Abstract

Purpose

Ideally, quality should be, and is, an integral element of education, yet capturing and articulating quality is not simple. Programme quality reviews in third-level education can demonstrate quality and identify areas for improvement, offering many potential benefits. However, details on the process of quality programme review are limited in the literature. This study aims to report on the introduction of a standardised programme review process in one university.

Design/methodology/approach

Using a standardised template, the annual programme review (APR) process captured student voice, external examiner reports, statistical data and action/s since the previous review. Following completion of programme reviews across the university, the APR process was itself evaluated using questionnaires and focus groups.

Findings

Findings showed that the programme chairs understood the rationale for the review, welcomed the standardised format and felt the information could inform future programme planning. However, in the focus group, issues arose about the timing, ownership and possible alternate use of the data collected in the course of the review.

Research limitations/implications

This case study demonstrates the experience of APR in a single third-level institution, therefore, limiting generalisability.

Practical implications

APR offers a comprehensive record of the programme that can be carried out with efficacy and efficiency. The study illustrates one institution’s experience, and this may assist others in using similar quality evaluation tools. Using APR allows quality to be measured, articulated and improved.

Social implications

Using APR allows quality, or its lack to be to be measured, articulated and improved in the delivery of education at a third-level institution.

Originality/value

This study demonstrates the experience of the introduction of an APR process in one higher education institute. Programme review is an important and essential part of academia in the 21st century. At third level, quality assurance is, or should be, a central part of academic programmes and delivery. The review of the first implementation has provided valuable information that will inform future programme review processes. Academic programmes grow, evolve and need to be reviewed regularly. It is hoped that the information reported here will aid others developing academic review procedures.

Abstract

Examines different approaches that can be utilised to introduce a Six Sigma Black Belt programme. Compares and contrasts the implementation strategies used in both Motorola and General Electric. Provides information based on a literature review as well as interview evidence from employees in both firms. Concludes by defining the overall approach used by each company. The benefits as well as some criticisms of the Six Sigma and Black Belt methodology are also provided, and we warn about the dangers of focusing on the metric rather than the mission.

Abstract

Analysis of the total quality management (TQM) and related literature leads to the conclusion that firms introduce TQM principles and practices using different overall approaches. It is argued in this paper that these approaches or modes can be characterised as strategic, philosophical, selective adoption and continuous improvement. The purpose of the paper is to examine the applicability of this taxonomy in a number of companies actually introducing elements of TQM. The research presented is based on one segment of the Irish automotive component manufacturing industry, comprising five firms, which was examined using a case‐study design. The empirical data includes general information from preliminary interviews within academia, consultancy and government agencies, as well as particular, in‐company interviews and plant tours. The findings suggest that firms can have both a main and a subsidiary approach to introducing TQM and similar practices, and that these approaches may relate to internal and external aspects of firm relationships.

Abstract

Purpose

The purpose of this paper is to study the nature of the incubator manager (IM)‐client, client‐client and client‐IM‐client relationships that facilitate incubation activity.

Design/methodology/approach

A case study methodology was adopted for undertaking the empirical work. The case organization was an Irish Dublin‐based university campus incubator. During the course of the research, which lasted six months, data were collected from high‐technology client firms and the incubator management using semi‐structured interviews, non‐participant observation and corporate documents.

Findings

Incubation is very much dependent on the quality of human relationships and occurs via a process of co‐production in dyads and triads. Without the voluntary and active participation of client firms, the mechanisms that facilitate co‐production break down. There is no one master incubation process, it is comprised of small micro‐processes each with its own norms, dynamic and stages depending on relational quality.

Research limitations/implications

The paper is based on a single case study using a qualitative, inductive and interpretive approach; the aim was analytic rather than statistical generalization, therefore, contributions are made to incubation theory.

Originality/value

The research makes a number of contributions; first, the amount of interaction among the incubation parties has the potential to both positively and negatively impact the overall quality of client experiences; second, levels of interaction and relational quality among a certain category of clients in the same incubator may be higher than others based on industrial affiliation; and third, brokerage behaviour by the IM that facilitates the connection of clients in consortia or links clients individually or in groups to unrelated outside agencies, improves the overall quality of the incubation environment.

Abstract

This chapter places previous incubator-incubation literature within a relevant geographic and policy context, and extracts the reasons for the wide-scale adoption of the incubator model as a new venture creation mechanism. Arguments developed highlight that in the flurry of political lobbying during the 1990s–2000s leading to the rapid expansion of incubators-incubation across the European Union (EU), policy makers, practitioners and researchers alike failed to focus on what is key to understanding incubators’ true impact — internal incubation processes. A review of incubator development and impact at the level of two EU member states, Germany and Italy, is presented. This allows for a clearer context-bound sense of the state-of-art in incubator-incubation research to emerge. In turn it becomes possible to clearly highlight the direction of further research in the area where there is a stalemate between two opposing camps — one which has produced evidence to suggest that incubators make a significant difference in reducing start-up risk, and the other, which believes incubators do not give tax payers value-for-money. Structured in this way, this chapter is able to draw attention to the essential ‘missing ingredient’ in previous research which is key to understanding the impact incubators can have. This ingredient is the dynamics of the internal process of incubation.

A continuous flow of flawless products and services is the holy grail of all companies. Over the years various strategies, such as TQM, have been proposed to improve processes and output. Six Sigma, developed by the Motorola Corporation, is one of the most recent and far‐reaching quality programs. It uses a range of techniques to measure and improve performance. This article examines the way the program was implemented in Motorola and in General Electric.

Abstract

Purpose

Federal and state policymakers in the USA have sought to better differentiate the performance of K-12 teachers by enacting more rigorous evaluation policies. The purpose of this paper is to investigate whether these policies are working as intended and explore whether district stressors such as funding, enrollment, and governance are associated with outcomes.

Design/methodology/approach

The authors examined teacher evaluation ratings from 687 districts in Michigan to identify the relationship between district stressors and two outcomes of interest to policymakers: frequency of high ratings and variation of ratings within districts. A qualitative index of variation was used to measure variation of the categorical rating variable.

Findings

About 97 percent of teachers in Michigan are rated effective or highly effective, and variation measures indicate overwhelming use of only two ratings. Charter school districts have fewer teachers rated highly than traditional districts, and districts with higher fund balances have more teachers rated highly. Districts with increasing fund balances have higher variation.

Practical implications

The findings suggest that district stressors presumably unrelated to teacher performance may influence teacher evaluation ratings. State teacher evaluation reforms that give districts considerable discretion in designing their teacher evaluation models may not be sufficient for differentiating the performance of teachers.

Originality/value

This research is important as policymakers refine state systems of support for teacher evaluation and provides new evidence that current enactment of teacher evaluation reform may be limiting the value of evaluation ratings for use in personnel decisions.

Abstract

Purpose

This study aims to expand tourism knowledge by analysing literature review articles published in English Web of Science (WOS) and Chinese China National Knowledge Infrastructure (CNKI) language journals and reviewing their influence, interconnection and trends.

Design/methodology/approach

A three-stage method was designed to understand the tourism research progress. Performance analysis identified the publication timeline, high-yielding journals and authors that published tourism literature reviews and frequently cited papers. Science mapping visualisation examined the intrinsic connections between co-authorship and co-institution. Finally, emerging trend analysis explored the topic modelling and evolution through Latent Dirichlet allocation (LDA) and regression.

Findings

The key statistics and collaborations relationships of tourism literature reviews were traced. LDA identified 45 and 22 topics, which narrowed the barriers in tourism studies. The regression analysis divided these topics into “hot”, “fresh”, “bell-shaped” and “stable” patterns. These modes represent the progress of tourism studies. The topic “new emerging technologies and the internet” is the focus of tourism literature reviews published in both databases. Future research could pay more attention to the topics in the “hot” and “fresh” patterns. The results enrich the progress of tourism literature reviews and provide a direction for future research.

Originality/value

To the best of the authors’ knowledge, this study is the first literature analysis for tourism literature reviews published in WOS versus CNKI journals. The proposed three-stage systematic method is used for the first time for the literature review and can guide future research.

El objetivo de este estudio es ampliar el conocimiento turístico analizando los artículos de revisión documental publicados en revistas, tanto en la versión WOS en inglés cómo en CNKI China, y revisando sus efectos, interconexiones y tendencias.

Metodología

Se ha diseñado el método de tres etapas para comprender el progreso de la investigación turística. El análisis del desempeño determinó la línea de tiempo de publicación, las revistas de alto rendimiento y los comentarios de la literatura turística publicados por los autores, así como los artículos citados con frecuencia. La visualización de los mapas científicos, examina los vínculos intrínsecos entre los autores colaboradores y las instituciones colaboradoras. Finalmente, el análisis de tendencias emergentes explora el modelado temático y la evolución a través de posibles asignaciones y regresiones de dilick-ray.

Hallazgos

Se han analizado las estadísticas clave y las relaciones de cooperación de la revisión de la literatura turística. La asignación potencial de dilich-ray identifica 45 y 22 temas, lo que reduce las barreras en la investigación turística. El análisis de regresión divide estos temas en patrones “populares”, “novedosos”, “en forma de campana” y “estables”. Estos modelos representan el avance de la investigación turística. El tema “tecnologías emergentes e internet” es el foco de la revisión de la literatura turística publicada en diferentes bases de datos. La investigación futura puede centrarse más en temas en modelos “populares” y “novedosos”. Los resultados de la investigación enriquecen el progreso de la revisión de la literatura turística y proporcionan una dirección para futuras investigaciones.

Originalidad/valor

El estudio es el primer análisis documental de los comentarios de la literatura turística publicados en las revistas WOS y CNKI. El método sistemático de tres etapas propuesto se utiliza por primera vez en la revisión documental y puede guiar futuras investigaciones.
