Abstract
This chapter highlights the characteristics of Asia through the analysis of policy-related documents by five donor countries, namely Japan, South Korea, China, India and Thailand. It will also examine the roles played by regional bodies such as the Southeast Asian Ministers of Education Organization (SEAMEO) and ASPBAE (the Asia South Pacific Association for Basic and Adult Education) as the horizontal channels influencing aid policies in respective countries. Together with the analysis of the national and organizational policies, the regional process of building consensus on the post-2015 agenda is examined, with a particular focus on the Asia-Pacific Regional Education Conference (APREC) held in August 2014.
The analysis reveals that the region has two faces: one is imaginary and the other is functional. There is a common trend across Asian donors to refer to their historical ties with regions and countries to which they provide assistance and their traditional notions of education and development. They highlight Asian features in contrast to conventional aid principles and approaches based on the Western value system, either apparently or in a muted manner. In this sense, the imagined community of Asia with common cultural roots is perceived by the policymakers across the board.
At the same time, administratively, the importance of the region as a stage between the national and global levels is recognized increasingly in the multilateral global governance structure. With this broadened participatory structure, as discussed in the chapter ‘Post-EFA Global Discourse: The Process of Shaping the Shared View of the ‘Education Community’’, the expected function of the region to transmit the norms and requests from the global level and to collect and summarize national voices has increased.

Abstract
This chapter will situate the global paradigm shift toward Post-Education-For-All (Post-EFA) not only in the policy trends in the field of international education development, but also in the academic context of international relations and comparative education.
The chapter highlights three dimensions which characterize the paradigm shift; namely, discourse on norms, diversifying actors, and the changed mode of communication and participation in the global consultation processes. The existing formal structure of the EFA global governance is based on multilateralism which recognizes sovereign nation-states, representing national interests, as the participants. However, such an assumption is eroding, given that there is a growing number of state and nonstate actors who influence decision-making not only through conventional formal channels, but also informally. Urging the revision of theories of multilateralism, the chapter introduces the attention given to nontraditional donors and horizontal networks of civil society actors in this volume.
The introduction also shows that that the widening basis of participation in the global consultation processes on post-EFA and advanced communication technology have changed the ways in which discourse is formulated. While the amount and the speed of exchanging information have been enhanced and different types of actors have been encouraged to take part, it also obliges scholars to adopt innovative methods of analyzing discourse formation.
The chapter also demonstrates the importance of the focus on the Asia-Pacific region, which is composed of diverse actors who often underscore Asian cultural roots in contrast to Western hegemony. By focusing on the discourse, actors, and the structure through which the consensus views on the post-EFA agenda were built, the volume attempts to untangle the nature of the post-EFA paradigm shift, at the global, Asia-Pacific regional, and national levels.

Abstract
Purpose
The purpose of this paper is to identify and quantify the key components of the overall cost of software development when warranty coverage is given by a developer. Also, the authors have studied the impact of imperfect debugging on the optimal release time, warranty policy and development cost which signifies that it is important for the developers to control the parameters that cause a sharp increase in cost.
Design/methodology/approach
An optimization problem is formulated to minimize software development cost by considering imperfect fault removal process, faults generation at a constant rate and an environmental factor to differentiate the operational phase from the testing phase. Another optimization problem under perfect debugging conditions, i.e. without error generation is constructed for comparison. These optimization models are solved in MATLAB, and their solutions provide insights to the degree of impact of imperfect debugging on the optimal policies with respect to software release time and warranty time.
Findings
A real-life fault data set of Radar System is used to study the impact of various cost factors via sensitivity analysis on release and warranty policy. If firms tend to provide warranty for a longer period of time, then they may have to bear losses due to increased debugging cost with more number of failures occurring during the warrantied time but if the warranty is not provided for sufficient time it may not act as sufficient hedge during field failures.
Originality/value
Every firm is fighting to remain in the competition and expand market share by offering the latest technology-based products, using innovative marketing strategies. Warranty is one such strategic tool to promote the product among masses and develop a sense of quality in the user’s mind. In this paper, the failures encountered during development and after software release are considered to model the failure process.

Purpose
The aim of this paper is to propose a software reliability growth model based on stochastic differential equations for the integration testing phase of distributed development environment.
Design/methodology/approach
A client/server system (CSS), which is a new development method, has come into existence as a result of the progress of networking technology by UNIX systems. On the other hand, the effective testing method for distributed development environment has only a few presented. The method of software reliability assessment considering the interaction among software components in a distributed one is discussed.
Findings
Conventional software reliability growth models for system testing phase in distributed development environment have included many unknown parameters. Especially, the effective estimation method in terms of these unknown parameters, which means the proportion of the total testing‐load for the software component, has never been presented. This software reliability growth model can be easily applied in distributed software development, because the model has a simple structure.
Practical implications
This model is very useful for software developers in terms of practical reliability assessment in the actual distributed development environment.
Originality/value
The method of software reliability assessment considering the interaction among software components in distributed development environment is proposed. Additionally, several numerical examples for the actual data are presented.

Comparative education research in Japan is strongly oriented toward emphasizing fieldwork, unlike Western methodologies that aim for theorization. For this reason, it is sometimes regarded as peripheral research without a theorizing orientation or as a counterstrategy to Western research. This study examines why Japanese comparative education research emphasizes fieldwork, focusing on discussions at the Japanese Society of Comparative Education from the 1990s to the present, and considers whether the discussion far from aimed at theorizing. It can be said that Japanese comparative educational research, while characterized by a field-oriented orientation, has been trying to analyze the subject with sincerity through more in-depth fieldwork and is aware of the back and forth between theorizing and differentiation. Furthermore, recently, an international, agenda-based approach and the concept of transboundary fieldwork based on triangulation and Border Studies as a new way of looking at the field itself have also emerged. Therefore, it can be said that Japanese comparative educational research, while characterized by a field-oriented orientation, is increasingly aiming for a multilayered and relative analysis of the field, which is an argument autonomously derived from a focus on the field rather than being a strategy or a challenge to Western universalization-oriented methodologies.

Abstract
Purpose
Software testing is needed to produce extremely reliable software products. A crucial decision problem that the software developer encounters is to ascertain when to terminate the testing process and when to release the software system in the market. With the growing need to deliver quality software, the critical assessment of reliability, cost of testing and release time strategy is requisite for project managers. This study seeks to examine the reliability of the software system by proposing a generalized testing coverage-based software reliability growth model (SRGM) that incorporates the effect of testing efforts and change point. Moreover, the strategic software time-to-market policy based on costreliability criteria is suggested.
Design/methodology/approach
The fault detection process is modeled as a composite function of testing coverage, testing efforts and the continuation time of the testing process. Also, to assimilate factual scenarios, the current research exhibits the influence of software users refer as reporters in the fault detection process. Thus, this study models the reliability growth phenomenon by integrating the number of reporters and the number of instructions executed in the field environment. Besides, it is presumed that the managers release the software early to capture maximum market share and continue the testing process for an added period in the user environment. The multiattribute utility theory (MAUT) is applied to solve the optimization model with release time and testing termination time as two decision variables.
Findings
The practical applicability and performance of the proposed methodology are demonstrated through real-life software failure data. The findings of the empirical analysis have shown the superiority of the present study as compared to conventional approaches.
Originality/value
This study is the first attempt to assimilate testing coverage phenomenon in joint optimization of software time to market and testing duration.

Abstract
This chapter aims to investigate and interpret China’s educational aid by analyzing its history, philosophies, and practices in Africa. The study is based on review and analysis of governmental documents, reports, academic papers, and news by Chinese and foreign scholars on China’s aid, particularly educational aid to Africa. The analysis unveils three transformations of China’s aid “from pro-ideology to de-ideology,” “from single area to multiple areas,” and “from pragmatic economy driven to sustainable and humane economy focused” in Africa. Meanwhile, it indicates a continuity of the philosophy of solidarity, morality, and reciprocity in China’s South-South cooperation with African educational development.
The analysis also shows China’s educational aid does not match well with the framework of the Western donors. China, under the FOCAC framework, is devoted to higher education cooperation, human resources training program, scholarship, and Chinese language education with African partners. With the growth of its economic and political influence, China will play multiple roles as the biggest developing country and as an active promoter and provider for South-South cooperation in the negotiation and construction of the post-2015 agenda. Nevertheless, we assume China will keep a pragmatic higher education cooperation with its developing country partners to inclusively link it with business, technology transfer, and people-to-people exchange.
This study delivers a comprehensive review and analysis of paradigm shift, philosophy, mechanism, and practice of China’s educational aid to Africa to fill up the literature gap in this field. It also timely presents China’s stance toward discussion on the post-2015 agenda.

Abstract
Purpose
Snake-inspired robots are of great significance in many fields because of their great adaptability to the environment. This paper aims to systematically illustrate the research progress of snake-inspired robots according to their application environments. It classifies snake-inspired robots according to the numbers of degrees of freedom in each joint and briefly describes the modeling and control of snake-inspired robots. Finally, the application fields and future development trends of snake-inspired robots are analyzed and discussed.
Design/methodology/approach
This paper summarizes the research progress of snake-inspired robots and clarifies the requirements of snake-inspired robots for self-adaptive environments and multi-functional tasks. By equipping various sensors and tool modules, snake-inspired robots are developed from fixed-point operation in a single environment to autonomous operation in an amphibious environment. Finally, it is pointed out that snake-inspired robots will be developed in terms of rigid and flexible deformable structure, long endurance and multi-function and intelligent autonomous control.
Findings
Inspired by the modular and reconfigurable concepts of biological snakes, snake-inspired robots are well adapted to unknown and changing environments. Therefore, snake-inspired robots will be widely used in industrial, military, medical, post-disaster search and rescue applications. Snake-inspired robots have become a hot research topic in the field of bionic robots.
Originality/value
This paper summarizes the research status of snake-inspired robots, which facilitates the reader to be a comprehensive and systematic understanding of the research progress of snake-inspired robots. This helps the reader to gain inspiration from biological perspectives.

Abstract
Purpose
The study assesses the significance of environmental uncertainty and its effects on fishing strategies of small-scale fishermen in Ende, Flores, Indonesia. Periodic environmental cycles such as the moon phase can have important effects on fishing strategies by regulating the behavior of stocks and tides. Traditional lunar calendars are used by subsistence fishermen to decide when and where to go fishing. Environmental uncertainty, specifically unprecedented changes in oceanographic and atmospheric conditions, is threatening the predictability of traditional systems of ecological knowledge.
Methodology/approach
Methods included ethnographic and observational techniques. Interviews (n = 58) and surveys (n = 132) are qualitatively and quantitatively analyzed. A combination of standard statistical tests, multilevel models, and cluster analysis is applied to long-term repeated observations of fishing events (n = 2,633).
Findings
Endenese fishermen emphasized the importance of the traditional lunar calendar to allocate their effort in interviews and surveys. This belief does not coincide with observed behavior. Contrary to expectations from the traditional calendar, the lowest probability of fishing happens in the intermediate phases, with fishing also occurring during the full moon. Differences between individuals play an important role in explaining variability in returns. Finally, based on the consideration of variability, three different fishing strategies are identified that suggest an effect of environmental uncertainty in effort regulation.
Research implications
The paper underlines the importance of studies of variability to identify behavioral flexibility and adaptation. Results emphasize the value of considering individual traits in the analysis of subsistence practices.

This paper reports on the development of a repulsive type magnetic bearing system and the importance of permanent magnet (PM) configuration on the attenuation of radial disturbance. A new configuration of the permanent magnet of the bearing system resulting in improved stiffness characteristics in the radial direction has been described. Prototype models have been designed and developed in our laboratory and experiments carried out.
