Abstract
Purpose
The construction industry is a significant driver of economic activity in many countries. However, there has been a lack of growth in productivity within the Australian construction sector over recent years. The purpose of this paper is to gain an in-depth understanding of the causes for declining productivity within the Australian mid-rise residential construction network.
Design/methodology/approach
Two in-depth case studies have been conducted with a builder and developer, both significant entities of the Australian mid-rise residential construction network. Case study data collection comprised a five-stage process including semi-structured interviews and archival information review.
Findings
Drivers for declining construction productivity were identified under the categories of: industry-, firm- and project-level productivity. The drivers include: incomplete documentation, design changes, inefficient project management, supply chain fragmentation, among others.
Originality/value
The contribution of this study is the identification and categorisation of major issues impacting sector productivity along the mid-rise residential construction supply chain. The research identified that the substructure and superstructure are the construction phases during which most productivity losses occur. Mitigations are discussed in terms of systemic sector productivity increases at an industry, firm and project levels.

Abstract
Purpose
In recent years, increasing scholarly attention has been directed towards the field of governing bodies research. However, little attention has been paid to the behavioural perspective on studying public boards. Aiming to fulfil this gap this paper offers a review of the international literature addressing boards behaviour within the unique organizational setting of public sector.
Design/methodology/approach
Considering as behavioural studies those publications focusing on actors, processes, decision-making, relationships and interaction inside and outside the boardroom, 91 papers were analysed. Adopting the framework provided by Huse (2007), the papers are classified following four behavioural dimensions/blocks which are crucial to understand board dynamics: board members, interactions, structures and leadership, decision-making culture.
Findings
The literature review shows the increasing production – in the last years – on the theoretical issues related to the behavioural perspective in public governance literature. The most relevant part of these contributions addresses the theoretical dimensions of the board member’s characteristics and of structural leadership.
Originality/value of the chapter
The manuscript reveals the need to adopt a more organizational approach for studying the behavioural categories and levels of analysis proposed by public governance literature. Moreover, the article evidences some possible directions for future research that might further contribute to enrich the ‘behavioural governance perspective’ in public organizations.

Abstract
This chapter examines the structure and sentiment of the Twitter response to Nathan Broad's naming as the originator of an image-based sexual abuse incident following the 2017 Australian Football League Grand Final. Employing Social Network Analysis to visualize the hierarchy of Twitter users responding to the incident and Applied Thematic Analysis to trace the diffusion of differing streams of sentiment within this hierarchy, we produced a representation of participatory social media engagement in the context of image-based sexual abuse. Following two streams of findings, a model of social media user engagement was established that hierarchized the interplay between institutional and personal Twitter users. In this model, it was observed that the Broad incident generated sympathetic and compassionate discourses among an articulated network of social media users. This sentiment gradually diffused to institutional Twitter users – or Reference accounts – through the process of intermedia agenda-setting, whereby the narrative of terrestrial media accounts was altered by personal Twitter users over time.

Abstract
Purpose
The purpose of this paper is to operationalize the concept of discernment and to present an instrument to measure it.
Design/methodology/approach
The approach takes the form of a mixed‐method exploratory design that relied on principal component analyses and internal consistency performed on the resultant data set from a pool of items developed from the literature, as well as from a panel of experts. The investigation employed in‐depth interviews conducted with eight purposively selected leaders about their decision‐making processes and augmented the findings with data from 240 leaders, generated via an online survey.
Findings
The result is a three‐factor self‐rating instrument that measures courage, intuition, and faith, with Cronbach alpha values of 0.85, 0.89, and 0.85, respectively. These three factors appear to operationalize the concept of discernment.
Research limitations/implications
While the conceptual definition of the construct has merit, its completeness is subject to debate. If the conceptualization were incomplete, the results of the study would provide only a marginal understanding of the phenomenon. Moreover, an operational definition based on an incomplete conceptualization will fail to generate theory‐oriented propositions. Additional research is needed to establish population norms.
Practical implications
The study contributes to the ongoing task of appropriating spirituality in organizational life, demonstrates that discernment has value in contemporary leadership and organizational praxis, and provides an instrument for self‐evaluation by leaders as to how well each leader engages in discernment. The instrument offers a leadership development tool to help identify high or low discernment.
Originality/value
The study is original and makes the foundational contribution for a beginning stream of research.

Abstract
Purpose
This paper aims to investigate how libraries prevent the loss of knowledge with people leaving or resigning, and the strategies they adopt to retain this knowledge and to transfer organizational knowledge to new employees.
Design/methodology/approach
Data were gathered from 101 academic librarians from 35 countries in 6 continents who provided qualitative answers to two open-ended questions in a survey questionnaire.
Findings
Documentation, training and digital repositories were found to be the primary strategies used. A number of respondents admitted to retention and transfer being done poorly. Very few libraries had a formal knowledge management (KM) process. The study proposes a theoretical framework for knowledge retention and transfer in libraries.
Practical implications
Libraries will be able to learn of retention and transfer strategies, and identify gaps in their KM process based on the mapping of a specific strategy to knowledge dimension or phase of the KM cycle.
Originality/value
This is the first empirical study in the area of knowledge retention in libraries. The study brings together the perspectives of libraries across the world. The primary research contribution is the theoretical framework which can be used to further research on knowledge retention and transfer in the context of libraries.

Abstract
Purpose – Starting from public and corporate governance literature, the chapter aims to evidence the opportunity in exploring board of directors in public organisations, where the focus is on a behavioural perspective.Design/methodology/approach – Presenting two levels of analysis: (a) the relationship between the board and ‘external’ stakeholders, and (b) the relationship between the board and managers, a framework is proposed evidencing which factors (variables, constructs and concepts) logically should be considered as part of the explanation of boards’ role in public organisations’ innovation.Findings – The chapter provides support for a board model in public governance, evidencing both the opportunity to assume a multi-paradigm perspective and the existing similarities and differences between boards in public and corporate governance approach. It is possible, for example, to empirically apply the framework both to different national context and to different levels of public organisations.Originality/value of chapter – The chapter presents theoretical perspectives on governance research, and both some pioneer studies in public sector research and some of the major contribution in corporate governance studies. All of them have been put together, introducing a new stream of research in the debate on the micro (organisational) level of governance in public sector.

The “greening” of preserved vegetables by addition of sulphate of copper can only be regarded as an abominable form of adulteration, and it is passing strange that in this year of grace 1904 it should still be necessary to endeavour to impress the fact, not only upon the public generally, but upon the Government authorities and upon those who are concerned in the administration of the Food Acts and in adjudicating under their provisions. It ought surely not to be necessary to insist upon the tolerably obvious fact that the admixture of poisons with food is a most reprehensible and dangerous practice, and that the deliberate preparation and sale of food thus treated should be visited with condign punishment. The salts of copper are highly poisonous, and articles of food to which sulphate of copper has been added are not only thereby rendered injurious to health, but may be extremely dangerous when swallowed by persons who happen to be specially susceptible to the effects of this poison. After a lengthy investigation, the Departmental Committee appointed by the Local Government Board to report on the treatment of food with preservatives and colouring matters condemned the practice of adding salts of copper to food and recommended that the use of these poisons for such purposes should be absolutely prohibited. Without any such investigation as that which was conducted by the Departmental Committee—and a most thorough and painstaking investigation it was—it should have been sufficiently plain that to allow or to excuse the practice in question are proceedings utterly at variance with common sense.

In this chapter, the author draws on a historical case study of the Australian wine industry to explore variations in collective agency. The inductively derived process model illustrates the emergence of a new profession of scientific winemaking, which unfolds in three phases. Each phase is characterized by a distinct form of agency: distributed agency during the earliest phase, coordinated agency during later phases, and orchestrated agency during consolidation. In addition to exploring the temporal shifts in agency, the study includes a detailed analysis of the early stages of distributed agency, examining how collective agency is achieved in the absence of shared intentions.
