Abstract
The Dictionary of National Biography (or DNB as it is commonly called and as it will be referred to in this paper) is a classic. Depending on whether a library owns an original edition published by Smith, Elder and Company or a reprint edition published by Oxford University Press, sixty‐three brown volumes or twenty‐two blue volumes and supplements loom bulkily from the shelves. It would be an odd, ill‐trained reference librarian, historian, or scholar of English literature who has never heard of the DNB, let alone used and perused it. But mere bulk does not explain the lasting fame and staying power of this reference work, whose first volume appeared in January 1885 over a century ago.

Abstract
The following collection of papers begins with a statement of ideas and principles by Maurice Line and Sidney Smith, who between them have first‐hand knowledge of the library systems of several developing countries and have carried out intensive studies of document supply in a few. The statement represents their own views, which inevitably reflect their own background and experience in a highly centralised document service (the British Library Lending Division) in a country (the United Kingdom) that has reached a high level of library development. As a result, the authors may well have taken for granted some things that constitute real barriers in other countries — and possibly also over‐estimated some other aspects.

Details are given of the main developments in library co‐operation throughout 1979/80. A description of the topics considered by the National Committee on Regional Library Co‐operation is provided, as well as a report on the activities of the Advisory Committee on Interlibrary Loans. Notes from each of the regional systems, together with a round‐up of developments from the numerous co‐operative schemes which serve local industry, complete the overall picture of co‐operation within the United Kingdom.

Abstract
This chapter examines the differing ways in which the criminal responsibility of children has been understood in English and Australian common law. The doctrine of “doli incapax” has for many centuries worked to establish a presumption in law that children between the ages of around 10 and 14 are incapable of forming criminal intent, unless it can be shown that they are capable of ‘guilty knowledge’ about their actions. In this approach, children are presumed to be ‘naughty’ until it can be shown that they are ‘bad’. However, events such as the murder of James Bulger in 1993 have led to the abolition of the doctrine in the UK, and its questioning in Australia. The chapter will outline how and why the law’s distinction between adults and children in relation to crime has become unstable, and explain the implications of the legal conception of childhood for the sociology of childhood more broadly. It will also explore how a closer look at the history of the doli incapax presumption sheds considerable light on the central and active role played by the judiciary and the legal profession, as opposed to other social and professional groups, in the development of a particular legal construction of childhood.
