Abstract

The Westpac Group is heavily involved in the financial services industry, and in 1988 the total number of employees was in excess of 46,500. Although the industry is very much a people business, the recent advances in technology have cushioned the growth of staff numbers, while business volume has increased significantly. In this context, it could well be expected that Westpac could have to invest considerable sums in training. The article outlines the company′s approach and examines issues on the funding and organisation of employee training and development.

Abstract

Purpose

This paper explores the various challenges associated with policing cybercrime, arguing that a failure to improve law enforcement responses to cybercrime may negatively impact their institutional legitimacy as reliable first responders. Further, the paper makes preliminary links between cybercrime and the paradigm of evidence-based policing (EBP), providing suggestions on how the paradigm can assist, develop, and improve a myriad of factors associated with policing cybercrime.

Design/methodology/approach

Three examples of prominent cybercrime incidents will be explored under the lens of institutional theory: the cyberextortion of Amanda Todd; the hacking of Ashley Madison; and the 2013 Target data breach.

Findings

EBP approaches to cybercrime can improve the effectiveness of existing and future approaches to cybercrime training, recruitment, as well as officers' preparedness and awareness of cybercrime.

Research limitations/implications

Future research will benefit from determining what types of training work at the local, state/provincial, and federal level, as well as evaluating both current and new cybercrime policing programs and strategies.

Practical implications

EBP approaches to cybercrime have the potential to improve police responses to cybercrime calls for service, save police resources, improve police–public relations during calls for service, and improve police legitimacy.

Originality/value

This paper links cybercrime policing to the paradigm of EBP, highlighting the need for evaluating and implementing effective evidence-based approaches to policing cybercrime.

Abstract

Systems of care and evidence-based practice possess distinct histories. Though each developed out of attempts to improve services to youth with emotional and behavioral disorders, they did so from perspectives so different as to appear diametrically opposed. Service systems exist at multiple levels, including the practice, program, and system levels (Rosenblatt, 1988, 2005; Rosenblatt & Woodbridge, 2003). Research on health and mental health service systems similarly varies, often by level of the service system, with the research methods, independent and dependent variables, populations of interest, and ultimately the consumers of the research product interacting differentially in the creation and understanding of what constitutes a knowledge base for service delivery. Systems of care and, with limited exceptions, evidence-based practices exist at different levels of the service delivery structure, require and derive from different research approaches, and speak to overlapping but historically different audiences.

Abstract

This chapter contributes to efforts to improve the accuracy of estimating damages resulting from climate change. It examines potential hydrological impacts on California, and how the state might adapt. For a doubled-CO2 scenario, general circulation models coupled with California hydrological data predict increased winter precipitation and dryer summers, elevated snowlines with correspondingly reduced snowpack, shifts in seasonal peak runoff patterns, increased numbers and intensity of extreme weather events, increased evapotranspiration, and declining soil moisture. Adaptations by water managers could include de-emphasizing the role multi-purpose reservoirs play in flood control in order to enhance their water-storage capabilities, making firm long-term commitments to provide water to wetlands and other ecologically-sensitive areas, and increasing the management flexibility available to local water agencies through intraregional contracting and mergers. In its conclusion, the chapter notes that while the water sector is accustomed to adapting to climatic variation, adaptations may not be consistent with an integrated assessment model's least-cost path. A region's gain or loss of overall water supplies should be evaluated in the context of its ongoing reallocation of water among competing uses. And in order to capture an appropriate level of detail, the scale of impact studies needs to be reduced to the national or sub-national level.

Abstract

This review integrates and builds linkages among existing theoretical and empirical literature from across disciplines to further broaden our understanding of the relationship between inequality, imprisonment, and health for black men. The review examines the health impact of prisons through an ecological theoretical perspective to understand how factors at multiple levels of the social ecology interact with prisons to potentially contribute to deleterious health effects and the exacerbation of race/ethnic health disparities.

This review finds that there are documented health disparities between inmates and non-inmates, but the casual mechanisms explaining this relationship are not well-understood. Prisons may interact with other societal systems – such as the family (microsystem), education, and healthcare systems (meso/exosystems), and systems of racial oppression (macrosystem) – to influence individual and population health.

The review also finds that research needs to move the discussion of the race effects in health and crime/justice disparities beyond the mere documentation of such differences toward a better understanding of their causes and effects at the level of individuals, communities, and other social ecologies.

Abstract

Purpose

The purpose of this paper is to examine the experiences of Latino clients following a naturalistic cultural adaptation made to SafeCare, an evidence-based home visiting intervention designed to address specific linguistic and cultural issues affecting the Latino community during implementation in San Diego County, California.

Design/methodology/approach

Hierarchical linear models examined whether Latino clients experienced differences in perceptions of SafeCare delivery, working relationship with the home visitor and satisfaction with services when compared with non-Latino clients and whether language of service delivery and provider-client ethnic match were related to Latino clients’ experiences of the intervention.

Findings

Overall, across several different dimensions, there was no decrement in experience with SafeCare for Latino clients compared to non-Latino ones, implying that adaptations made locally adequately engaged Latino and Spanish-speaking clients in services without compromising perceived adherence to the programme model.

Research limitations/implications

Because this was a non-experimental study, conclusions could not be drawn as to whether the locally adapted SafeCare would fare better in Latino client ratings than SafeCare unadapted. However, the findings are important because they contradict concerns that EBPs may not be relevant to diverse client groups, and support the idea that when adaptations are made, it is possible to maintain adherence at the same level of adherence as when the programme is delivered in its non-adapted form.

Originality/value

The study explicitly documents and generates knowledge around an organic adaptation made in a community to an evidence-based intervention for a client group about whom there has been documented concern regarding the relevance of and engagement in services.

Abstract

Purpose

To examine the utility of multiple reading speeds during rereadings toward enhancing comprehension and application of subsequently gained knowledge.

Design/methodology/approach

Representations of slow, mindful reading as well as analyses of eye training and speed reading techniques are described to serve as the theoretical foundation for the meta-strategy – read fast, read slow (RF/RS).

Findings

This meta-strategy encompasses aspects of rereading, eye training exercises, and speed reading; it is derived from a cognitive concept that a blueprint can be formed from reading at an increased speed from one’s normal speed. Further, the gaps along with that information which was not fully understood from the initial reading can be secured by following the initial fast read with a slower than normal reading of the text. The idea is to refine that which is important versus unimportant (main idea vs. details), and enhance the surface level of understanding into one that is critical and analytical after having been confronted against existing schematic notions.

Practical implications

Concepts of text structure, word reading automaticity, and content interest are natural by-products of using the RF/RS strategy. Together, these benefits allow for holistic growth and moreover, provide successful reading experiences. Successful reading prompts additional reading, as it has been widely established that better readers read more often and more widely.

Abstract

Purpose

The purpose of this study is to determine simultaneously the period of preventive maintenance and the sequence of each job for two parallel machines problem so that the makespan is minimized. With proper planning of preventive maintenance, a shop can avoid lack of flexibility between maintenance planning and production scheduling, and thus concentrate on production efficiency.

Design/methodology/approach

This study addresses a scheduling problem, wherein each machine has to be shut down for maintenance during a maintenance interval [C, T] arranged in advance. The start time and end time of the preventive maintenance are the decision variables. A maintenance action is attended by a server who managers only one machine at a time. Three cases are studied in this paper: the unequal lengths of unavailable periods on both machines, the equal lengths of unavailable periods on both machines, and no waiting time is allowed between the two unavailable periods. Each case is solved optimally by an analytical algorithm developed in the study.

Findings

Although having exponential time complexities, all the proposed algorithms are quite efficient in solving large‐sized problems. Computational results show that it is able to generate the optimal solution for large sizes (up to 10,000 jobs) in a few minutes of computation time.

Practical implications

Most of the papers that dealt with preventive maintenance assumed that the maintenance period is known and specified. However, the flexible preventive maintenance problem, in which the start time and end time of the preventive maintenance are the decision variables, often occurs in the computer center, NC‐machine and IC‐testing machine for job scheduling and repairs arrangement.

Originality/value

The paper presents an efficient approach for each of the three cases of flexible preventive maintenance, which is relatively unexplored in the literature.

To explain the processes involved in rewriting one’s way of understanding phenomenon.

Design/methodology/approach

A model for characterizing cognitive conceptions of learning and unlearning is described through a historical, current, and forward thinking approach to understanding content. Ideas for the reorganization of information are proposed alongside application-oriented means of implementing learn over theory in classrooms.

Findings

For cognitive development to ensue, we must capitalize on students’ existing knowledge and ways of knowing the world through chance plus selection, piggy-backing, affective boosting/field facilitation, imitation, learning support systems, bias, LC learning, use of spare mental capacity, and the need for coherent self-concept.

Practical implications

Through effective facilitation of their learning, students can hone their skills, recognize their efforts toward their successes, write and rewrite their existing schematic frameworks, develop and maintain positive self-concepts, and advance their systems for understanding their worlds and how to progress to subsequent levels of attainment independently.
