Abstract

The American Magazine of Standards regularly uses as its banner headline the anonymous quotation ‘Standardization is dynamic, not static; it means not to stand still, but to move forward together’. It is spaced out with each word of the estimable text separated for double emphasis, and it always evokes in me an uncomfortable picture of a small pious nod of concurrence from the reader before he eases back into a more comfortable position in his pew for a worthy sermon. The word ‘standardization’ does often have a numbing effect and a pejorative sound. Standards do seem dull, and it is important to break through this psychological barrier.

Abstract

The purpose of this project was to compare the cost of transportation engineering design services provided by private contractors versus services provided by state transportation agency staff for the Louisiana Department of Transportation and Development (LaDOTD). Due to shrinking budgets, staff cuts, and a trend toward privatization, state transportation agencies now outsource the majority of the services they provide. The merits of doing so, however, have been difficult to discern for lack of “apples-to-apples” comparisons. For engineering design services, this problem is particularly acute due to the uniqueness of many projects (e.g., a bridge over the Mississippi river). A simulation approach was used in this study to make “apples-to-apples” comparisons for 39 design projects, 22 in-house projects and 17 consultant projects. For each in-house design project, the cost was estimated had the work been done by a consulting firm. Similarly, for each consultant design project, the cost was estimated had the work been done by in-house staff. The result of the study was that in-house design costs were cheaper by an average of 17 to 19 percent.

The five annual Design Council Molins Design Prize awards were presented in London last month, and four are to be developed and used by companies. Molins plc sponsor the scheme, the Design Council administer it, and the Institutions of Electrical Engineers and Mechanical Engineers support it. During the presentation it was stressed that R&D should properly become R, D & D — Research, Design and Development. Next year the prize money will be increased to £400 for each winning project.

ROUSED out of pre‐breakfast tea‐gulping torpor recently by hearing on Radio London the confident assertion, ‘Oh yes, there's a great shortage of librarians throughout the country…’ No Rip Van Winkle beard, wasn't April 1 and no echo of the Last Trump. It was all about a book called Work after work by Judy Kirby and REACH—Retired Executives Action Clearing House, which seeks to relieve the withdrawal symptoms of the retired by finding outlets for their skills in work for voluntary organisations. These withdrawal symptoms in librarians are easily recognised and include immediate and compulsive reading of everything in the Record, a tendency to beam for the first time at young people at conferences, and a not always suppressed urge to write rude letters to the professional press or to the LA. Editing the professional press is not recommended as nostrum for those old retirement blues.

Abstract

PUBLISHERS of ‘Findex’, Business ratio reports, studies and surveys, Inter Company Comparisons Ltd, known as ‘ICC’, have now joined the producers of computer data‐bases. ‘ICC Database’ carries details of 60,000 companies with updating weekly. From print out which I have examined ICC have made useful added value factors to the basic information from the Companies Registration Office. It tabulates the financial figures for four consecutive years, lists a Standard Industrial Classification number for the company's product, gives directors, registered office address and trading address, company number, and a brief statement of the company's business. The database is already available on Dialog, and is expected to become available on Prestel shortly. Any ASC11 coded terminal may be used to access DIALOG, and the prices seem to be fairly reasonable for the speed of the service. ICC have organised a number of free demonstrations of the service in different parts of the country, and anyone wishing to attend the demonstration in Manchester on Thursday, July 26, should contact Diane Dalmon at ICC on telephone number 01–250 3922. Abstract

Purpose

The aim of this article is two-fold. First, it offers a unique account of San Min, the prototype of the current Chinese educational principle proposed by Yan Fu (1854–1921) that aimed at improving people’s physical, intellectual and moral capacities. This system of educational thinking has received only marginal attention in Anglophone research literature. Second, given the influence of Yan Fu’s interpretation and promulgation of Herbert Spencer’s educational philosophy during that period, it investigates the extent to which San Min is derived from Spencer’s educational thought (the “Spencerian Triad”). This article focusses on how Yan Fu adapted the ideas of San Min from Spencer’s account.

Design/methodology/approach

This article considers Yan Fu’s principle of San Min in relation to Spencer’s educational triad through a close reading and comparison of key primary texts (including Yan Fu’s original writing). It explores the similarities and differences between each account of education’s goals and its proposed means of attainment.

Findings

Yan Fu’s principle of San Min is shown to have been adapted from the Spencerian Triad. However, using the theory of Social Organism, Yan Fu re-interpreted Spencer’s individual liberty as liberty for the nation. While Spencer’s goal was to empower individuals, Yan Fu aimed to serve collective independence, wealth and power.

Originality/value

This article addresses oversights concerning San Min’s Western origins in the Spencerian Triad and its influence on Chinese education under Yan Fu’s sway. It is significant because San Min is still at the core of the current Chinese educational policy.

Abstract

Purpose

The translation of corporate social responsibility (CSR) values in customer awareness and engagement with the CSR values with the corporate brand is a key challenge for UK retailers. This chapter examines the incorporation of CSR in the core brand discourse of Marks & Spencer (M&S), focusing on the interrelationship between CSR reporting and brand heritage.

Design/methodology/approach

Using Fairclough’s (1989) method of critical discourse analysis, this chapter reports on the key discourses around CSR to emerge from annual reports of M&S in the period from the 1940s to 2010s.

Findings

Findings identify how messages relating to CSR are shaped and presented to stakeholders, noting the textual patterns that emerge in the M&S discourse. Patterns included a substantial reliance on relational values, the strategic adoption of expressive values toward specific groups (employees, suppliers), and textual cues such as metaphor and over-wording as a means to draw out links to M&S brand heritage.

Research implications

The chapter highlights how we, as academics, need to consider both (a) the evolution of CSR reporting and how this reflects brand messages over time and (b) how CSR reporting is becoming integral in brand positioning for UK retailer brands.

Practical limitations

In dealing with archival materials, it is necessary to be selective and this can limit the range of textual patterns that might be articulated in the discourse analysis.

Originality/value

Limited research to date has examined the integration of CSR and brand heritage in organizational discourses. This study offers an in-depth examination of how this integration of CSR messages in brand communication has evolved for M&S – one of the United Kingdom’s foremost retail brands.

Purpose

Blake is relatively well-known, but who was J M Robertson? What's his connection with George Spencer-Brown? And how exactly did J M Robertson influence George Spencer-Brown?

Design/methodology/approach

George Spencer-Brown (1923–2016) is the author (among other works) of the undeservedly little-known book, Laws of Form (1969/2011), which was a key inspiration for Niklas Luhmann (1927–1998). But what inspired George Spencer-Brown? This paper explores two key influences on George Spencer-Brown and his work: the English poet and artist, William Blake (1757–1827) and the Scottish rationalist, politician and author, J M Robertson (1856–1933).

Findings

The paper points to a broken link between George Spencer-Brown's work and Niklas Luhmann's.

Originality/value

These questions are explored from two perspectives: first, George Spencer-Brown's works and their debt to (1) Blake's work, from which he quotes in a number of instances and to (2) J M Robertson's (in particular, the latter's Letters on Reasoning (1905) and Rationalism (1912)); second, my personal connection to Spencer-Brown, who mentored me through Laws of Form and with whom I developed a close friendship involving regular weekly telephone conversations for the greater part of the last four years of Spencer-Brown's life. I share anecdotes and stories that connect George Spencer-Brown and J M Robertson that span George Spencer-Brown's lifetime – from his school days to his dying days. Both Blake's and Robertson's influences are relevant to Spencer-Brown's view of morality. The paper looks at specific connections between Blake's work and J M Robertson's on the one hand and George Spencer-Brown's on the other.

Abstract

There are few challenges as daunting as achieving positive outcomes for students with emotional disabilities. A major obstacle is the generally poor quality of classroom instruction. Too few general education teachers or special education teachers possess the knowledge and skills to adequately serve this population of learners. Various factors account for the inadequate level of teacher preparation, including licensure requirements that emphasize quantity over quality, the research-to-practice gap, a train-and-hope rather than a train-and-coach approach to teacher preparation, and the absence of an infrastructure to support sustained use of evidence-based practices. I discuss each of these factors and offer some recommendations for improving the quality of teacher preparation and, in turn, the potential for more positive student outcomes.

His particular research and teaching interests include education equity and policy.Eve Gregory is a Professor in the Department of Educational Studies at Goldsmiths’ College, University of London She joined the Department of Educational Studies in 1987, after having taught for nine years in schools and two years at Nene College, Northampton. During her years at Goldsmiths, she has co-ordinated language and literacy programmes for the BA Ed, taught across Early Years programmes and established student exchanges in France, Spain and Austria. Recent research has included studies on family literacy history, on siblings (both funded by the ESRC) and children’s home and school literacy practices (funded by the Leverhulme Trust).Kathleen Gwinner began her career in education as a high school art teacher in rural areas near Kansas City, Missouri and El Paso, Texas, and then in Houston’s urban schools. Travel and a continuing interest in art history prompted her to return to university for a Masters degree in European history, and she subsequently taught history and art history courses at private and public schools with a great variety of student populations.
