Abstract
Purpose
The purpose of this paper is to examine the role of governments in resolving collective action dilemmas arising in R&D collaboration between university-research institutes (URI) and small and medium-size enterprises (SMEs). The paper focusses on R&D collaboration in South Korea in light of its major industrial reforms since the 1980s in strengthening the national science and technology innovation system.
Design/methodology/approach
To examine factors explaining the likelihood of SMEs to collaborate with URIs in R&D activities, the authors used data that were collected in the Seoul Metropolitan Area by the Seoul Institute in 2010. A logistic regression analysis was performed with data from the Open Innovation System survey, which consists of 336 SMEs; and supplemented by firm-level data retrieved from the government official statistics on structural characteristics of SMEs. The Mann-Whitney Test of Difference was employed to test the perceived importance of R&D activities in various stages of product development.
Findings
This research found that SMEs having government certified R&D facilities and higher investments in R&D activities explain their likelihood in engaging in R&D collaboration with URIs. SMEs in the chemical sector also are more likely to establish R&D collaboration with URIs compared to those in the information technology (IT) sector. In terms of the importance of R&D activities, there are marked differences between SMEs collaborating with URIs and those that do not. The differences are found in R&D’s needs related to acquisition of information, basic research, pilot testing of products, and product manufacturing. Most SMEs in the sample reported several barriers to R&D activities, particularly in securing human resources and the operation of R&D; and that, they believe the government can assist them in research and development activities and human resource training.
Research limitations/implications
This study provides new insights into the way in which R&D facilities of SMEs may facilitate R&D collaboration with URIs. The results broaden the understanding on the scope of R&D collaboration adopted by SMEs and strategies that can be adopted and implemented by government agencies to attract and retain firms that are innovative. While the findings also provide insights on the scope of management decisions adopted by SMEs, the sample was limited to 336 SMEs in the Seoul Metropolitan area, making generalization to other regions of the country limited.
Originality/value
From the institutional collective action framework, this research provides a critical lens to build R&D collaboration between the URI and SMEs, highlighting the role of government with considerable efforts to facilitate SMEs to enter into arrangements with URIs by focussing on the importance of R&D facility and stages of product development.

Purpose
The purpose of this paper is to examine the factors that influence innovative firms in the manufacturing and service sectors in Spain to cooperate with research institutions in their innovation activities, and to examine the differences between types of firm.
Design/methodology/approach
A literature review is used to identify variables likely to influence a decision to cooperate with research institutions. A logit regression model is then used to verify the importance of those variables. The empirical study was carried out using 2,000 Spanish community innovation survey data. The study sample was 3,964 innovative service and manufacturing firms.
Findings
It is found that spillovers, R&D intensity, costs, risks and alternative cooperation strategies influence both manufacturing and service firms in the same way in their decision to cooperate with research institutions in R&D. However, the variables relating to firm size, being part of a larger group of companies and type of innovation were shown to affect manufacturing and service companies differently.
Research limitations/implications
There was no control over the possible bias introduced into the study by not including firms that were not innovative. The variables included in the study were constrained by the availability of information supplied by the Technological Innovation Survey. And finally, the comparative study of innovative behaviour in manufacturing and services is exploratory in nature.
Practical implications
The empirical results make it possible to identify a profile of the Spanish manufacturing and service firms that cooperate with research institutions.
Originality/value
This paper is original in exploring the differences between manufacturing and service firms in relation to the determinants of establishing institutional cooperation in R&D.

Purpose
Companies need to innovate to remain in the market and be competitive. Thus, success will depend on your internal resources and the external sources of knowledge used. The cooperation between univerity and industry (U–I) allows companies to access resources that, in general, they do not have, allowing them to achieve innovation, competitive advantages, and competitiveness. The purpose of this study is to understand the determinants that influence U–I cooperation in creating knowledge and innovation.
Design/methodology/approach
This study analyzes the determinants considered essential for companies to establish cooperation processes with universities. The research uses the last community innovation survey data set, data from 14 countries, and 28,743 observations. The method uses logistic regression.
Findings
The results confirm that the company's size, the innovative capacities associated with R&D, exportation and public funds are essential and significant determinants for the cooperation with universities. On the other hand, the acquisition of machinery and training programs are not a critical factor in establishing cooperation with universities that are not in the same country. The analysis considered companies cooperation with universities of the same country, from the European Union (EU) or other countries outside EU.
Originality/value
In addition to providing substantial theoretical contributions on the subject, this research also provides more information about the importance of U–I cooperation, allowing to characterize companies interested in developing U–I cooperation.

Abstract
Purpose
This study aims to investigate the relationship between university–industry collaboration (U-I-C) in research and development (R&D) and quality management and explore how the relationship is mediated by innovation.
Design/methodology/approach
Based on panel data consisting of 109 countries spanning over a five year period (2013-2017) this study investigates, through structural equation modelling, how this relationship is mediated by innovation.
Findings
The main finding is that there are positive significant direct effects between U-I-C and innovation and between innovation and international organization for standardization (ISO) 9001. Furthermore, the strength and significance of these relations are highly affected by the classification of income in these countries, which ranges from high and upper-middle to lower-middle categories. This paper concludes that countries in the high-income category have higher achievement in U-I-C in R&D, innovation and ISO 9001 when compared to the upper and lower-middle-income categories.
Originality/value
This paper demonstrates in the empirical study the value of collaboration in R&D between government, industry and academia, as it can encourage scientific research and contribute to quality management and innovation. This research is one of the very few studies to assess the country’s income classification effect on U-I-C in R&D, innovation and ISO 9001. It is recommended that more research is conducted on how countries not ranked in the high-income category could benefit from U-I-C in R&D to enhance innovation and quality management.

Abstract
A method to solve shape and size optimisation problems with linear and non‐linear responses has been studied taking advantage of statistical methodologies. A nested optimisation procedure has been fixed. The global optimisation problem is decomposed in several subproblems where each non‐linear response is locally approximated with a first degree polynomial function identified by the definition and execution of an experimental plan. The approximating functions so obtained are used to evaluate the design sensitivity coefficients required by the optimisation procedure. The numerical results obtained during the optimisation process to verify exactly the value of the non‐linear responses are used to verify and to improve the approximating function accuracy. The non‐linear design sensitivity analysis method so defined has been used to solve a multidisciplinary shape optimisation problem involving a real 3D automotive structure.

Purpose
The development of innovations in all the research and development (R&D) fields is leading to a huge increase of patent data. Therefore, it is reasonable to foresee that, in the next future, Big Data-centered techniques will be compulsory to fully exploit the potential of this kind of data. In this context, network analysis-based approaches are extremely promising. The purpose of this paper is to provide a contribution to this setting. In fact, the authors propose a well-tailored centrality measure for evaluating patents and their citations.
Design/methodology/approach
The authors preliminarily introduce a suitable support directed network representing patents and their citations. After this, the authors present the centrality measures, namely, “Naive Patent Degree” and “Refined Patent Degree.’” Then, the authors show why they are well tailored to capture the specificities of the patent scenario and why classical centrality measure fails to fully reach this purpose.
Findings
The authors present three possible applications of the measures, namely: the computation of a patent “scope” allowing the evaluation of the width and the strength of the influence of a patent on a given R&D field; the computation of a patent lifecycle; and the detection of the so-called “power patents,” i.e., the most relevant patents, and the investigation of the importance, for a patent, to be cited by a power patent.
Originality/value
None of the approaches proposing the application of centrality measures to patent citation networks consider the main peculiarity of this scenario, i.e., that, if a patent pi cites a patent pj, then the value of pi decreases. So, differently from classical scientific paper citation scenario, in this one performing a citation has a cost for the citing entity. This fact is not considered by all the approaches conceived to investigate paper citations. Nevertheless, this feature represents the core of patent citation scenario. The approach has been explicitly conceived to capture this feature.

Purpose
Agile principles have been widely used in software development team practice since the creation of the Agile Manifesto. Studies have examined variables related to agile principles without systematically considering the relationships among key team, agile methodology, and process variables underlying the agile principles and how these variables jointly influence the achievement of software development agility. In this study, the authors tested a team/methodology–process–agility model that links team variables (team autonomy and team competence) and methodological variable (iterative development) to process variables (communication and collaborative decision-making), which are in turn linked to software development agility (ability to sense, respond and learn).
Design/methodology/approach
Survey data from one hundred and sixty software development professionals were analyzed using structural equation modeling methods.
Findings
The results support the team/methodology–process–agility model. Process variables (communication and collaborative decision-making) mediated the effects of team (autonomy and competence) and methodological (iterative development) variables on software development agility. In addition, team, methodology and process variables had different effects on the three dimensions of software development agility.
Originality/value
The results contribute to the literature on organizational IT management by establishing a team/methodology–process–agility model that can serve as a basis for developing a core theoretical foundation underlying agile principles and practices. The results also have practical implications for organizations in understanding and managing holistically the different roles that agile methodological, team and process factors play in achieving software development agility.

Public procurement of innovations (PPIs) addresses a specified need of the public-sector customer or aims at fostering private firms’ innovativeness. In an operational sense, issues of information asymmetry and risk sharing between the public agency and the supplier are of paramount importance. The purpose of this paper is to focus on the contract design issues of PPI.
Design/methodology/approach
Explicit and implicit contracting methods are reviewed, and a conceptual framework is proposed in which procurement characteristics are analyzed, focusing on the dimensions of the supplier’s sensitivity to the procurement risk and the power of implicit contracting methods.
Findings
Because of its complex nature, applying cost-plus contracts instead of more common fixed-price contracts is advisable in PPI.

It is now widely accepted, perhaps with some qualifications, that the dominant British school of industrial relations in recent years has been the liberal‐pluralist or volutaristic‐pluralist school. Its centre has been Oxford and its main members have included Hugh Clegg, the late Allan Flanders, W E J McCarthy, G S Bain and A Fox. The influence of this group has been exhibited in its impact not only on industrial relations teaching and research, but also on policy, especially through the Donovan Report. Indeed, several writers have chosen to characterize it as a problem‐solving rather than a theoretical approach. However, it is important to acknowledge that a practical orientation may not in itself constitute an a‐theoretical position. Hyman and Fryer thus, for example, use the label ‘pragmatism’ to describe a component of the theoretical orientation of the ‘Oxford school’, thus recognizing that while its ‘theory may be only semi‐articulated and ….. partially developed’, the work of the school is not a‐theoretical.
