Abstract
Purpose
The purpose of this paper is to argue that police research has reached a level of acceptance such that executive management has an ethical obligation to their communities to use evidence-based practices.
Design/methodology/approach
Using an Evidence-Based Medicine (EBM) framework the authors apply an ethical-based decision-making model to policing decisions. EBM does not allow physicians to ignore research when giving guidance to patients. The authors compare the two professional approaches to decision making and argue policing has reached a level of research that if ignored, just like medicine, should be considered unethical. Police interventions can potentially be harmful. Rather than do no harm, the authors argue that police managers should implement practices that are the least harmful based on the current research.
Findings
The authors found policing has a substantial amount of research showing what works, what does not, and what looks promising to allow police executives to make decisions based on evidence rather than tradition, culture, or best practice. There is a deep enough fund of knowledge to enable law enforcement leadership to evaluate policies on how well the policies and procedures they enforce prevent crime with a minimum of harm to the communities they are sworn to protect and serve.
Originality/value
Policing has yet to view community interventions as potentially harmful. Realigning police ethics from a lying, cheating, stealing, lens to a “doing the least harm” lens can alter the practitioner’s view of why evidence-based policing is important. Viewing executive decision from an evidence-based ethical platform is the future of evaluating police executive decisions.

Abstract
Purpose
More than a half a dozen published studies have observed the effect of body-worn cameras (BWCs) on complaints against the police. Nearly all, with varying degrees of methodological sophistication, tell a similar story: a strong reduction in complaints filed against the police once BWCs are in use. However, the entirety of the published evidence comes from English speaking countries, limited to the USA and the UK, and is restricted to the effects of BWCs on response policing. The purpose of this paper is to extend this body of research to Latin America, and to specialized policing jobs.
Design/methodology/approach
The authors measured the consequence of equipping traffic police officers with BWCs in five out of the 19 traffic police departments in Uruguay (n=208), and compared these settings to both the pre-test figures as well as to the non-treatment departments. Interrupted time-series analyses and repeated measures of analysis were used for significance testing.
Findings
Statistically significant differences emerged between the before–after as well as the between–groups comparisons: complaints were five times higher in the comparison vs the treatment jurisdictions, and there were 86 percent fewer cases compared to the pre-treatment period.
Research limitations/implications
These outcomes suggest that the effect of BWCs on complaints is ubiquitous.
Practical implications
The findings indicate that BWCs provide an effective solution for reducing grievances against the police, which can potentially be a marker of increased accountability, transparency and legitimacy for the Latin American law enforcement departments.
Originality/value
This study is an extension of findings on BWCs to non-English-speaking police departments, with a focus on specialized policing rather than patrol policing.

Abstract
Purpose
The authors evaluated the impact of an anti-bias training intervention for improving police behavior during interactions with community members and public perceptions of discrimination.
Design/methodology/approach
Fifty patrol officers from a diverse municipal agency were randomly selected to participate in an anti-bias intervention. Before and after the intervention, a random selection of Body Worn Camera (BWC) videos from the intervention group as well as from a control group of officers was coded using a validated tool for coding police “performance” during interactions with the public. Discrimination-based community member complaints were also collected before and after the intervention for treatment and control group officers.
Findings
The treatment group had a small but significant increase in performance scores compared to control group officers, F = 4.736, p = 0.009, R2ß < 0.01. They also had a small but significantly reduced number of discrimination-based complaints compared to control group officers, F = 3.042, p = 0.049, p2 = 0.015. These results suggest that anti-bias training could have an impact on officer behaviors during interactions with public and perceptions of discrimination.
Originality/value
Although these results are from a single municipal police department, this is the first study to suggest that anti-bias trainings may have a positive behavioral impact on police officers as well as the first to illustrate the potential for their impact on community members' perceptions of biased treatment by officers.

Abstract
Purpose
The purpose of this paper is to evaluate an experiment to improve residents’ opinions of the police in Portland, Oregon. Officers conducted community engagement patrols (CEPs) in 60 high-crime areas. The CEPs prioritized non-investigative contacts with community members to build trust and promote positive police–community interactions in designated high-crime locations. It is hypothesized that community members living in/near intervention sites would report greater exposure to officers, more positive interactions and feel more positively about police than residents in control areas.
Design/methodology/approach
In total, 90 crime hot spots were identified using crime reports and calls for service. Locations were randomized into three groups: 2 CEPs/day (n=30), 4 CEPs/day (n=30), and control (i.e. no supplemental patrols, n=30). Officers were dispatched to treatment locations via the computer-aided dispatch system for 90 consecutive days, resulting in 16,200 scheduled CEPs. Surveys were mailed to 11,760 households immediately after the intervention ended and 1,537 were returned (13.1 percent).
Findings
Residents from intervention areas reported a higher number of positive police contacts, whereas contacts that residents perceived as negative did not differ between the three conditions. Community attitudes, including perceived police legitimacy, were generally unaffected by CEP dosage.
Originality/value
This paper documents the outcomes of a large-scale field experiment seeking to improve public attitudes toward police using directed CEPs in crime hot spots. Whereas the intervention succeeded in providing more opportunities for positive contact with police, attitude change may necessitate longer-term strategies.

Abstract
Purpose
The objective is to extend the concept of purse parties introduced by Gosline (2009) and to explore the phenomenon of counterfeit consumption through the in-home “purse parties” channel. The authors seek to reveal themes from the depth interviews and build a consumer typology reflecting attitudes toward purse parties and counterfeit luxury products.
Method/approach
The method is a qualitative phenomenological approach. Authors assessed attitudes toward purse party attendance and counterfeit goods – along with any subsequent behavioral intentions or behaviors. Authors addressed the objective using depth interviews among 28 women.
Findings
Findings included five emerging themes: distinctness of in-home consumption settings, obligatory attendance, social engagement, curiosity, and disregard for legalities of counterfeit consumption/disdain for purse parties.
Research limitations
The sample primarily consists of female colleges students and is not representative of all consumers. Due to social desirability bias and the controversial nature of counterfeit consumption, informants may have struggled to provide honest responses.
Social implications
Research implications suggest potential increases in purse party events and consumption due to informant’s blatant disregard for the legalities of the practice, and interests in social engagement, intimacy (exclusivity), and curiosity.
Originality/value
The main contribution is a typology representing four types of purse party consumers: loyal, curious/social, skeptic, and disengaged. This proposed typology stems from the aforementioned themes uncovered. Further, authors identify the social implications of in-home purse parties and underscore the significance of an under-investigated purchase channel.

Abstract
Purpose
This paper aims to provide concrete best practices to frontlines young adult and teen librarians for building positive, effective and welcoming relationships with young adults with disabilities at the library. The scope of this paper will include customer service strategies for working with young adults with disabilities. It will also feature strategies for making existing teen programming more accessible to young adults with disabilities.
Design/methodology/approach
By using the author’s professional library experience and citing other published works, this paper will present customer service strategies for librarians and library staff. It will share strategies for leading programs for and with teens with disabilities and will also address working with parents and caregivers of teens with disabilities.
Findings
This paper recommends specific strategies, so teen librarians are better equipped to provide inclusive customer service to teens with disabilities in libraries. These strategies are as follows: speak directly to the teen, consider communication and language, develop a rapport, respect their privacy, respect and encourage independence, think person-centered, invite their input, invite them to programs, be their advocate and give them permission to be teens. In addition, this paper shares various techniques for working with parents and caregivers, as developing positive relationships with parents is integral to cultivating positive relationships with teens.
Originality/value
Because of teen’s unique developmental, social and emotional needs, librarians require a specific set of competencies for positive engagement. Unless librarians have a background in accessibility or experience with someone with disabilities, they are inadequately prepared to address the needs of this population, specifically regarding customer service to teens with disabilities. This paper aims to build capacity of librarians by expanding knowledge and skills for working with teens with disabilities. As a result, librarians will be able to increase their competency and be equipped with concrete customer service tools. Librarians will be motivated to improve the accessibility of their libraries.

Abstract
This narrative will combine stories with poetry to convey our lived experiences as Black women who took different roads to academia, and serve in differently situated institutions, but who now face similar experiences. We write this narrative, not as generic advice to new academics. Rather, it is a transparent, honest missive from sisters to sisters. It is written from the perspectives of Black women and with Black women in mind. This may be particularly instructive to emerging scholars whose work centers the intersections of race, gender, and class. It provides a glimpse into our work as scholars, teachers, activists, and writers.
We base this work on central tenets of Black feminist thought. The core objectives of Black feminist thought are to clarify Black women's experiences and ideas through self-definition, to refute stereotypical depictions, to validate Black women's situated knowledge, and to resist marginalization that occurs as a result of our intersectional identities (Hill Collins, 2000). Our work as academics is informed by our identities as Black women, and these identities continue to be shaped by our work as academics. Last, our narrative examines how both mentorship from Black and non-Black academics, and sisterhood among Black women scholars, sustain and inspire the work to which we are committed.

Abstract
Books serve as important information resources and provide space for reflection and identity-building for many lesbian, gay, bisexual, transgender, and queer/questioning (LGBTQ+) people. Many in this community have experienced reduced feelings of isolation through engagement with the writings of others. Providing a safe space for such engagement is vital. Library and information science (LIS) professionals are in an optimal position to meet such needs, particularly when efforts are made to implement changes based on explicitly expressed concerns.
This chapter provides a case study of the LGBTQ Center of Durham, North Carolina, to illustrate how the organization is integrating the local LGBTQ+ community into its library by using the community’s own vocabulary and interests to inform the center’s practices and policies. The chapter also offers a guide to the locally responsive, LGBTQ+-specific classification system created for the LGBTQ Center of Durham’s library collection. This classification system was designed to represent library materials for its Durham and surrounding-area users in a useful, accessible, and respectful manner – a feat that the library committee did not feel could be accomplished using existing classification systems.
Building on the case study for applicability, the author makes recommendations for how LIS professionals who wish to better serve LGBTQ+ users can incorporate the community into their library and/or collection. The author provides additional suggestions for action, with varying levels of commitment, for library professionals and volunteers. Through resource development, training, collection development, and classification revision, libraries can more closely align their practices with the needs of users of all gender identities and sexual orientations.
