So, no Lightbulb Joke or Dan Quayle home pages (which we have unearthed in the course of our researches), but in this and future columns we plan simply to list matters of interest that have come to our attention recently and which will be helpful to the electronic librarian.

When I was an undergraduate studying computer science in the early '80s I would often find myself at the public terminals in the campus computing center. At about 3am the green phosphor in those terminals would get awfully blurry, as would my programming.

Abstract
This article discusses downloading from OPACs in general and from the INNOPAC system in particular. It begins by setting out a brief philosophy of downloading, providing an introduction to OPAC downloading. It then discusses the practice of OPAC downloading with particular emphasis on tools for capturing and “postprocessing” downloaded flies. Technical and institutional constraints on downloading are addressed and an innovative program for overcoming some of these constraints is described in detail. The article concludes by considering various proposals for improving INNOPAC downloading capabilities.

Abstract
In spite of escalating efforts to curb abuse, fraud, and corruption in Congress, members of Congress persist in violating the norms, rules, and laws that aim to ensure they behave ethically. This chapter combines qualitative and quantitative analysis to describe congressional corruption in the modern era. Case studies illustrate consequential financial scandals while also differentiating four categories of corrupt financial practices.
Existing datasets on congressional scandals span the time period from 1972 to 2010, and this chapter extends the dataset to 2018. The analysis next uses the dataset to answer important questions empirically. Which types of scandals occur more often? Have these scandals grown more common or less common over time? What are the consequences of financial scandals for representatives' careers as public servants?
