Abstract

Purpose

This paper examines what facilitates the swift reconfiguration of freight movements across transport modes in the wake of a major disaster.

Design/methodology/approach

A qualitative research approach focussing on the New Zealand (NZ) domestic freight transport operations in the wake of the 2016 Kaikōura earthquake is used with data collected through 19 interviews with 27 informants. The interviews are thematically analysed by using the framework method.

Findings

The paper provides rich and detailed descriptions of the ability of a freight transport system to recover from a disaster through rapid modal shifts. This paper identifies nine factors enabling modular transport operations and highlights the critical role of physical, digital, operational and inter-organisational interconnectivity in the aftermath of a disaster.

Originality/value

Although the management of freight disruptions has become a prevalent topic not only in industry and policy-making circles, but also in the academic literature, qualitative research focussing on the ability of commercial freight systems to adapt and recover from a disaster through rapid modal shifts is limited. This qualitative study sheds light on the mechanisms underlying the continuity of freight operations in the wake of a disaster and provides a comprehensive understanding of modular transport operations and the ability of freight systems to keep goods moving.

Abstract

The Professors of the Imperial College of Science and Technology have addressed to Lord Crewe, the Chairman of the Governors of the College, a memorial urging the necessity of the encouragement of science and of research. In commenting upon this document the Journal of Chemical Technology observes that “a satisfactory feature of the memorial is the recognition on the part of the signatories that scientific education should be on broad lines.” “We have always contended that an indispensable preliminary to a professional career should be a thoroughly sound general education. Whether or not the study of science is the best kind of study may be a debatable point, but it is certain that exclusive attention to science is thoroughly bad. A man's mind is narrow when he is unable to recognise the importance of things outside his own particular sphere of action, and it is precisely this state of mind that the exclusive study of science tends to produce. It is, therefore, the more necessary, in seeking to secure greater attention to scientific studies in the reform of our educational system, to take care that nothing be done which may curtail the period required for the acquisition of general knowledge. It is far better to delay than to hasten specialisation. A step in the right direction has been made when scientific men themselves state that they do not believe that “an education which includes good teaching of science need be a narrow education,” but we wish that this opinion had been positively rather than negatively expressed. The memorial refers to the “lethargy, misconception, and ignorance” of the public regarding national education. It is pertinent here to remark that when anything goes wrong and no particular individual or individuals can be held to be, or will acknowledge themselves to be, responsible, the “public” is blamed; the public being everybody with the exception of the denunciator and his friends. In the present instance the fault is not, even for the greater part, with the people. They are, naturally enough, interested in education only in so far as it is expressed in terms of school and college accounts and of wage‐earning capacity. Of the bearing that improvement in education and the advancement of physical science has on the welfare of the community the average man knows little and cares less. He has to be educated in the value of education. He is not, and probably never will be, interested in education as an abstract good. What interest he has in it is purely utilitarian. If he sees that the knowledge which he himself does not possess carries with it but doubtful prospects for the future, poor remuneration in the present and a social position little better than his own, he is unlikely to be impressed with the value of education. The fact is that there is a lamentable want of opportunity for the intellectual classes in this country and until this state of things is remedied the public will continue to display—and with every justification — “lethargy, misconception, and ignorance” in respect to national education.

Abstract

The High Court judgments in the two appeal cases relating to the sale of cream containing boric acid will be read with considerable satisfaction by those who consider that the protection of the health of the people is a matter of greater importance than the protection of the interests of a trade. In one case the Westminster City Council appealed against the decision of a Metropolitan Police magistrate who had dismissed a summons taken out by the Council under the third Section of the Act of 1875 for the sale of “preserved cream” containing 23·8 grains of boric acid per pound, and in the other the vendors of a sample of “preserved cream” containing 19·7 grains of boric acid per pound, appealed against their conviction under the same Section of the Act by the Kensington justices. In the first case the appeal was allowed and the case was remitted to the magistrate with a direction to convict; and in the second the appeal was dismissed, the Divisional Court, consisting of Justices Ridley, Bray and Avory being unanimous in both cases.

Abstract

The introduction of roller‐milling rendered it possible to utilise any variety of wheat, since the grain in this process is not subjected to severe attrition, and pulverisation of the bran is avoided as far as possible. In roller‐milling the wheat grain is reduced to flour in gradual stages (gradual reduction process), during which the offal is continually removed by sifting and by the use of air currents. In this way a more complete removal of branny and other undesired particles can be effected, and a greater yield of highly refined flour can be obtained than in stone‐milling.

Abstract

People who have yet failed to realize how serious the food situation may become are inclined to criticize the multiplication of Orders and appeals, and in some cases to contest their wisdom. Mistakes may have been made or fresh conditions may have arisen to make less urgent some particular restriction, but generally the position has grown more critical in recent weeks, and instead of looking for any relaxation of the regulations now in operation the public should be prepared for still more drastic orders. No one as a result of the restrictions on food consumption yet introduced has suffered anything more than inconvenience arising out of interference with established habits. There has been no hardship and no hunger. In Germany the rationing of bread began so long ago as January in 1915, and to‐day there is hardly an article of food which is not rationed. When the existing prohibitions, regulations, and appeals issued by LORD DEVONPORT are summarized it will be realized to how limited an extent they have disturbed the character or the quantity of the food which may be consumed without exceeding the directions of the Food Controller. Abstract

In a recent article published in The Times and referring in particular to the wines of Australia and South Africa, Mr. D. F. Cranston observes that the United Kingdom offers abundant opportunities to the Australian wine‐growers if they are prepared to co‐operate and pursue a courageous policy. As regards soil and climate Australia is potentially a more prolific wine‐producing country than France. Britain is the only market the Australian growers can hope to cultivate on a sufficiently large scale, and their main difficulty here is that the British people naturally tend to regard wine as the exclusive property of France, Portugal, and Spain. The Australian growers do not dispel this impression by making use of European “titles of origin” for their labels. The fact is that Australian burgundy is being sold as a substitute for the French wine, and a substitute cannot hope to supersede the article it imitates. The Australian wine may partake of the burgundy characteristics, but it is also essentially Australian, and if it were sold under a distinctive title it would soon find a public of its own, and the growers would have no difficulty in placing their agencies here. Another point worth indicating is that the public here is essentially spirit‐drinking even in its wines. Port carries all before it to‐day; yesterday it was sherry, which now takes second place in the public's favour; and Madeira would also have had its day if only it could be produced in sufficient quantities. It is useless for the Australians to clamour for the “ port label.” The trade here, backed by the Anglo‐Portuguese Treaty, is too strong. But there would be a market in England for a distinctive Australian wine of the class mentioned. The falling franc and the rising cost of the French wines also makes the market more favourably disposed to the Australian growers. The consumption of Australian wines here has shown a substantial improvement on the past three years, though the total quantity sold over the last 12 months only amounted to 52,726 gallons. Imports have been heavier lately. Last year's Australian vintage was a record.

Abstract

The Medical Research Council's Committee has issued its Second Report on Hazards to Man of Nuclear and Allied Radiations. From time to time we report on the monitoring of foods for radioactive substances, mainly Strontium 90, by the laboratories of the Agricultural Research Council and a few local authorities. The “maximum permissible levels” of radiation for individuals to which these measurements are related are those contained in the Committee's First Report (1956). Since this much work has been done making increasing numbers of measurements. In particular, background radiation from natural sources has been measured in detail. This constitutes the largest dose of radiation to the ordinary population—an average annual doserate in millirads in the range of 85 to 106. In comparison, radiation from its increased use in modern life and also from radioactive fall‐out is extremely small. Medical radiological procedures, after a nation‐wide survey of hazards to patients, are not so important as was first believed, but nonetheless contribute a larger dose than any other source of man‐made radiation, approximately 19 millirads per annum. The Adrian Committee, which conducted the review of radiological practice, considered that the dose could be reduced to 6 mr., without curtailment of radiological services.
