to be unsatisfactory in summer when windows are closed, even if trickle vents are open.
Practical implications
The findings have implications for those using dynamic thermal modelling to predict summertime overheating who, in the absence of a directly measured value for infiltration rate (i.e. by tracer gas), currently commonly use infiltration estimation methods such as the “divide-by-20” rule. Therefore, infiltration may be overestimated resulting in overheating risk and indoor air quality being incorrectly predicted.
Originality/value
Direct measurement of air infiltration rate is rare, especially multiple tests in a single home. Past measurements have invariably focused on the winter heating season. This work is original in that the tracer gas technique used to measure infiltration rate many times in a single dwelling during the summer. This work is also original in that it quantifies both the infiltration rate and its variability, and compares these to values produced by eleven infiltration estimation methods.

To introduce and define the concept of community‐based facilities management (CbFM) and to identify and discuss processes and responsibilities in practice, in order to explore opportunities for the development of a socially inclusive approach to facilities management. The paper raises issues of governance, empowerment and socio‐economic development.
Design/methodology/approach
The paper addresses issues arising from action research in the North West of England and identifies case examples from current practice to illustrate application of the principles. The paper draws upon literature from the fields of facilities management, new economics and sustainability.
Findings
The paper presents the results of an initial exploration, draws tentative conclusions and offers a framework for evaluating the performance of organisations.
