Abstract

Purpose

There have been regular policy enactment and dynamism to ensure progress and sustainability in the development of higher education (HE) in China after the Cultural Revolution. This study was purposed to reveal the processes of the Chinese higher education (CHE) development through series of policy implementations from the epoch of economic reformation and opening-up policy.

Design/methodology/approach

The authors employed document analysis, and selected and critically analyzed documents that include published articles and books, the official website of the Chinese Ministry of Education, and historical documentaries of the Chinese Cultural Revolution and their HE aftermath. Again, a semi-structured interview was utilized with a sample size of 20 academics vested in the CHE history. Five academics from four universities in China were interviewed to analyze the historical events of the CHE transformation and current policies about the CHE development.

Findings

The authors established that enrollment in the CHE has increased since the economic reformation; there has been the enhancement of the CHE internationalization in recent decades and the emergence of world-class universities and programs in the CHE as a result of the world class policies and projects. For consistency of the innovative programs toward HE development, the authors have posited some challenges, future goals and the global impacts of the CHE development and its sustainability.

Originality/value

The utilization of document analysis cements the claims by the interviewees, which enriches the value of the results. This study would provide literature guidance to international researchers to critically concoct theoretical assumptions from the findings to critically investigate the developmental policy pattern of HE institutions.

Abstract

Purpose

The purpose of this paper is to analyze and summarize the development of science and technology (S & T) policies in China from a government-driven perspective in chronological order. To develop knowledge-based economy, China enacts a range of S & T policies since “Reform and Open Policy” started in 1978. Furthermore, it investigates the overall effects of these S & T policies on university-industry linkages (UILs).

Design/methodology/approach

This paper conducts an analysis framework of S & T policies in historical sequence to explain how government drives UILs to stimulate technological progress and economic growth in China.

Findings

More than a site for high-quality workforce education and knowledge spread, universities as an important part of national innovation are required to participate in economic activities. Considering that most Chinese universities are national, S & T policies with particular regard to university technology transfer would be more important and essential. This research finds that S & T policies enacted by government have made critical contributions to UILs in economic transition period, such as improving academic faculty, enhancing university–industry collaborations and supporting university spin-off formation. The experiences of China suggest that government should enact more effective S & T policies in the knowledge-based economy era.

Practical implications

First, universities need to educate high-level human resources that are important for economic growth and social development. Second, universities need to engage in R & D activities and enhance their collaboration with industries, such as consulting services, research contracts with industry, patent licensing and other general knowledge commercial mechanisms. Third, universities also can directly transfer commercial knowledge to start up new businesses by itself or in partnership with industrial sectors. Without doubt, a series of S & T policies or programs enacted by China’s government to drive entrepreneurship continuously played critical role in the UILs over the past 26 years.

Originality/value

This paper is a pioneering work on how S & T policies enacted by government drive UILs to stimulate technological progress in transitional China.

Abstract

Purpose

This study aims to analyse the basic status of application of social networking sites (SNSs) in Chinese university libraries and explore the relationship between microblog and the output of scientific research achievements in universities. This study suggests methods for improving the efficiency of SNS use in university libraries and promotes scientific research achievements and social services in universities.

Design/methodology/approach

Online survey and statistical analysis were conducted to collect the number and types of SNSs used by 112 libraries in Chinese universities under the “211 project”. This study used microblog as an example and analysed the distribution of SNS use in different types of university libraries. Correlation analysis and multiple regression analysis were used to analyse the factors related to microblogs, such as number of followings, followers, posts and published articles.

Findings

SNSs changed the information utilization behaviour of users. Survey results show that an increasing number of university libraries are using SNSs. These sites are mainly microblogs and WeChat. The proportion of the number of SNSs applied by comprehensive universities and science and technology universities was higher than that of other types of universities. Results of multiple regression analysis using microblogs showed that the number of followers has a significantly positive effect on the number of published articles of the university.

Research limitations/implications

This study has three main limitations. First, data collection is incomplete, which easily causes the error of analysis results. Second, the overall status of SNS use in libraries is lacking in accurate understanding, which indicates limitations in terms of the analysis and conclusion. Finally, the research scope was narrow and only studied the situation of libraries using microblogs. Future research should focus on the data collection and sorting, make comparative studies of different periods of data, conduct cultural studies on the user usage perspective and conduct research on the application of different social network platforms in libraries.

Practical implications

The use of SNSs has brought new challenges and opportunities to university libraries because of rapid development of the internet and the scale of expansion microblogs. Moreover, microblogs have become an important platform of university libraries for self-promotion and marketing. This study proposes methods and measures for promoting the SNS popularity of university libraries, enhancing their content and increasing the role of SNSs in their interaction.

Originality/value

Statistical analysis was conducted to analyse the status of SNS use in university libraries and the data of SNS use in different types of universities. Effective measures were offered to address the issues found in the study. The results confirmed that the number of followers has a significantly positive effect on the number of published articles of the university, which could improve the enthusiasm of university libraries in using SNS, enhance the efficiency of information service and strengthen the use awareness of the teachers and students.

Abstract

Purpose

The information behavior of National Science and Technology Library (NSTL) electronic resources users in China has not been researched extensively. This paper aims to help producers and providers collect information on user behavior and develop more electronic resources.

Design/methodology/approach

The study investigates NSTL users' behavior from seven “211 projectsuniversities in Wuhan, a city in central China. The questionnaire includes questions about respondents' basic information (i.e. educational level, discipline, etc.) and their information service requirements. Correlations among users' educational level, academic discipline, retrieval method, and literature use, among other variables, were analyzed.

Findings

The results show that most NSTL users are graduate students and young staff members. The number of users who use advanced retrieval and choose the criterion “literature's citation” to judge the literature's value increases slightly with the improvement of the educational level. There is higher demand for literature written in English in the disciplines of natural science, medicine, and engineering, and a certain proportion of demand for materials written in Japanese in the disciplines of medicine and engineering.

Practical implications

The findings suggest that electronic resource producers should offer more foreign literature and that providers should improve the quality of services.

Originality/value

The paper provides suggestions for further improvement of the NSTL to fulfil the information needs and requirements of users.

Abstract

Purpose

This paper aims to study the mechanism of how the public universities have funded the campus sustainability projects in China, by identifying key actors and examining the processes.

Design/methodology/approach

Besides a review of campus sustainability initiatives at higher education institutions in China, the case of Central University of Finance and Economics (CUFE) is selected to provide an empirical understanding of the campus sustainability management in a typical university.

Findings

The paper points to dominant roles played by the state ministries in financing university conservation programs and the absence of a national policy framework and low sustainability proactiveness in a majority of higher educational institutions. It argues that more discretionary power and more policy deliberations are needed for the transformation.

Research limitations/implications

Universities in China vary distinctively in status, operations and performance. In terms of campus sustainability management, the case of CUFE is highly representative as it shares more common features with universities that develop in a routine manner.

Practical implications

With the financial support from government agencies, the campus conservation-oriented projects have been conducted and financially supported in hundreds of pilot universities, but failed in diffusing to more universities. This study identifies the barriers and challenges.

Social implications

An in-depth understanding of the working mechanism in financing university sustainability initiatives will promote a discussion on China’s policymaking process and will provide useful insights regarding its future policy options.

Originality/value

China has conducted nationwide conservation-oriented campus constriction for almost a decade and many universities increase their investment in campus facilities and their operations; however, there is a lack of understanding of the rationale of the funding models and how they have been implemented.

Abstract

Purpose

The paper aims to review the emergence and nature of entrepreneurship education in China. This paper considers the variability of developments in practices despite policy. In turn, this allows one to consider the implications of this uneven distribution of expertise and resources.

Design/methodology/approach

The paper is primarily empirically descriptive, but it draws upon different literatures to examine entrepreneurship education in the uniqueness of its Chinese context. The authors offer two comparative cases to illustrate the arguments.

Findings

Substantial differences were found by region and by the status of the institution. The region aspect is paradoxical because the largest number of new businesses exists in those regions with the best provision of enterprise education. The channelling of resources to elite resources compounds the problem. Less prestigious universities make do with what they have, and this may be detrimental for the quality and effectiveness of enterprise education.

Research limitations/implications

There may be some regional differences that have been overlooked, but the thrust is clear. Different resource allocations have shaped entrepreneurship education in the regions.

Practical implications

Applied policy may have detrimental effects on less well-endowed universities and thus neglect less entrepreneurial places.

Social implications

If entrepreneurship is to deliver its promise of opportunity, innovation and job creation, it needs to be taught by experienced and informed faculty. The uneven distribution of entrepreneurship pedagogy and expertise indicates that this may be more difficult to deliver in some places.

Originality/value

Although entrepreneurship education in China is now pervasive, little work has been done in comparing policies with practices.

Abstract

Purpose

The purpose of this paper is to present the landscape of the cash-per-publication reward policy in China and reveal its trend since the late 1990s.

Design/methodology/approach

This study is based on the analysis of 168 university documents regarding the cash-per-publication reward policy at 100 Chinese universities.

Findings

Chinese universities offer cash rewards from USD30 to USD165,000 for papers published in journals indexed by Web of Science, and the average reward amount has been increasing for the past ten years.

Originality/value

The cash-per-publication reward policy in China has never been systematically studied and investigated before except for in some case studies. This is the first paper that reveals the landscape of the cash-per-publication reward policy in China.

Abstract

Purpose

This study aims to examine the cross-institutional variation in university greenness and analyze its underlying dynamics.

Design/methodology/approach

This study constructs a University Greenness Index (UGI) and conducts multivariate regression.

Findings

This study finds variation within two dimensions; in the vertical dimension, top-tier universities have significantly higher UGIs than tier-2 universities, and in the horizontal dimension, agricultural and forest, engineering and technology and generalist universities have significantly higher UGIs than other specialist universities. The dynamics underlying the greenness variation lies in different universities’ motivations and resources, which are associated with China’s higher education administrative system, especially the mechanism by which funding is allocated.

Research limitations/implications

The Internet-search-based greenness index has some inherent limitations. First, there exists a gap between green information expression and real green achievement. Second, this research may be difficult to apply to other countries, because of the specific characteristics of China’s higher education system.

Practical implications

Based on the empirical results, two policy implications can be generated. First, for the problem of the vertical dimension variation, related institutional transformation should be launched to promote university greenness. Second, for the problem of the horizon dimension variation, specialist universities can take advantage of an interdisciplinary approach to promote greenness.

Originality/value

This research helps scholars and administrators to better understand the progress being made and the achievements realized with regard to green university initiatives in China.

Abstract

Purpose

The purpose of this paper is to analyze the relationship between researchers’ social media (SM) behavior and their academic performance.

Design/methodology/approach

A sample of 362 researchers was recruited from the colleges of management of 52 Chinese universities. A factor analysis of eight indices retrieved from the 362 data items was conducted. A total of 24 Chinese researchers were interviewed and given a robust test.

Findings

The results indicate that Chinese general social media (GSM) is insufficient to support academic research and it is difficult for scholars to enhance the visibility of their academic performance using GSM platforms, which can actually induce addiction. University resources, management systems, and working environment affect how scholars apply SM.

Research limitations/implications

The authors examined the researchers’ SM behavior by giving them a questionnaire and interview; however, this approach proved inadequate. The academic performance of researchers is affected by numerous factors, but the authors only considered SM behavior.

Practical implications

It is suggested that universities apply academic social media (ASM) indicators to measure researchers’ contributions so that they self-regulate their SM usage attitudes. Also, universities should also promote ASM platforms.

Originality/value

This study analyzed scholars’ GSM usage and academic performance, and the moderating effect of university level on the relationship between need for competence and relatedness and need for autonomy. This comprehensive analysis contributes to the scholarly SM usage literature.

Purpose

The purpose of this paper is to report on users' information behaviour in China, a topic which has not been researched extensively. The aim is to help producers and providers collect and develop more electronic resources.

Design/methodology/approach

The study investigates users' information behaviour at seven “211 Projectuniversities in Wuhan, a city in central China. These universities all have access to the resources of the National Science and Technology Library (NSTL). The questionnaire includes questions about respondents' basic identifying information (educational level, job, etc.) and their information service requirements. Correlations among users' education level, users' jobs, users' retrieval methods, literature use, etc. were analysed.

Findings

The results show that most NSTL users are graduate students and young staff members. and the number of male users surpasses female ones slightly. The purpose of the utilisation of electronic resources for customers is scientific research, teaching and the need for self‐development. During a year, the demand of users is the highest in March and the lowest in August. The users' knowledge service types include learning the progress of science and technology, citation retrieval and analysis, statistical analysis, intelligent retrieval and knowledge aggregation.

Practical implications

The findings suggest that electronic resource producers should offer more foreign literature and providers should improve the quality of services.

Originality/value

The paper provides suggestions for the further improvement of NSTL to fulfill the information needs and requirements of users.
