Abstract
Purpose
Employees are increasingly expected to organize their own human resource development activities. To what extent and how exactly employees in various organizational contexts manage to shape their individual learning paths however remains largely unclear. The purpose of this present study is to explore, leaning on the empirical Learning-Network Theory (LNT) research and its findings, how employees in different occupations create learning paths that are attuned to their specific work context.
Design/methodology/approach
The paper reviews 23 MSc theses based on 14 distinct data sets collected between 2005 and 2015, containing approximately 1,484 employees from some 45 organizations and across various professions. The teachers, nurses, postal, software, telecom, railway and logistics company employees were mostly based in the Netherlands. The analysis focuses on learning-path types and learning-path strategies found in the 23 studies.
Findings
Motives, themes, activities, social contexts and facilities were found to be instrumental in explaining differences among individual learning paths. A total of 34 original learning-path types and strategies were found to cluster under 12 higher-order labels. Some of these were based on learning motive, some on learning theme, some on core learning activities, some on social learning context and a few on a combination of these elements. Overall, the socially oriented learning-path strategy was the most prevalent, as it was found among nurses, employees of software/postal/telecom, railway and logistics company employees, as well as teachers in two schools.
Originality/value
The paper presents the first overview of empirical studies on employee learning path(s) (strategies). In addition, it strengthens the empirical basis of the LNT.

Purpose
The police often respond to persons who are not in direct violation of the law, but are rather undergoing behavioral crises due to mental illness or substance abuse disorders. The purpose of this study is to examine how police behavior influences civilian bystanders' emotional responses and perceptions of procedural justice (PPJ) when officers interact with these populations, which traditionally have been stigmatized in American culture.
Design/methodology/approach
Using a factorial vignette approach, the authors investigate whether perceived public stigma moderates the relationship between police behaviors (i.e. CIT tactics, use of force) and PPJ. The authors also investigate whether emotional reactions mediate the relationship between police behaviors and PPJ.
Findings
Regardless of suspect population (mental illness, substance use), use of force decreased participants' PPJ, and use of CIT tactics increased PPJ. These effects were consistently mediated by anger, but not by fear. Interactive effects of police behavior and perceived public stigma on PPJ were mixed.
Originality/value
Fear and anger may operate differently as antecedents to PPJ. Officers should note using force on persons in behavioral crisis, even if legally justifiable, seems to decrease PPJ. They should weigh this cost pragmatically, alongside other circumstances, when making discretionary decisions about physically engaging with a person in crisis.

Abstract
Purpose
Using an online survey design and a primary data collection of police officers working in a large city in the southern United States, the current study finds evidence that officers perceptions of police legitimacy can be divided into two types: self-identification and perceived external legitimacy. The study investigates the role of perceived organizational support, leader–member exchange and demographic factors in predicting perceptions of self-identification and perceived external legitimacy.
Design/methodology/approach
The police legitimacy literature has focused primarily on the public's perceptions of the legitimacy of police. There is limited understanding of the components of officers' attitudes towards police legitimacy, or the predictors of those components.
Findings
Results of the Ordinary Least Squares regression models indicate perceived organizational support mediates the relationship between leader–member exchange and self-identification and perceived external legitimacy. Exploratory mediation analyses indicate perceived organizational support mediates both of those relationships.
Originality/value
The results provide further evidence that the two types of self-perceived legitimacy are analytically distinct. They differ from previous work in that demographic and organizational variables predict each type similarly, and that one predictor (POS) mediates the influence of another (LMX). The results have implications for future police self-legitimacy research.

Abstract
Purpose
The purpose of this paper is to investigate the impact of surveillance from civilian smartphones and police body-worn cameras (BWCs), procedurally just tactics, and legal culpability on individuals’ emotional reactions and willingness to comply during police interactions.
Design/methodology/approach
Data are used from two randomized factorial survey vignette experiments conducted with a national sample of Americans (n=962).
Findings
The presence of BWCs reduces reported fear in both vignettes, and also reduces reported anger in one vignette. In contrast, the presence of a smartphone is not significantly related to anger or fear. In both vignettes, non-procedurally just treatment increases reported fear and anger, and decreases intent to comply, with reported anger mediating the relationship between non-procedurally just treatment and compliance.
Originality/value
These findings suggest different forms of surveillance may have distinct effects on citizens’ reported emotional states and behavioral intentions. Further, the results corroborate research on the relationship between procedural justice and affect, and provide evidence procedurally just strategies may decrease crime directly by preemptively dampening non-compliance.

Abstract
Purpose
The purpose of this paper is to explore young people's experiences of youth justice supervision with particular reference to the efficacy of participatory practices. This paper is based on findings from a study concerning the extent and nature of children’s participation in decision-making in youth justice. The paper uses Bourdieu’s concept of habitus, as a heuristic/practical device, to investigate children’s ability to express agency and shape or influence the content and format of interventions and approaches in youth justice.
Design/methodology/approach
The researcher’s interest in understanding the perceptions and experiences of youth justice supervision led to the adoption of the qualitative approach and specifically in-depth interviews and participant observations. The researcher interviewed front-line professionals (n = 14), operational managers (n = 6) and children under youth justice supervision (n = 20). This study involved 15 months of fieldwork undertaken between 2016 and 2017 at a youth offending service in England.
Findings
Several young people were seeking to exert minimal energy to achieve a type of passive compliance with court order requirements, adopting a “ready-to-conform” mindset. Professionals were concerned that they were also participating in this type of “game playing”.
Practical implications
A relationship-based practice that is conducive to meaningful participation can help to facilitate positive changes to lifestyles and circumstances. This paper exposes its pivotal role in bolstering children’s involvement in supervision, reducing passive compliance and preventing inauthentic transactional arrangements from forming.
Originality/value
In spite of the significant interest in the work of Pierre Bourdieu, his “thinking tools” have seldom been used to investigate the experiences, attitudes and behaviours of youth justice professionals and those under youth offending team supervision at.

Abstract
Purpose
This paper mains to bring attention to the potential impact COVID-19 could have on suicide risk among individuals who are incarcerated and those reentering the community after incarceration (i.e. reentry), with particular emphasis on the USA, as well as provide possible solutions to mitigate suicide risk.
Design/methodology/approach
This paper provides an overview of the association between the COVID-19 pandemic policies and suicide, the vulnerabilities specific to prisoners during the COVID-19 pandemic, relevant suicide risk factors among prisoners, the possible impact of COVID-19 on suicide risk during reentry and proposed solutions for moving forward to mitigate both risks for COVID-19 and suicide.
Findings
This paper highlights that prisoners and individuals reentering the community are particularly vulnerable to COVID-19 and suicide risk and COVID-19-related stressors may further exacerbate known suicide risk factors (e.g. psychiatric symptoms, lack of positive social ties, low feelings of belonging, feelings of burden, economic problems) and suicidal thoughts and behaviors. This paper also discusses barriers (e.g. lack of funds, access to health and mental health care, COVID-19 testing and personal protective equipment) to managing COVID-19 and suicide risk within prisons and during reentry.
Originality/value
This paper provides a review of scalable solutions that could mitigate the impact of COVID-19 and suicide risk during this pandemic among prisoners and those reentering the community, such as psychoeducation, self-help stress management, telehealth services, increased access and reduced cost of phone calls, reduced or eliminated cost of soap and sanitization supplies in prisons and early release programs.
