Abstract
Purpose
This paper aims to report findings of a service evaluation using a human rights-based approach in the training and education of staff in palliative settings.
Design/methodology/approach
A non-randomly sampled, uncontrolled, pre- and post-test design. Data was collected at three points over a six-month period during the period April 2017 to September 2019. As a service evaluation no ethical approval was required. Consent was implied by self-completion and submission of questionnaires. In total, 1,402 people attended the training, 480 completed pre- and post-training questionnaires (146 completed the questionnaire at six months), with 86 completing a questionnaire at all three data collection points.
Findings
Findings show increased levels of self-reported knowledge and confidence at two weeks and six months post-training. Implementing human rights in the workplace is complex. Difficulties maintaining knowledge and keeping up to date with changes in legislation and traditional ways of working were cited as barriers to service users’ human rights.
Research limitations/implications
More evaluation is required to ensure the positive elements in this evaluation can be applied more widely.
Practical implications
Human rights education has a contribution to make in supporting staff to manage the challenges involved. It may also increase the complexity of decision-making. Training needs to incorporate systems wide approaches and its benefits measured.
Social implications
The aim was to provide staff with the knowledge to make objective and proportionate decisions about personalised care. The assumption was this would help improve the experience of end of life care.
Originality/value
This is the first evaluation in the UK that we are aware of that has examined the impact of human rights education on end of life care.

Abstract
Three hundred and sixty‐seven members of the general public were interviewed in Surrey and Greater London in an attempt to ascertain whether they employed the representativeness heuristic when interpreting the corporate personas of UK building societies and banks. The representativeness heuristic is a simple decision‐making rule whereby an individual draws inferences about an organisation according to how closely it is perceived to resemble other organisations regarded as typical of a particular group (‘banks’ for example). It emerged that many respondents did indeed apply the representativeness heuristic in this context, resulting in their ignoring or paying little attention to a specific item of objectively useful information. The findings of previous research which concluded that building societies have ‘warmer’ and friendlier images than conventional banks are generally supported. An important observation was that building societies which in recent years have converted themselves into banking PLCs are still regarded by large numbers of people as possessing the same image attributes as unconverted building societies.

Shoppers leaving four supermarket outlets (two in one of London’s most prosperous boroughs and two in London’s poorest) were questioned about their attitudes towards having to wait in queues, including express checkout lines. The list of interview questions incorporated items designed to assess whether customers possessed Type A or Type B personality traits. It emerged that although Type A inclination did help explain certain shoppers’ perspectives on waiting‐in‐line, customers’ locations in either a rich or a poor neighbourhood and their subjective evaluations of whether their families were better‐off or worse‐off than other families in the area were more influential as determinants of attitudes concerning queues.

Abstract
This study explored the processes and influences that helped determine the promotional imagery employed by a number of urban regeneration partnerships in London and New York. Although the degrees of ethnic and cultural diversity in the districts considered were broadly comparable, such diversity was given greater prominence in New York than in London. Partnerships that depended heavily on wider governmental economic development agencies selected promotional imagery that focused solely on attracting business investment, without mention of the ethnic/cultural heterogeneity of the area concerned. Marketing was seen as an important and valuable activity, but was generally regarded as an operational rather than a strategic function.

Abstract
Headteachers in Greater London’s 401 state‐funded secondary schools were sent a questionnaire designed to relate their personal characteristics to, inter alia, their attitudes towards educational sponsorship, the levels of their schools’ marketing orientation, the demand for commercial sponsorship of school activities, and whether their schools possessed formal policies in connection with external sponsorship. In line with earlier research in the educational management area, the major personal characteristics examined (in addition to age, length of service, etc.) related to the individual headteacher’s management style; specifically whether he or she was particularly autocratic, consultative, democratic or innovative. Responses to the questionnaire were factor analysed and tested for construct reliability. A stepwise regression procedure was then applied to assess the influences of various sets of variables on attitudes and behaviour. The results indicated that within Greater London the commercial sponsorship of schools is widespread and expanding. Extreme democrats were less likely to desire large amounts of additional sponsorship for their schools than were autocrats. Schools located in prosperous areas were far more proactive in their approaches to sponsorship and employed headteachers with more positive attitudes towards marketing and sponsorship than schools in poorer neighbourhoods.

Abstract
Earliest localism was sited on a tree or hill or ford, crossroads or whenceways, where people assembled to talk, (Sax. witan), or trade, (Sax. staple), in eggs, fowl, fish or faggots. From such primitive beginnings many a great city has grown. Settlements and society brought changes; appointed headmen and officials, a cloak of legality, uplifted hands holding “men to witness”. Institutions tend to decay and many of these early forms passed away, but not the principle vital to the system. The parish an ecclesiastical institution, had no place until Saxons, originally heathens, became Christians and time came when Church, cottage and inn filled the lives of men, a state of localism in affairs which endured for centuries. The feudal system decayed and the vestry became the seat of local government. The novels of Thomas Hardy—and English literature boasts of no finer descriptions of life as it once was—depict this authority and the awe in which his smocked countrymen stood of “the vicar in his vestry”. The plague freed serfs and bondsmen, but events, such as the Poor Law of 1601, if anything, revived the parish as the organ of local government, but gradually secular and ecclesiastical aspects were divided and the great population explosion of the eighteenth century created necessity for subdivision of areas, which continued to serve the principle of localism however. The ballot box completed the eclipse of Church; it changed concepts of localism but not its importance in government.
