Abstract
Purpose
Telecommunications comprises a vital component of information infrastructures and services, with a historically strong public interest dimension. For the best part of 30 years, the telecommunications sector in Europe has been the subject of a radical reorganisation in structural and operational terms along the lines of neo‐liberalism. This paper aims to analyse the significance of the neo‐liberal project in telecommunications in respect of the related dimensions of ideology and practice.
Design/methodology/approach
The paper presents a public policy critique of the manifestation of neo‐liberalism in the telecommunications sector in the European Union, employing desk‐based research on relevant primary and secondary source documentation.
Findings
The paper finds that proponents of neo‐liberalism have been able to secure the broad acceptance of neo‐liberalism as a “view of the world” for telecommunications. It shows that in practice, however, the neo‐liberal model in telecommunications provides evidence of a less than efficacious adoption process in three respects: neo‐liberalism requires an elaborately managed system the regulatory burden of which has been under‐emphasised; the normative success of neo‐liberalism has masked how difficult it has actually proven to be to create competition; the preoccupation with markets and competition has resulted in de‐emphasis of public interest issues in telecommunications.
Originality/value
This paper contributes up‐to‐date knowledge of the nature and effects of neo‐liberalism in the European telecommunication sector. It provides a challenge and counterweight to the “received wisdom” that neo‐liberalism has been an overwhelmingly successful approach to the re‐ordering of European telecommunications.

Abstract
Purpose
The purpose of this study is to examine the perceptions of winery owners/managers concerning the impacts of Brexit on the Spanish wine sector and propose a theoretical framework based on the extant organisational resilience literature to facilitate an understanding of this concept. The framework facilitates understanding of this concept through the perspective of winery operators.
Design/methodology/approach
Attendance at a large Spanish wine fair in 2017 allowed for brief face-to-face interviews with owners and export managers of 156 predominantly micro and small Spanish wineries. The data were analysed through qualitative content analysis.
Findings
Despite the general sense of uncertainty and negative perceptions regarding the outcomes of Brexit, the interviews revealed various forms of resilient responses, including ongoing efforts seeking to broaden the scope for exports into new, niche markets alongside more traditional ones. These findings have important implications for businesses engaged in international business, particularly in the wine industry, where the potential challenges resulting from a major political decision can exacerbate existing issues of competition.
Originality/value
From a practical perspective, this study examines an emerging issue with potential consequences for international business. From a theoretical point of view, the proposed framework provides a baseline to illuminate the understanding of the links and stages following turbulence within organisations. Notably, the activation of responses emphasises the importance of developing a resilient organisational culture, as well as developing internal and enabling factors and bundles of resources that help create firm capabilities.

THERE has recently sprung up a great interest in antiques, probably due to Arthur Negus and his TV and broadcast programmes, and perhaps it is this which has made county librarians also, think about their past and their beginnings. Gloucestershire was the first to become aware of the fact that its library was fifty years old, and that a genuine antique, in the shape of its first librarian, still existed and could be questioned about the early days. So in December, 1967, the Gloucestershire Library Committee staged a most successful 50th birthday party, and invited me to cut the birthday cake, on which were 50 candles! And a very great occasion it was.
