Abstract
Five years ago Shanghai Library moved to a new home, and became famous, however, it has found that the “new building effect” has been fading. The library has to pursue a higher level of excellence. In making the five‐year plan from 2001‐2004, a knowledge strategy was proposed. According to the strategy, Shanghai Library should be a knowledge portal with knowledge navigation as the core concept of the service. Following the strategy, an integrated municipal library service system has been established, the knowledge base project, a thematic research service, was launched, and a knowledge management system is under construction to support the ambitious strategy.

Abstract
Purpose
Although a large number of Chinese libraries keep some sort of electronic publications, mainly formal publications on CD‐ROM and online, the usage is quite different from one library to another. While the hardcopy business process is mature, the rules and regularities of electronic publications in libraries are under development; many business models are on a trial basis. This paper plans to investigate what and how many of these electronic materials should be bought and brought to the users, and how they are used, which are still embarrassing questions for librarians.
Design/methodology/approach
The authors made an inquiry into the current status of formal electronic publications, including e‐books and e‐journals at the two major library groups: public and university libraries, as found out from the explanation of the gap by literature analysis and interview.
Findings
Through the survey on a few leading libraries of China, we found the big usage gap of e‐journals in public versus university libraries in China. The factors that cause the usage difference are that public libraries have diversified reader needs, lack of general‐purpose e‐publication, inferior skill in using e‐publications, a charging service model of e‐publications, less negotiating power and pricing.
Originality/value
The authors believe that if the improvements outlined in the paper are introduced, then public libraries can lift their e‐publication service to a higher standard, including extension of the subject scope, building of consortia, upgrading of the reading environment, and enhancing of the user training and service.

Abstract
Purpose
In response to the challenges posed by the conventional manual flange docking method in the LNG (Liquefied Natural Gas) loading process, such as low positioning accuracy, constraints on production efficiency and safety hazards, this study analyzed the LNG five-axis loading arm’s main functions and structural characteristics.
Design/methodology/approach
An automated solution for the joints of the LNG loading arm was designed. The forward kinematic model of the LNG loading arm was established using the Denavit–Hartenberg (D-H) parameter method, and its workspace was analyzed. The Newton–Raphson iteration method was employed to solve the inverse kinematics of the LNG loading arm, facilitating trajectory planning. The relationship between the target position and the joint variables was established to verify the stability of the arm’s motion. Flange center identification was achieved using the Hough transform function. Based on the ROS platform, combined with Gazebo and Rviz, an experimental simulation of automatic docking of the LNG loading arm was conducted.
Findings
The docking errors in the XYZ directions were all less than 0.8 mm, meeting the required docking accuracy. Moreover, the motion performance of the loading arm during docking was smooth and free of abrupt changes, validating its capability to accomplish the automatic docking task.
Originality/value
The proposed trajectory planning and automatic docking scheme can be used for the rapid filling of LNG filling arms and LNG tankers to improve the efficiency of LNG transportation. In guiding the docking, the proposed automatic docking scheme is an accurate and efficient way to improve safety.
