Describes the development of major hazard controls, first domestically in the UK and more recently in the European Community. Traces UK developments are traced from the early concerns of the 1960s, the Flixborough disaster and the work of the Advisory Committee on Major Hazards on which the current philosophy for controlling major hazards is based. Describes in detail the evolution of European Community legislation from the Seveso Directive to the proposed new Directive for the control of major accident hazards (COMAH). The proposed COMAH Directive will be considered in the CEC′s Environment Working Group and Environment Council over the coming months. If these negotiations are successful in reaching common position by the end of 1994, the new Directive is likely to be adopted by the Council of Ministers in 1995. The UK will have to implement the new Directive within 18 months of its adoption.

Man has been seeking an ideal existence for a very long time. In this existence, justice, love, and peace are no longer words, but actual experiences. How ever, with the American preemptive invasion and occupation of Afghanistan and Iraq and the subsequent prisoner abuse, such an existence seems to be farther and farther away from reality. The purpose of this work is to stop this dangerous trend by promoting justice, love, and peace through a change of the paradigm that is inconsistent with justice, love, and peace. The strong paradigm that created the strong nation like the U.S. and the strong man like George W. Bush have been the culprit, rather than the contributor, of the above three universal ideals. Thus, rather than justice, love, and peace, the strong paradigm resulted in in justice, hatred, and violence. In order to remove these three and related evils, what the world needs in the beginning of the third millenium is the weak paradigm. Through the acceptance of the latter paradigm, the golden mean or middle paradigm can be formulated, which is a synergy of the weak and the strong paradigm. In order to understand properly the meaning of these paradigms, however, some digression appears necessary.

Genetic risk for depressive disorders is poorly understood despite consistent suggestions of a high heritable component. Most genetic studies have focused on risk associated with single variants, a strategy which has so far only yielded small (often non-replicable) risks for depressive disorders. In this paper we argue that more substantial risks are likely to emerge from genetic variants acting in synergy within and across larger neurobiological systems (polygenic risk factors). We show how knowledge of major integrated neurobiological systems provides a robust basis for defining and testing theoretically defensible polygenic risk factors. We do this by describing the architecture of the overall stress response. Maladaptation via impaired stress responsiveness is central to the aetiology of depression and anxiety and provides a framework for a systems biology approach to candidate gene selection. We propose principles for identifying genes and gene networks within the neurosystems involved in the stress response and for defining polygenic risk factors based on the neurobiology of stress-related behaviour. We conclude that knowledge of the neurobiology of the stress response system is likely to play a central role in future efforts to improve genetic prediction of depression and related disorders.

Outlines the underlying rationale for the North American Free Trade Agreement (NAFTA) between Canada, Mexico and the USA; and evaluates its impact from 1987 to 2000. Examines statistics on trade between the three countries and discusses changes in trade patterns and growth rates, providing a breakdown of US exports by state and industry. Shows an improved pattern and volume of trade, considers the impact on employment and admits that assessment of NAFTA’s costs and benefits is difficult. Sees Mexico as its main beneficiary so far, but predicts that this will change in the long run.

Outlines the increasing number of violent acts which take in place in the US workplace and lists the main areas of risk together with the main associated costs to business. Looks at the dilemma faced by employers in screening applicants and the lack of information through bare references together with the liability/negligence potential if incidents occur. Lists measures which can be implemented to reduce risk, e.g. less cash, alarms and good lighting. Concludes that the trend towards more violence seems likely to continue and that employers must balance their obligations to ensure a safe environment with restrictions which limit their ability to weed out those with violent tendencies.

Our economies are rapidly evolving toward being primarily service-driven, with information and communication as fundamental drivers for the service deployment. Strategic choices are increasingly driven by other parameters than the traditional goods-driven industrial type of economies. In this paper, the major drivers for making strategic choices in a competitive service economy are examined. It is shown how the competition in services based on information and communication technology (ICT) is competence-based. Competition aims at bringing additional value through services, but may also deploy specific techniques to stop value from leaking in particular business processes. Value creation and prevention of value leaks cannot just rely on the traditional material-based techniques, which are grounded in the strong tangible nature of the traditional economies. Today ICT-based services involve creative combinations of technologies, resources, and assets to answer as well as anticipate the growing demand for flexible solutions that create sustained added value. In this paper, the particular role of imperfections in service systems is explored, extending the well-known theories of information imperfections. Imperfections are not always solved but are sometimes even maintained in favor of sustained competitive advantage. Various ways to realize service rent are discussed with extensive examples. The concluding part of the paper points to some crucial service configuration issues, including the need for a sufficient degree of corporate-wide standardized service components and interfaces to address the growing demand for agility in competence-driven markets.
