Abstract
Purpose
The governance of the relationship between humans and the biophysical world has been based on a paradigm characterized by dualistic thinking and scientism. This has led to the Anthropocene. The purpose of this paper is to reframe human-biosphere governance in terms of “cyber-systemics”, a neologism that is useful, the authors argue, not only for breaking out of this dualistic paradigm in human-environmental governance but also of the dualism associated with the use of systems and cybernetics.
Design/methodology/approach
In this paper the authors draw on their own research praxis to exemplify how the intellectual lineages of cybernetics and systems have been mutually influencing their doings, and how new forms of governance practices that explore different framing choices might contribute to building innovative governance approaches attuned to the problematique of the Anthropocene, for instance through institutional designs for cyber-systemic governance.
Findings
The growing popularity of the Anthropocene as a particular framing for the circumstances, if it is to transformative and thus relevant demands informed critique if it is to help change the trajectory of human-life on earth. The authors offer arguments and a rationale for adopting a cyber-systemic perspective as a means to avoid the dangers in pursuing the current trajectory of our relationship with the biophysical world as, for example, climate change. The essay frames an invitation for a systemic inquiry into forms of governance more suited to the contemporary circumstances of humans in their relationships with the biophysical world.
Research limitations/implications
The research essay challenges many taken-for-granted epistemological assumptions within the cybernetics and systems intellectual communities. A case for radical change is mounted; the means to effect this change, other than through changes in discourse remain unclear though it is apparent that changes to praxis and institutional forms and arrangements will be central.
Practical implications
Cyber-systemic capabilities need to be developed; this requires investment and new institutions that are conducive to cyber-systemic understandings and praxis.
Originality/value
Understanding the global environmental crisis as an emergent outcome of current commitments to dualistic governance choices demands a reframing of much of what humans have done, re-investment in cyber-systemics offers a moral and practical response.

Abstract
Purpose
This paper was written for a special issue of Kybernetes devoted to cybernetics and design. It aims to focus on case studies that are both informed by cybernetic and systems thinking and constitute a form of second‐order design praxis.
Design/methodology/approach
The case studies exemplify reflective practice as well as reporting outcomes, in terms of new understandings, from an action research process.
Findings
The paper describes what was involved in course design, from a cybernetic perspective, to effect systemic environmental decision making as well as developing and enacting a model for doing systemic inquiry (SI), which enabled situation‐improving actions to be realised in a complex, organisational setting. The paper lays out the theoretical and ethical case for understanding first‐and second‐order designing as a duality rather than a dualism.
Research limitations/implications
There is a danger that readers from an alternative epistemological position will judge the paper in terms of knowledge claims relevant only to their own epistemological position.
Practical implications
The main outcomes suggested by this paper concern the possibility of transforming the current mainstream identity of educators, project managers and researchers to a position that offers more choices through both epistemological awareness (and pluralism) and the design of learning systems, including SI, as second‐order devices.
Originality/value
The case studies are based on both novel settings and theories in action; the concept of the learning systems as both a design and systemic practice as well as an epistemological device is novel. The paper is potentially of relevance to any practitioner wishing to use systems or cybernetic thinking. It is likely to be of particular relevance to education policy makers and public sector governance.

Abstract
Purpose
This paper seeks to scope the nature and form of practices, understandings and institutional arrangements that might contribute to the successful “design” and continuity of Communities of Practice (CoP) in a state government department in Australia. The study aims to provide research evidence to support the design and establishment of a CoP based on systems thinking within this department.
Design/methodology/approach
A total of 13 semi‐structured interviews were undertaken involving 14 informants. The interviewer also attended one CoP meeting. An emergent approach to research design was adopted with data analysis guided by previous studies on CoPs.
Findings
The research revealed the existence of six CoPs that were purposefully created internally by the department. Six “design” and practice considerations were suggested for practitioners aiming to create and sustain successful CoPs.
Research limitations/implications
Interview material was the only source of primary data and it was gathered from one organisation only – a state government department in Australia. Findings indicate that the role of the CoP coordinator is still not fully understood.
Practical implications
The results from this study can be used in re‐designing a systems thinking CoP to support systems thinking within the department. The study also revealed that purposefully designing CoPs is possible and useful for practitioners aiming to collaborate and share expertise across disciplinary and divisional boundaries.
Originality/value
This study provides some guidance for the purposeful design of CoPs, which has been under‐examined in the literature.

SEPTEMBER is the month when, Summer being irrevocably over, our minds turn to library activities for the winter. At the time of writing the international situation is however so uncertain that few have the power to concentrate on schemes or on any work other than that of the moment. There is an immediate placidity which may be deceptive, and this is superficial even so far as libraries are concerned. In almost every town members of library staffs are pledged to the hilt to various forms of national service—A.R.P. being the main occupation of senior men and Territorial and other military services occupying the younger. We know of librarians who have been ear‐marked as food‐controllers, fuel controllers, zone controllers of communication centres and one, grimly enough, is to be registrar of civilian deaths. Then every town is doing something to preserve its library treasures, we hope. In this connexion the valuable little ninepenny pamphlet issued by the British Museum on libraries and museums in war should be studied. In most libraries the destruction of the stock would not be disastrous in any extreme way. We do not deny that it would be rather costly in labour and time to build it up again. There would, however, be great loss if all the Local Collections were to disappear and if the accession books and catalogues were destroyed.

Abstract
Purpose
To clarify needs and requests of the young generation to the contemporary and future education on food systems, this paper aims to examine the following issues: students’ background knowledge, students’ behaviour as consumers and food citizenship, most interesting topics of SFS for students and students’ preferences and expectations in developing different skills, topics and preferences in teaching/learning methods.
Design/methodology/approach
This study was performed as an online-survey amongst eight European Universities in seven European Union (EU) countries to which 1,122 students responded. Data was analysed with descriptive and multivariate statistical analyses.
Findings
Taste and Health are the most important values and motives that influence students’ food buying and consumption decisions, but significant differences were found amongst students from different universities and countries. The most important topics for students for future teaching courses are “organic food”, “fair trade”, “organic agriculture” and most important skills to learn are “ability to make a judgement and justify decisions” and the “ability to create and innovate”. Excursions and field trips as teaching methods was given the highest ranks.
Research limitations/implications
Different study programmes and cultural backgrounds of the participating students in the different universities could be a limiting factor for the interpretation of some results.
Originality/value
These results provide a basis for improvement of higher education in the EU towards sustainable food systems based on experiential learning/teaching methods.

Abstract
This chapter begins by introducing trade unions: their purpose in representing members, different perspectives on the role and impact of trade unions and the opposition they face within the workplace. The chapter proceeds to discuss the role of, and particular challenges faced by, trade unions in the civil aviation industry. There follows a discussion of the role of women in civil aviation and both the crucial role played by women within trade unions and the role of trade unions in representing the interests of women. The chapter closes with a discussion of the role women might play in the revitalisation of the labour movement within the civil aviation industry.

Abstract
European air transport policy, emerged through the confluence of case law and legislation, in four broad areas: liberalization, safety and security, greening, and the external policy. Following the implementation of the single market for air transport, policy shifted to liberalizing and regulating associated services and in recent years to greening, the external aviation policy, and safety and security. Inclusion of air transport in the Environmental Trading Scheme of the European Union exemplifies the European Commission’s proactive stand on bringing the industry in line with emission reduction trajectories of other industries. However, the bid to include flights to third countries in the trading scheme pushed the EU into a controversial position, causing the Commission to halt implementation and to give ICAO time to seek a global multilateral agreement. The chapter also discusses how the nationality clauses in air services agreements breached the Treaty of Rome, and a court ruling to that effect enabled the EC to extend EU liberalization policies beyond the European Union, resulting in the Common Aviation Area with EU fringe countries and the Open Aviation Area with the USA. Another important area of progress was aviation safety, where the EU region is unsurpassed in the world, yet the Commission has pushed the boundary even further, by establishing the European Safety Agency to oversee the European Aviation Safety Management System. Another important area of regulatory development was aviation security, a major focus after the woeful events in 2001, but increasingly under industry scrutiny on costs and effectiveness. The chapter concludes by arguing that in the coming decade, the EU will strive to strengthen its position as a global countervailing power, symbolized in air transport by a leadership position in environmental policy and international market liberalization, exemplified in the EU’s external aviation policy.
