Abstract
A change in the value of one variable often provides information about related variables. This study examinesthe degree to which changes in the prime interest rates in the United States and Canada are associated. Utilizing a sample of 321 prime rate changes in the two countries through the 197 months ending in May 1991, our analysis shows that nominal rates are generally higher in Canada, changes are more frequent in the U.S., and the average number of days between changes is longer in Canada. These observations suggest that Canadian prime rate changes are stickier than U.S. changes. Evidence of along‐run equilibrium relation is found indicating that U.S. and Canadian rates do not drift too far apart.However, the U.S. rate was found to adjust faster than the rate in Canada. Finally, prime rate decreases in Canada follow U.S. decreases within fifteen days. Canadian borrowers with rates tied to the prime could, therefore,consider short‐term funds during the days immediately following a U.S. cut and then lock‐in a lower longer‐term rate once the Canadian prime rate falls.

Abstract
In 1997, the Securities and Exchange Commission (SEC) issued new disclosure rules in an amendment to Regulation S‐X. This release requires the disclosure of both qualitative and quantitative information about market risk by all companies registered with the SEC for annual periods ending after 15 June 1998. Larger companies, with market capitalizations in excess of $2.5 billion, banks, and thrifts were required to apply the regulation’s provisions for annual periods after 15 June 1997. This paper presents results of an analysis of the market risk disclosures by the Dow 30 companies for 1997. The provisions of the amendment requiring the disclosure of qualitative information about market risk by were generally followed by all of the companies contained in the DOW 30. Compliance with the other aspects of the amendment was mixed. These failures might be attributed to confusion over the provisions of the amendment. The results of this study indicate that further evidence is needed on the ability of companies to follow the provisions of the amendment.

Abstract
The digital technological revolution offers new ways for classrooms to operate and challenges the concept of whether brick and mortar schools should exist at all. At the same time, the changes to society as we move from a knowledge-based economy to an intelligent and innovation-based economy challenges us to reassess the purpose of education. This chapter investigates an overarching counterfactual question, “What if compulsory schooling was invented in the twenty-first century”? We used a foresight methodology, based on “anticipation,” to conceptualize possible models for a future system of compulsory schooling arising from an analysis of contemporary catalysts for remodeling. While anticipation does not predict the future, the concept is that when a current system and a model of a system interplay, they impact each other to change both the present as well as possible futures. The design principles of cities, such as Freiburg (Germany), Poundbury (England), and Christie Walk (Australia), which have been developed around the idea of ecologically sustainable and decentralized cities, are focused on approaches to living that can provide a springboard for exploring the impact of changing employment, economic, technological, and social change on future schooling models. Magnetic Resonance Imaging (MRI) has opened up a new field of study to investigate neuroscience, which can inform teaching practice. Postmodern and indigenous ways of thinking provide different insights about how schooling might be reconceptualized. Alternative models of future schooling are conceptualized about (i) the role of the learner and teacher, (ii) design of a school, and (iii) the purpose of compulsory schooling. For each area of remodeling, deviations to current practices as well as paradigm shifts are framed as part of scenario building. Related questions include: how schooling might be different if it had been created today for the first time? How might it better meet the needs of contemporary society? What aspects of schooling now might be lost if it was only invented in the twenty-first century? What are possible side effects from any change ideas as part of research practice? A vital aspect of this chapter is to explore the concept of learning as a general concept versus the more specific concept of schooling. We are at the precipice of a new vision of schooling based on a counterfactual way of thinking about the future of schooling as we have known it in the West.

The pattern of prosecutions forfood offences has changed very little in the past decade. Compositional offences have rarely exceeded 5 per cent and, since the 1967 batch of regulations for meat products, are mostly in respect of deficient meat content. Food hygiene offences have also remained steady, with no improvement to show for all the effort to change the monotony of repulsive detail. The two major causes of all legal proceedings, constituting about 90 per cent of all cases—the presence of foreign matter and sale of mouldy food—continue unchanged; and at about the same levels, viz. an average of 55 per cent of the total for foreign matter and 35 per cent for mouldy food. What is highly significant about this changed concept of food and drugs administration is that almost all prosecutions now arise from consumer complaint. The number for adulteration as revealed by official sampling and analysis and from direct inspectorial action is small in relation to the whole. A few mouldy food offences are included in prosecutions for infringements of the food hygiene regulations, but for most of the years for which statistics have been gathered by the BFJ and published annually, all prosecutions for the presence of foreign matter have come from consumer complaint. The extent to which food law administration is dependent upon this source is shown by the fact that 97 per cent of all prosecutions in 1971 for foreign bodies and mouldy food—579 and 340 respectively—resulted from complaints; and in 1972, 98 per cent of prosecutions resulted from the same source in respect of 597 for foreign matter and 341 for mouldy food. Dirty milk bottle cases in both years all arose from consumer complaint; 41 and 37 respectively.

The review of food consumption elsewhere in this issue shows the broad pattern of food supplies in this country; what and how much we eat. Dietary habits are different to what they were before the last War, but there have been few real changes since the end of that War. Because of supplies and prices, shifts within commodity groups have occurred, e.g. carcase meat, bread, milk, but overall, the range of foods commonly eaten has remained stable. The rise of “convenience foods” in the twenty‐five year since the War is seen as a change in household needs and the increasing employment of women in industry and commerce, rather than a change in foods eaten or in consumer preference. Supplies available for consumption have remained fairly steady throughout the period, but if the main food sources, energy and nutrient content of the diet have not changed, changes in detail have begun to appear and the broad pattern of food is not quite so markedly stable as of yore.

The author argues that we must stop and take a look at what our insistence on human labour as the basis of our society is doing to us, and begin to search for possible alternatives. We need the vision and the courage to aim for the highest level of technology attainable for the widest possible use in both industry and services. We need financial arrangements that will encourage people to invent themselves out of work. Our goal, the article argues, must be the reduction of human labour to the greatest extent possible, to free people for more enjoyable, creative, human activities.

In spite of its sub‐title, Heading and Canons is not so much a self‐contained treatise as a new instalment in the author's continuous exposition of his thought about cataloguing. Its main purpose is to examine, in the light of certain general principles, the rules for headings of author and title entries given in Cutter's Rules for a dictionary catalogue, the Prussian Instructions, the Vatican Rules, the ALA cataloging rules, and Ranganathan's own Classified catalogue code. But it incorporates also a fresh statement of the ‘canons of cataloguing’, first enumerated in his Theory of library catalogue (1938); a general discussion of cataloguing terminology; a summary of a pioneer study (undertaken for UNESCO) of Indian and other Asian names; and a demand—which will have the heartfelt sympathy of all cataloguers—for the standardization of the information given on title‐pages. Each section—and particularly the ingenious and suggestive treatment of the problem of Asian names—would justify a separate review. The book will be considered here as a contribution to the current re‐examination of cataloguing rules.

Abstract
Many destination marketers organise events to draw economic benefits over the short and long term. However, this chapter suggests that events can result in more than economic benefits, as they can be used to improve a destination’s branding and image. The authors explain how the organisation and implementation of successful events can enhance the destination’s attributes. They explore the consumer-based brand equity (CBBE) of the event and examine its relationship with other variables, including the destination’s image. Moreover, they maintain that music festivals can enhance the destination’s image and branding, particularly, when the visitors share their positive experiences with others. The authors make reference to two Portuguese events: NOS Primavera Sound event and NOS ALIVE. In conclusion, they imply that such music events are improving the brand equity among customers and adding value to the destination marketing of Portugal.
