Abstract
Unless we recognize what is unique about today's business environment, our best laid plans are almost sure to end in frustration, and perhaps failure. We're living in an unusual era, one in which the drama of rampant economic change is being performed under the subtle constraints of slow economic growth. Consider three fundamentals—people, jobs, and income. As you can see in Exhibit 1, all have been growing slowly in the 1980s as compared with prior decades. Yet, as I write this, the nightly news is announcing another economic milestone—U.S. consumers now have over 500 makes and models of VCRs to choose from. Exhibit 2 provides a picture of year‐to‐year changes as well as a five‐year moving average to demonstrate that the trend in U.S. growth rates is definitely downward, and that the variability above and below this trend has been increasing in the last decade.

President Bill Clinton has had many opponents and enemies, most of whom come from the political right wing. Clinton supporters contend that these opponents, throughout the Clinton presidency, systematically have sought to undermine this president with the goal of bringing down his presidency and running him out of office; and that they have sought non‐electoral means to remove him from office, including Travelgate, the death of Deputy White House Counsel Vincent Foster, the Filegate controversy, and the Monica Lewinsky matter. This bibliography identifies these and other means by presenting citations about these individuals and organizations that have opposed Clinton. The bibliography is divided into five sections: General; “The conspiracy stream of conspiracy commerce”, a White House‐produced “report” presenting its view of a right‐wing conspiracy against the Clinton presidency; Funding; Conservative organizations; and Publishing/media. Many of the annotations note the links among these key players.

Abstract
The papers collected in this volume celebrate the 40th anniversary of “A Garbage Can Model of Organizational Choice” – one of the most influential and sustained attempts to represent organizational decision-making processes in a way that accounts for generally recognized but hard to accept features of organizational life. In our overview of the volume we emphasize ways in which the garbage can model (GCM) differs from more generally accepted models of organizational decision making. We suggest that future progress in linking the GCM to specific empirical settings might be facilitated by attempts to model explicitly the interdependencies connecting participants, problems, solutions, and decision opportunities in organizations. We discuss examples of current work in which this strategy is followed in a way that is consistent with the original spirit of the model. We present the overall organization of the volume and discuss how the various chapters contribute to the further development of organizational research inspired by ideas contained in the original GCM and in some of its more recent variants and critiques.

The Chemistry Online Retrieval Experiment (CORE), a five‐year R&D project, was one of the earliest attempts to make a substantial volume of the text and graphics from previously published scholarly journals available to end‐users in electronic form, across a computer network. Since CORE dealt with material that had already gone through traditional print publication, its emphasis was on the process (and limitations) of conversion, the optimization of presentation, and use of the converted contents for readers. This article focuses on the user response to the system.
