Abstract

One of the most popular economic development incentive tools used today is Tax Increment Financing (TIF). Proponents of TIF argue that these incentive programs have fostered new investment and increased property tax revenues in areas that would otherwise have experienced negative growth. Opponents argue that TIF is now used in non-blighted areas-on projects that could have been completed with no special government subsidies. This paper describes a number of perverse incentives that are inherent with TIF projects. It then outlines a comprehensive framework for estimating the net future fiscal impacts with and without proposed TIF projects for all affected jurisdictions. Finally, it illustrates how the framework can be used to reach better economic development policy decisions at both the state and local levels.

Abstract

Purpose

Team performance in sport is not limited to the players, but extends to the coaching staff and their relationships. This study aims to identify mentoring functions reported by NCAA Division I assistant women's soccer coaches within a head coach‐assistant coach dyad and examine gender impact on these functions.

Design/methodology/approach

The Mentor Role Instrument questionnaire, completed by 39.7 percent of applicable assistant coaches, determined the mentor functions present. Means for the 11 mentor functions were ranked and compared via ANOVA.

Findings

Post hoc testing showed the parent mentor function at the lowest level with the social function second lowest. The mentor functions of acceptance, friendship, sponsor, and challenging assignments ranked as the statistically highest group of factors. Assistant coach gender significantly impacted the mentor function of social, with male assistant coaches higher than females. Gender of the head coach significantly impacted the mentor function of parent with assistant coaches having male head coaches reporting greater parent functions. Gender also impacted the social mentor function in the head coach/ assistant coach dyad with male‐male dyads significantly greater than the male‐female dyads.

Research limitations/implications

The current research is limited by its narrow scope. Future research should consider mentor effects on job satisfaction and occupational turnover intent, expansion to other levels of women's soccer, and expansion into men's sports for further analysis of mentoring in coaching.

Originality/value

As the first study to document mentor functions in coaching these results provide baseline data to guide future research and support the development of mentoring programs in coaching.

Abstract

Purpose

This chapter discusses how private military corporations (PMCs) and their employees have been implicated in discourses and practices of sexual violence. I examine how PMCs have become seemingly permanent fixtures of international relations since the end of the Cold War. Furthermore, the purpose is to contribute to the ongoing conversations about PMCs and gender. To do this, I examine one instance of sexual violence in the context of PMCs. I argue that, since the legal case was forced into private arbitration, this maneuver reflects critical shifts in the normalizing power of law, away from a model of a social contract toward global neoliberal economics.

Design/methodology/approach

Utilizing postmodern feminist theory alongside a Foucauldian discourse analysis, I explore the case of one PMC contractor who alleged rape by multiple coworkers in Iraq. I examine the limitations of standpoint feminism in relation to theories and representations of sexual violence.

Social implications

I claim that military outsourcing raises serious concerns for feminists theorizing issues of gender and wartime sexual violence. PMC personnel are unaccountable when they are implicated in cases of sexual violence. Feminist critique is urgent given the various ways PMCs have been implicated in reproducing gender inequality and in sexual violence.

Originality/value

This chapter advances feminist knowledge about wartime sexual violence in a context where PMCs now play a significant role in the reproduction of practices that normalize sexual violence in public and private militarized spaces, both “at home” and “abroad.”

Abstract

Purpose

The purpose of this editorial is to introduce the special issue on the relationship of performance management to sports teams.

Design/methodology/approach

The paper explains the importance of performance management to sports teams and justifies the need for the special issue.

Findings

The paper finds that there are a variety of different types of teams that operate in the sports context, including professional league teams, college teams, teams at the workplace, volunteer teams and coaching teams.

Originality/value

This editorial provides an overview of this special issue, which comprises eight original papers that are best practice examples of the latest developments in the research on teams in the sports context. Each of these articles is briefly discussed in terms of its contribution to the literature.

Abstract

Purpose

The purpose of this paper is to draw attention to the problem of second victims involved in adverse events and their need for adequate support.

Design/methodology/approach

The impact on second victims involved in adverse events and implications for organisational support were determined from previous studies and relevant publications about this problem.

Findings

The impact of adverse events on health professionals who are involved in them can be profound. These second victims can suffer extreme emotional distress, anxiety regarding perceptions of their competence and professional isolation, and may endure long-term professional and personal consequences. Some of the more severe outcomes include leaving the profession, symptoms of post-traumatic stress disorder and suicide. Many studies report a substantial lack of organisational support for second victims. Key strategies have been recommended for organisations to implement to support second victims.

Originality/value

The authors note that recently published studies continue to report that organisational support is inadequate for second victims. Improved mechanisms of support would prevent the loss of second victims from the workforce, and ameliorate the severity and duration of the impact on second victims.

Abstract

Purpose

There is evidence that novel psychoactive substances (NPS) are commonly used by people with severe mental illness. The purpose of this paper is to undertake a scoping survey to explore the inpatient mental health workers’ perceptions of NPS use by consumers.

Design/methodology/approach

A cross-sectional online survey of mental health professionals is used in the study. The participants were opportunistically recruited through social media and professional networks.

Findings

A total of 98 participants (of 175 who started the survey) were included in the analysis. All reported that some patients had used NPS prior to admission. Over 90 per cent of participants reported observing at least one adverse event relating to NPS use in the previous month. The majority of participants reported that patients had used NPS during their inpatient admission. Three quarters were not clear if their workplace had a policy about NPS. Most wanted access to specific NPS information and training. The participants reported that they lacked the necessary knowledge and skills to manage NPS use in the patients they worked with.

Research limitations/implications

Whilst the authors are cautious about the generalisability (due to methodological limitations), the findings provide useful insight into the perceptions of inpatient staff regarding the extent and impact of NPS use including concerns regarding the impact on mental and physical health, as well as ease of availability and a need for specific training and guidance.

Practical implications

Mental health professionals require access to reliable and up-to-date information on changing trends in substance use. Local policies need to include guidance on the safe clinical management of substance use and ensure that NPS information is included.

Originality/value

To the best of the authors’ knowledge, this is the first survey of the perceptions of mental health staff working in inpatient mental health settings regarding NPS. The findings suggest that NPS is a common phenomenon in inpatient mental health settings, and there is a need for more research on the impact of NPS on people with mental health problems.
