Abstract

Purpose

The purpose of this paper is to describe a seven stage community engagement process to develop and disseminate community uptake strategies which encouraged cybersafety as part of a positive transition from primary to secondary school among Australian young people.

Design/methodology/approach

The combined principles from socio-ecological models, community development models and student participation models formed the foundation for the strategies. Resources were developed for all members of the community – students, parents, teachers and the broader community. The methods included: the formation of a steering committee and a Youth Advisory Board; review of the current literature; development of online resources; a youth resource development activity; development of youth resources; translation of resources into health promotion initiatives; and the dissemination of resources at community events and facilities such as schools, libraries and recreation centres and through print and social media.

Findings

Community engagement strategies – in particular a partnership between a Western Australian university and local government body, the steering committee consisting of local organisations, and the student advisory board – were used to successfully design and promote resources developed by young people for young people.

Originality/value

This study utilises a community-level approach to develop resources to encourage cybersafety and a positive transition from primary to secondary school.

Abstract

In the evaluation of most interventions in criminal justice settings, evaluators have no control over assignment to treatment and control/comparison conditions, which means that the treated and comparison groups may have differences that lead to biased conclusions regarding treatment effectiveness. Propensity score analysis can be used to balance the differences in the groups, which can be used in a number of ways to reduce biased conclusions regarding effectiveness. A review of propensity scoring studies was conducted for this chapter, where the limited number of evaluations of criminal justice interventions using these methods was identified. Due to the small number of these studies, research was also reviewed if propensity scoring had been employed to evaluate interventions that are similar to those in criminal justice systems. These studies are used as examples to demonstrate how the methods can be used to evaluate criminal justice interventions, the different ways propensity scores can be used to analyse treatment and comparison group differences, and the strengths and limitations of this approach. It is concluded that, while not appropriate for all interventions/settings, propensity score analysis can be useful in criminal justice arenas, at least to investigate the comparability of treatment and comparison groups, with suspected non-comparability being a common weakness of traditional quasi-experimental studies and frequently cited limitation in terms of drawing efficacy conclusions from such evaluations.

Abstract

Purpose

This paper aims to explore definitions and notions of what a community archive is, and the tensions between different understandings of community archives.

Design/methodology/approach

The paper is a critical analysis of community archives definitions and understanding from researchers and practitioners across the wider heritage information sector.

Findings

Community archives are a growing area of interest for researchers because of the archives’ intrinsic link to the community and their provision of the evidence of it. While discussion often focuses on a paradigm of transformative purpose, existing definitions around community archives continue to be tenuous, reflecting different real or perceived types and practices and the perspective of the author and the sector they work within. Variations in definition can also occur because of differences in perspective around theory and practice, with many practitioner-based definitions intrinsically bound with the community they represent. This can result in community archives being defined as “alternative” based on mainstream practice or “political” based on theoretical purview, or “meeting the needs of community” by the community archivists themselves.

Research limitations/implications

The paper is conceptual and does not attempt to provide one definition that covers the perceived extent of community archives. It is part of work in progress on the nature of community archives and the impact such discourse may have on archival theory and practice.

Originality/value

This paper provides an overview of some of the key issues and themes impacting a definition of community archives, and in doing so works towards a broader understanding the nature of community archives. In most cases, the concept of “community” seems to provide a common definitive element and practitioner definitions focus on addressing the needs of self-defined community to a greater or lesser extent.

Facilitation payments (petty corruption) are small payments to an officer or employee, public or private, who is responsible for a nondiscretionary service, in order to facilitate, accelerate, or cheapen a procedure, for example, issuing a passport or connecting a house to a power distribution network. They are widespread in some countries, and are often considered irrelevant, but they have very large negative impacts in generating a culture of corruption, affecting the functioning of public offices or private companies and on costs for citizens. This chapter explains what facilitation payments are, why they are an ethical problem for people who pay and receive them, for companies and for society, and the positioning of the fight against those payments within the overall strategy against corruption.

Abstract

Despite a large volume of theoretical and empirical research, defining the ‘entrepreneur’ and ‘entrepreneurship’ within the cultural and creative sector, a sector with high heterogeneity in organisational and other aspects across its various segments remains challenging. In this regard, there should be a wide variety of differences in the characteristics and challenges of cultural entrepreneurs across industries, countries and regions. Nonetheless, the key role of the arts and cultural sector has increasingly piqued the interest of policymakers and the private sector, and it has been recognised for its importance within the South African economic landscape; as a result, the government has prioritised arts and culture as a pillar in their development strategies. Furthermore, while there has been some consensus over the past decade on what constitutes a creative industry, many questions about defining arts and cultural entrepreneurship still need to be answered, necessitating further definitional and policy coherence. As a result, some efforts at definitions are required to advance the sector and develop useful knowledge in policy formulation.

This chapter proposes an understanding of arts and cultural entrepreneurship as an exploration of a person, a community or a network's artistic resources (arts, creative and cultural) in value creation. It utilises meta-analysis, a non-empirical method, to review and analyse the existing literature. Further research is needed to investigate and evaluate the efficacy of established arts incubators, and the extent to which perceived entrepreneurial competencies affect organisational performance. Moreover, additional research is required to examine the entrepreneurial factors inhibiting or stimulating the influence on start-up financing (capital acquisition) in the South African arts and cultural industry.

Abstract

Purpose

To assess how prepared public bodies are for the implementation of the UK Freedom of Information (FOI) Act in January 2005.

Design/methodology/approach

The FOI Act 2000 established a general right of access to information held by public authorities in the UK, subject to certain exemptions. This article reports on research undertaken in the summer of 2004 which sought to establish the state of preparedness in UK public bodies by the assessment of four case studies, comprising a local authority, a national museum, a police force, and a university. Structured interviews were conducted with key staff in each organisation using the Department for Constitutional Affairs’ model action plan for preparing for FOI as the basis. The key aspects of the analysis are leadership, training, records management, customers and systems and procedures.

Findings

The investigation has revealed that, overall, the majority of organisations implemented the most basic and immediate changes required to cope adequately in January 2005 when customers were expected to start to request information. Their level of preparedness is therefore limited to tackling the superficial areas of concern, as a result of the short‐term and reactionary approach adopted.

Originality/value

Highlights organisational, legislative and governmental weaknesses in preparing for the FOI Act. This investigation also concludes that the enactment of the proposed new archival and records management legislation is essential to ensure that public bodies are compelled to further improve the provision and management of records.

The nature of access to higher education in both countries is first examined before conducting a comparative analysis of the two. Abstract

Purpose

A rapid increase in global smartphone ownership and digital health technologies offers the potential for mobile phone applications (apps) to deliver mental health interventions. The purpose of this paper is to bring together evidence reporting on mental health mobile apps to gain an understanding of the quality of current evidence, the positive and adverse effects of apps and the mechanisms underlying such effects.

Design/methodology/approach

A systematic search was carried out across six databases, for any systematic reviews or meta-analyses conducted up to 2020. Review quality was assessed using the Assessment of Multiple Systematic Reviews.

Findings

Across a total of 24 articles, a variety of clinical outcomes were assessed. Most compelling support was shown for apps targeting anxiety symptoms; some evidence favoured the use of apps for depression symptoms. Less evidence was available for the remaining clinical symptoms such as bipolar disorder, schizophrenia, post-traumatic stress disorder, sleep disorders and substance use. Overall, there was limited evidence pertaining to adverse effects and change mechanisms and a lack of quality reporting across a large proportion of included reviews. The included reviews demonstrate the need for further robust research before apps are recommended clinically.

Originality/value

This paper makes a valuable contribution to the current status of research and reviews investigating mental health mobile apps. Recommendations are made for improved adherence to review guidelines and to ensure risk of bias is minimised.

Abstract

Purpose

The purpose of this paper is to consider the needs of children and young people with intellectual disabilities (ID), autism and challenging behaviour including those with mental health difficulties in the light of the article “A reflective evaluation of the Bradford Positive Behaviour Support – In Reach Service”.

Design/methodology/approach

The author’s reflections on experiences of working with this cohort as a clinician and manager are presented in this paper. Also, this paper presents the following: consideration of recent policy, guidance and literature associated with the provision of support to children and young people with ID or autism at risk of residential placement or hospital admission; reflection on gaps in research and practice in how to best support this group of children, young people and families with complex and diverse needs.

Findings

The success of the Bradford and other similar services is discussed along with a reflection about the benefits and potential gaps in Positive Behavioural Support services working to meet the needs of this group of children and young people, and their families.

Originality/value

The importance of areas providing more consistent and high quality multi-agency early preventative support and intensive support for those in crisis is discussed. The need for further research and development of ways of working with this cohort, including harder to reach young people and families, is discussed.
