Abstract

Purpose

In the context of fears that the European information and communication technology (ICT) sector may be facing a period of crisis, this paper seeks to examine the changing role of national‐level policy initiatives to enhance the competitiveness of European ICT producers.

Design/methodology/approach

The article is based upon a study of 176 national programs that are aimed specifically or in substantial part at ICT producer goods. This supply‐side focus provides a counterpoint to studies that concentrate on demand stimulation and aggregation measures, which generally make up a much larger share of national policy programs. A comparative analytical framework is used that takes account of the different composition and structure of the ICT industries in the EU member states.

Findings

The key findings are that technology development programs continue to dominate but that the emphasis is shifting from ICT producer goods as such to the application and coordination of ICT products and services across a wide range of industry contexts. This process takes different directions depending upon national political and administrative structures and historical national attitudes to industry policy.

Originality/value

The article gives evidence about sector specific strategies for supporting the competitiveness of the ICT sector and forms the basis for the identification of best practice examples.

Abstract

In 1899 the medical practitioners of Dublin were confronted with an outbreak of a peculiar and obscure illness, characterised by symptoms which were very unusual. For want of a better explanation, the disorder, which seemed to be epidemic, was explained by the simple expedient of finding a name for it. It was labelled as “beri‐beri,” a tropical disease with very much the same clinical and pathological features as those observed at Dublin. Papers were read before certain societies, and then as the cases gradually diminished in number, the subject lost interest and was dropped.

Abstract

Purpose

This study aims to highlight the potential of digitised historic newspapers.

Design/methodology/approach

This paper is a review of digitised historic newspapers as a primary source for marketing historians. It provides a survey of what is available internationally free of charge to the user. It also includes examples of the use of digitised historic newspapers drawn from the author’s own research.

Findings

The paper reveals the huge potential for marketing historians of what is now available in a growing number of countries across the world. Much of this material is available free of charge to researchers with a connection to the internet.

Originality/value

To the best of the author’s knowledge, this is the first paper to explore digitised historic newspapers as a primary source for marketing historians.

Abstract

The institution of an annual series devoted to current and ongoing research in economics and business should be considered one of the notable developments during the period under review. Long standing need for such a reference not withstanding, there has been until this year no systematic attempt to organize a continuing series which concentrated on selected areas of ongoing research, especially adapted to the Jahrbucher format. By facilitating the publication of research papers which are longer than the conventional journal‐length article yet shorter than a monograph, publishing outlets available to scholars in the field have been infinitely expanded. Two years ago, the Royal Economic Society and the Social Science Research Council of Great Britain, developed an experimental series, published by Macmillan, entitled Surveys of Applied Economics. The JAI Press, Greenwich, Conn., has now come out with an annual series, which is expected to fill the gaps in at least seventeen areas of economic theory and business. Abstract

IN order to be able to discriminate with certainty between butter and such margarine as is sold in England, it is necessary to carry out two or three elaborate and delicate chemical processes. But there has always been a craving by the public for some simple method of determining the genuineness of butter by means of which the necessary trouble could be dispensed with. It has been suggested that such easy detection would be possible if all margarine bought and sold in England were to be manufactured with some distinctive colouring added—light‐blue, for instance—or were to contain a small amount of phenolphthalein, so that the addition of a drop of a solution of caustic potash to a suspected sample would cause it to become pink if it were margarine, while nothing would occur if it were genuine butter. These methods, which have been put forward seriously, will be found on consideration to be unnecessary, and, indeed, absurd.

Abstract

Purpose

The purpose of this paper is to explore the development of marketing practice in Britain from the ancient to the early twentieth century. It builds upon the author’s chapter in the 2016 Routledge Companion to the History of Marketing.

Design/methodology/approach

This paper is based on a review of secondary history and archaeology literature supplemented by digitised historic newspaper and magazine advertising. The literature is frameworked using a modified version of Fullerton’s 1988 periodization which has been extended to include the medieval and Roman eras.

Findings

One of the significant findings of this paper is the key role the state has played in the development of marketing practice in Britain, the construction of pavements being a good example.

Originality/value

Apart from Nevett’s 1982 history of British advertising and the author’s Routledge Companion to the History of Marketing chapter, this is the first survey of the historical development of British marketing practice. It assembles and presents in a useful way important information. This paper will be of interest to marketing historians, especially students and researchers new to the subject.

Abstract

Considerable progress has been made in connection with the scientific survey now being undertaken as a preliminary to the consideration of improved methods of treatment and prevention of the ever increasing menace of grain pests, of which there are some seventy varieties. The survey is being made by the Stored Products Laboratory, of the Imperial College of Science and Technology, under the direction of the Department of Scientific and Industrial Research, and is being conducted by Professor Munro, assisted by a staff of experienced entomologists. At the commencement of the survey a research committee was appointed under the chairmanship of Dr. E. J. Butler, C.M.G., C.I.E., the Secretary of the Agricultural Research Council, to supervise the survey, consider its results, and report to the Department. Membership of the Research Committee includes, in addition to representation from Government Departments, Mr. W. P. Henderson, the Chief Chemist of the L.M.S. Railway, and Mr. W. McAuley Gracie, M.B.E., M.Inst.T., Chairman of the Standing Conference on Pest Infestation set up by the Department of Scientific and Industrial Research. At a recent meeting of the Research Committee, Professor Munro submitted a progress report dealing with the scientific survey, and on the convincing evidence contained in the report the Department of Scientific and Industrial Research sought the opinion of the Standing Conference on Pest Infestation as to whether consideration of control and remedial measures should be undertaken forthwith. The Standing Conference, whose membership comprises representatives of Government Departments, trading authorities and associations, including the Ministry of Agriculture, the four main line railway companies, the Port of London Authority, the Association of Master Lightermen and Barge Owners, the Research Association of British Flour Millers, the National Federation of Corn Trade Associations, the National Association of Corn and Agricultural Merchants, the National Farmers' Union, the Brewers' Society and the Maltsters' Association, took unanimous resolutions desiring the Department to secure immediate consideration of control and remedial action appropriate to the varying circumstances, and to extend the constitution of the Conference to bring into contributing membership interests outside the grain trade, but who are concerned with other produce susceptible to pest infestation, inasmuch as they would derive benefit from this stage of the work. The Chairman was authorised to negotiate with the Department accordingly and standing orders were suspended to enable him to admit into membership such bodies as furnished the requisite proof of interest. The Conference also urged that the Department of Scientific and Industrial Research should consult immediately with other appropriate public departments to secure adequate arrangements being made for the complete treatment of the problems of prevention and cure. The cost of such treatment, however, has to be met largely by industrial contributions, but it is understood that there is indication that generous contribution may be made from public funds towards the cost of the immediate remedial stage, providing that substantial industrial financial backing is forthcoming. Promises of further financial support have already been secured, but more money is required before negotiation can be entered into with the Department to obtain help from public funds. The co‐operation of all industrial organisations faced with the problem of infestation, by taking up contributory membership to support the conference in its national work, is urgently required. The problems of infestation can only be successfully combated if the complete co‐operation of all sections of industry in any way affected is secured.
