Abstract

Purpose

This study aims to assess the readiness of both citizens and the government for digital participatory planning (DDP) as a contribution to the undergoing transformative shift toward smart and sustainable cities to address the challenges posed by rapid urbanization. While much attention has been devoted to leveraging technology to mitigate these challenges, there has been a relative lack of emphasis on engaging stakeholders in the planning process in a smart and inclusive manner. DPP stands as a cornerstone for the development of sustainable and smart cities. However, before DPP can be effectively implemented on the ground, it is crucial to assess the city readiness for DPP to ensure its success. This assessment is undertaken as part of Oman's broader initiative to transition into sustainable smart cities in alignment with the goals outlined in Oman Vision 2040.

Design/methodology/approach

A generic evaluation framework was identified, validated and customized to the local context by experts using the pile sorting technique based on the social constructivism theory. Then, the revised framework was used to evaluate the readiness of a sample of local citizens and government officials in Oman for the DPP concept.

Findings

The inferential statistical analysis revealed that citizens are willing to participate in DPP when trust and transparency with policymakers are enhanced. On the government side, the results showed that there is adequate infrastructure that can enable DPP, and planners have a positive attitude toward DPP provided that trust in citizens' opinions is strengthened. This study concludes with a roadmap for preparation for DPP implementation in smart sustainable cities mandated by Oman Vision 2040. The findings and roadmap can inform policy development, decision-making and urban planning practices toward more inclusive, participatory and technologically enabled urban environments.

Originality/value

The study contributes to the existing body of knowledge by emphasizing the significance of stakeholders' smart involvement in planning processes, social sustainability, evaluating city readiness for DPP and providing practical recommendations for DPP implementation in the context of smart sustainable cities. At a theoretical level, the study contributes a framework for assessing readiness for DPP and emphasizes that mutual trust is not only important for conventional participation practices but it is also essential for smart citizens. This study argues that a building or a city is not sustainable unless it is seen as such by its stakeholders, including the end users. Therefore, effective and smart involvement of the citizens in smart city planning is a precondition for the success of the future cities.

Abstract

Purpose

The aim of this paper is to present a framework model for outsourcing asset management services in municipalities.

Design/methodology/approach

The authors have analysed the outsourcing of asset management services in the municipal sector. A survey document containing a series of questions was developed and issued to administrative (policy‐making) staff members at senior management level. These staff members are concerned with the strategic planning of facilities beyond the five‐year horizon.

Findings

The survey indicated that outsourcing is being utilized in almost all functions relating to the management of municipal infrastructure, and that the criterion for selecting a specific contractor for a service is lowest price. The findings section in the paper also presents a list of the advantages of outsourcing along with the rated priority of each, the disadvantages of outsourcing along with the rated severity of each, and the strategies that could be followed to achieve a successful outcome from the outsourcing process, along with the rated importance of each.

Originality/value

Development of the model was motivated by the desire to develop a standard methodology that senior managers in the municipalities can adopt as a reference policy guideline for the conduct of outsourcing of asset management services. The model builds on knowledge from the published literature and professional practice documented in the municipality of the City of Dammam, one of the largest cities in the Eastern Province of Saudi Arabia. The model serves to standardize process descriptions, the activities that need to be undertaken, and the methodology of how and what information needs to be communicated between activities. The framework also may provide a useful focus for others wishing to enter the outsourcing area.

Abstract

Moving into digital transformation, the development and implementation of smart cities have gained global attention, including in Gulf Cooperation Council (GCC) countries. The aim of this chapter primarily rests on the innovation and sustainability of the implemented smart cities, considering the advantages and benefits gained from the utilization of the latest technologies. It also tackles the challenges faced by these countries in managing smart cities and the processes involved in addressing these challenges toward their resolution. The main contribution of this chapter is to highlight the innovative platforms initiated by Gulf nations on smart cities by modeling transformation and development toward Vision 2040. In the form of a narrative account, the contribution extends to assessing the present status of innovativeness and development through smart cities as a baseline for future development directions in the Gulf region. Documentary evidence was solicited from government reports, private agency documents and files, journals, and newspapers to address the chapter’s objectives. Findings revealed that sustainability issues are prevalent and may impact future management and control of its operations. Key recommendations include the intensification of policies and regulations toward smart cities through information and communication technology maximization in the areas of transportation, education, healthcare, government services, infrastructure, and urban planning. Heightened laws and policies to address privacy and security, water, energy, technological infrastructure, overcrowding and traffic congestion, and funding. More collaborative efforts should be made by the different stakeholders, such as the government, private companies, non-government organizations, and individual experts, to ensure the smart city’s sustainable operations.

Abstract

Purpose

This study aims to identify the critical success factors (CSFs) in the implementation of the public–private partnerships (PPPs) in the United Arab Emirates’ (UAE) affordable housing sector.

Design/methodology/approach

A questionnaire survey was conducted to assess 17 CSFs for PPP projects derived from previous international and local studies. The collected data were analyzed using the relative importance index technique to establish the most significant factors based on feedback from 48 respondents from the public and private sectors.

Findings

The most identified CSFs were good governance, government guarantees, commitment and responsibility of the public and private sectors, favorable and efficient legal frameworks, political support and stability, and demand for and the debt-paying ability of the project.

Research limitations/implications

There has been rapid momentum in the UAE and other Gulf Cooperation Council (GCC) countries towards engaging the private sector in the provision of infrastructure and housing after increased pressure on government budgets and falling oil prices. Thus, this study encourages strong consideration of the highest-ranked CSFs in the absence of any prior experiences or studies. On a broader scale, these CSFs are an effective policy tool for the GCC countries, which share similar contexts.

Originality/value

This paper represents the first empirical study in the GCC region and the UAE on the CSFs for PPPs in affordable housing, which is experiencing growing demand in the region to overcome the large deficit in housing supply.

Abstract

Purpose

This paper aims to address the need to adopt circular economy models in the urban development and infrastructure of Gulf Cooperation Council (GCC) countries – Bahrain, Kuwait, Oman, Qatar, UAE and Saudi Arabia. The purpose is to provide insights into the progress, challenges and potential benefits of transitioning from a linear to a circular economic model in response to the environmental challenges posed by rapid economic development and population growth in the GCC region. The study emphasizes the relevance of this research in fostering economic diversification, mitigating ecological concerns and attracting sustainable investments.

Design/methodology/approach

The study adopts a qualitative approach to investigate the adoption of circular economy principles in each GCC country’s urban development and infrastructure. It details the specific strategies and initiatives undertaken by Bahrain, Kuwait, Oman, Qatar, UAE and Saudi Arabia. The research methodology includes a Systematic Literature Review (SLR), thematic, comparative and individual analysis of their goals, progress and the unique approaches employed. Additionally, a SWOT analysis is conducted to identify strengths, weaknesses, opportunities and threats associated with adopting circular economy models in the GCC region.

Findings

The case studies reveal each GCC country’s diverse approaches and progress in adopting circular economy models. Bahrain aims for carbon neutrality by 2060, Kuwait prioritizes sustainability in urban development, Oman focuses on waste reduction, Qatar integrates circular economy principles into its Vision 2030 initiative and Saudi Arabia explores closed-loop material flows. Whereas, the UAE focuses on infrastructure development with unique technological advancements in the near future. Despite common challenges such as traditional linear models and economic obstacles, the benefits of transitioning to circular economies in the GCC region are substantial. These include social, environmental and economic advantages, emphasizing sustainable growth, resource efficiency and enhanced environmental protection.

Originality/value

This paper contributes original insights into the adoption of circular economy models in the GCC region, providing a clear and succinct case for its value. The research underscores this transition’s economic, environmental and social benefits. It emphasizes the significance of sustainable resource management and economic opportunities while acknowledging challenges such as implementation obstacles and potential business impacts. The study invites reflection on future research steps, fostering a balanced and fair analysis of the value of the results. It positions the adoption of circular economy models as a crucial step toward achieving economic diversification, and environmental sustainability and attracting green investments in the GCC region.

Abstract

Purpose

Oman commitment for Sustainable Development Goals 2030 pushes green building at the forefront of construction industry. However, its green building progress is slower than other Gulf Cooperation Council countries, and only a handful of local contractors have been involved in green project development. Understanding the barriers to green project delivery will open avenues for better project planning and preparation. This research aims to identify the barriers experienced by the contractors when constructing green buildings in Oman.

Design/methodology/approach

Qualitative research, via a semi-structured interview process, explores the barriers experienced by 14 contractors when constructing Leadership in Energy and Environmental Design (LEED) green building projects in Oman. Using NVivo 12 software, thematic analysis was conducted through the generation of coding and themes which enable the identification of the relevant barriers.

Findings

The research uncovered 10 barriers and grouped them into five categories. The five categories are as follows: (1) insufficient skills development, (2) lack of government support and regulatory adjustment, (3) limitation in materials procurement, (4) documentation and coordination limitation and (5) difficulty in green rating compliance.

Originality/value

The research identified 10 barriers of constructing green buildings in Oman. These barriers gravitated on 4 issues: knowledge and competency, green rating requirements, government involvement and materials procurement. It streamlined clusters of the potential research area for more effective green building action plans in the future. Two barriers are deemed uniquely applied to Oman, namely “lack of needed regulatory adjustment” and “absence of local rating tools”. This insight can serve as a valuable steppingstone to push more green buildings for the country.

Abstract

Purpose

The current booming development of smart cities poses new requirements and challenges for their internal infrastructure development. This article aims to explore the questions of: What is the level of social sustainability of smart city infrastructure today? and What are the core contents and paths to improve this level?

Design/methodology/approach

With the theme of public participation in the social sustainability evaluation of smart city infrastructure in the context of big data, this study mainly makes a systematic literature review of the Web of Science's Science Citation Index Expanded and Social Sciences Citation Index databases. After collection and screening, 199 documents were finally obtained.

Findings

It is found that the level of social sustainability of smart city infrastructure is still low, and public participation can provide solutions to the difficulties and challenges involved in its development, while big data technology can broaden the channels for public participation and promote the development of smart city-related components in the process, including smart city infrastructure.

Originality/value

This article summarizes the internal mechanisms of smart cities at the theoretical level and analyzes the social sustainable development of smart city infrastructure. In practice, the shortcomings in this field are identified and suggestions are provided on how to carry out digital public participation, which has practical reference value.

Abstract

Purpose

The article attempts to shed light on the social aspects of research that deal with Sustainable Development Goals (SDGs) and sustainable cities. The aim is to offer a global view of these facets' evolution and to provide information on people-centered smart cities.

Design/methodology/approach

The research is qualitative. A systematic bibliometric approach is a framework for the research. The unit of analysis is publications on SDGs and Smart Cities (SCs) indexed in Scopus. The authors used VOSviewer text mining functionality to construct co-occurrence networks of socially related critical terms extracted from textual data. The co-occurrence of keywords presents a valuable method and process for attaining in-depth analysis and fast comprehension of trends and linkages in articles from a holistic approach.

Findings

Social media, social sustainability and social capital are the three multifaceted social keywords that co-occur in SDGs and SCs. The paper provides a brief compendium of resources and frameworks to build a socially sustainable smart city.

Research limitations/implications

The retrieval date was on 15 August 2019. The authors used the same search query for new papers released in 2019 and afterwards to update their findings. The authors collected 657 documents on SCs, compared to 2,975 documents about SDGs demonstrating that their findings are still trending in the same direction, emphasizing the importance of the research topic. SCs' social aspects are still chartered areas that require the attention to future research.

Originality/value

The authors’ decision to use two separate data sets for SCs and SDGs data files helps to provide a more comprehensive picture of the research landscape. It may identify areas where research is lacking or needs future research. The authors present an integrative agenda for a smart city to be socially sustainable. Innovative approaches to urban planning are required to empower the place and context and improve the users' satisfaction, where innovative solutions enable smart, sustainable and inclusive societies. Infrastructure governance is a critical keystone. It could guarantee that public investments contribute to sustainable urban development while enhancing city resilience, particularly in facing climate change and inclusive growth challenges.

Abstract

Purpose

The objective of this article is to articulate a research agenda in architecture and urbanism by reviewing the contributions to Archnet-IJAR: International Journal of Architectural Research from 2022 to 2024. The article aims to develop a robust classification into established, evolving and emerging knowledge spaces. Such a classification seeks to offer insights into the role Archnet-IJAR plays in shaping current and future global research trends in architecture and urbanism.

Design/methodology/approach

A combination of bibliometric and textual analysis was employed, utilising tools such as VosViewer and Infranodus to map thematic structures and research trends. The examined articles were categorised into established, evolving and emerging knowledge spaces to assess how the journal dynamically adapts to and reflects global shifts in architectural and urban discourse. This classification offers a strategic lens into the influence of Archnet-IJAR on research trajectories and shaping the future landscape of scholarship in architecture and urbanism.

Findings

The study identifies three primary areas of discourse: sustainability and resilience, technology and innovation, and community-centred design. Key trends include the rise of AI and smart technologies, the impact of the COVID-19 pandemic on design strategies, and the integration of SDGs into architectural education and practice. Established knowledge spaces such as urban morphology and cultural heritage remain foundational while evolving spaces such as sustainability and resilience are gaining prominence. Emerging spaces such as smart technologies and bioclimatic architecture appear to be the future trajectory of research in the field.

Research limitations/implications

The study focuses on three years (2022–2024) of analysing Archnet-IJAR content within an overarching contextualisation over the past decade. However, this may not capture longer-term trends.

Originality/value

The study presents a critical classification of architectural and urban discourse, highlighting the evolving nature of the field in response to global challenges. The notion of the knowledge spaces as a unique conceptualisation that integrates various thematic areas is emphasised.

Abstract

Purpose

This study aims to examine the effects of technology-, organisation- and environment-readiness, smart economic development, change valence, social cohesion and quality of life on citizenship in the context of smart cities.

Design/methodology/approach

The study employed a customized questionnaire which was completed by 280 residents of China’s first-tier cities. This study tested the framework using the partial least squares structural equation modelling (PLS-SEM) technique.

Findings

The results indicated that smart economy development, social cohesion, change valence, technological readiness, organizational readiness and environmental readiness have a significant impact on the quality of life. Quality of life has a positive impact on citizenship.

Originality/value

This study adds new insights to smart city academic discussions. The study addresses a critical gap identified in existing literature which urges the need for a balance between user-centric, organization-centric and technology-centric approaches. It offers a fresh perspective on how the smart economy, social cohesion and readiness factors are interlinked. These elements together shape urban living experiences. For policymakers and urban planners, our findings provide clear guidance. They highlight the complex dynamics that must be considered to build more unified, inclusive and sustainable smart cities.
