Abstract
The Great Recession has strained governments at all levels and presented cities, especially formerly industrial cities, with nearlyunprecedented budgetary challenges. This paper examines the long-termimplications for infrastructure maintenance and service provision ofunfavorable economic and demographic trends in Philadelphia andBaltimore. The concept of the public equity holder, which borrows a term forpublic finance from corporate finance, introduces a category of potentialcontributors to the capital deficit undermining urban sustainability. Theconcept is illustrated by a case study of the two cities to explore howcandidate public equity holders, including taxpayers, nonprofits, and publicemployees, may contribute. Resulting from this research are identifiablefactors, particularly patience and risk tolerance, which have led to orimpeded partnerships promoting urban sustainability and will provide thefoundation for broader future study

Abstract
This introduction provides the methodological framework for the book, approaching the business of football through the lens of its most reliable consumers – the fanbase. Fan cultures necessarily inform the normative understanding of a football club, due to the popularly held belief that it is the fan’s – or some reified idea of the fan – that is the permanent feature of a football club and that provides its identity. Players and owners come and go, but the relationship between the club and the fan is, theoretically, never-ending. In truth, this is never a real fan who could exist, but a constructed image of the fan built out of other narratives and that, at some level, football fans associate themselves. This fan is no one in particular, but is drawn from a close reading of football culture and identifying the directives of the traditional fan. Utilising a combination of critical theory and the existing literature on football club ownership, our goal is to reveal the distinction between how people talk about the social dimension of football clubs, and how they actually relate to their fans and the wider world in the era of late capitalism. A club is not simply the romanticised notions held by those within the games, but, as with all businesses, it is also the product of it conducts itself in a series of other networks of exchange. Often irreconcilable with the aforementioned romantic notions, these networks often get hidden by the prevailing discourse.

Abstract
Purpose
The purpose of this paper is to explore the political, toy manufacturing, and educational activities of Caroline Louise Pratt (1867‐1954), founder of the Play School (later renamed City and Country School), New York City.
Design/methodology/approach
The paper reviews previously unreported biographical material and draws on a number of Caroline Pratt's own writings, combining results of archival text research and digital searches.
Findings
Newly available data sources on Caroline Pratt's 1896‐1921 life show her to be more of a social reconstructionist than previously concluded. This research demonstrates that it was Pratt's feminist, socialist and trade unionist ideals, transformed into educational aims, that formed the core of her educational work.
Research limitations/implications
This investigation is limited to Pratt's activities during the years 1896 to 1921.
Originality/value
The internet has provided ready access to a wealth of newspaper and journal documents. The ease of access has no precedent, and the volume of newly available data sources has brought opportunities for reinterpretation and rewriting of the history of education. Yet even more new data will inevitably become accessible. This paper provides insights into how previously unresearched documents, now easily found through digital research, can enhance understanding of the contributions of Caroline Pratt.

Abstract
Since the early 1990s, the so-called government-to-government relationship between the United States and tribal nations has increasingly been executed pursuant to laws and executive orders requiring “meaningful dialogue between Federal officials and tribal officials” before taking actions that impact tribal matters. Thus, the legal claim at the bottom of the political action taken by Standing Rock Sioux and their allies against construction of the Dakota Access Pipeline is that the Army Corp of Engineers failed to engage them in “meaningful tribal consultation” prior to fast-tracking their approval of the required permits. But what should “meaningful” mean in this context, particularly when it is learned that while agencies are required to conduct such dialogues, they are not required to heed them in making their final decisions? This chapter explores this question through an ethnography of legal language in one tribal consultation between the Hopi Tribe and the US Forest Service, arguing that the humanistic empiricism of such an approach affords an evidence-based, context-sensitive rule for how the meaningfulness of a federally mandated “tribal consultation” should be evaluated and enforced.

Abstract
This chapter considers the commitment of gender equality at universities and how it is expressed and measured via a gender equality scorecard. The Gender Equality Scorecard is seen as an accountability measure that seeks to build awareness of the magnitude of the problem (if it exists), interpret the meaning of the (in)equities, and move to action. It is regarded as a supportive mechanism to the development and implementation of a Gender Policy as articulated in The UWI Strategic Plan, 2012–2017. The development of a Scorecard is also seen as an example of collaborative governance in action that fosters engagement, commitment, and action across an institution. The proposed model draws upon the experiences of the Gender Equity Scorecards used by international development agencies and other higher educational institutions. The chapter proposes a framework and methodology using staff and student data from The University of the West Indies for the period 1990–1991 to 2011–2012 to build a Gender Scorecard. Finally, the Scorecard is seen as a tool to track performance related to the creation and enhancement of relevant structures and processes to institutionalize gender equality into the functions, operations, and governance of institutions.

Purpose
Diversity management is gaining attention in the organizations. This study aims to theorize and test a model linking efforts to support diversity and organizational value of diversity with job satisfaction and organizational identification and to propose that these relationships are mediated by an organization’s diversity climate.
Design/methodology/approach
Employee survey was used to collect data from employees at an Australian manufacturing organization. Structural equation modelling in AMOS was performed for the proposed model, controlling for age and gender.
Findings
The mediating role of diversity climate in the relationship of organizational value of diversity and outcomes (job satisfaction and organizational identification) is significant. The authors discuss theoretical, research and practical contributions.
Originality/value
The present study extends the literature by testing a mediation model derived from the signalling and social exchange theories.

The purpose of this study is to examine how luxury and non-luxury brands portray women in social media advertising shedding light on their femvertising practices.
Abstract
Purpose
The purpose of this study is to examine how luxury and non-luxury brands portray women in social media advertising shedding light on their femvertising practices.
Design/methodology/approach
Quantitative content analysis and multiple correspondence analysis are used to examine female representations in the advertising of personal care products on social media. The sample includes brand posts from 15 brands on two social media platforms.
Findings
The results demonstrate that non-luxury brands use femvertising to a greater extent compared to luxury brands. In particular, this study shows that luxury brands rely more on stereotyped gender expressions and use more sexualisation in their advertising, relative to non-luxury brands.
Research limitations/implications
This study provides an analysis of luxury and non-luxury brands’ femvertising practices on social media. In doing so, this study extends the study of femvertising to the context of luxury and social media, which is currently underexplored. In terms of practical implications, this study sheds light on the extent of the application of femvertising across luxury and non-luxury brands on social media.
Practical implications
The findings drive a number of suggestions for luxury marketers, including the use of more independent gender roles and more racial diversity in their social media advertising and the lessening of unrelated sexuality.
Originality/value
To the best of the authors’ knowledge, this study is the first to compare femvertising practices of luxury and non-luxury brands on social media, delineating different facets of femvertising (e.g. gender roles, diversity, etc.) and extending scholarly understanding of the possible facets of this concept.
