Abstract
Purpose
In the context of the energy-led refurbishment of traditionally constructed non-domestic buildings, the purpose of this study was to identify the attributes that professionals consider to be important in the selection of energy performance improvement measures (EPIMs) and to establish their relative importance.
Design/methodology/approach
A questionnaire-based Delphi exercise was carried out to draw up a set of attributes agreed among a small panel of experts. Subsequently, a paired comparison questionnaire was completed by the experts to establish the relative importance ascribed to the attributes.
Findings
In total, 22 assessment attributes, relevant to different stages in the building’s life cycle, were agreed as important by the expert panel. Measures fell into one of three broad groups, expressed on a weighting scale of 0-100, such that the sum of the weights of all 22 measures was 100. Measures of relatively high importance (7-9 per cent) included capital cost, potential energy and carbon savings, financial payback and impact on the building’s vapor permeability. Measures of medium importance (4-5 per cent) were impact on internal air movement, loss of significant original building fabric, impact on internal layout, appearance and occupant comfort, environmental impact and availability of grants or subsidies. Eight further measures were ranked of low importance (2-3 per cent).
Originality/value
This paper is the first attempt to draw up a ranking order of the attributes of EPIMs applicable to non-domestic buildings. It confirms that more attributes must be considered by professionals with decision-making responsibility than merely cost, energy performance and payback on investment and suggests that policy instruments targeting or incentivizing a single or a restricted range of attributes risk failure to deliver the desired improvements.

Abstract
Purpose
Mechanical ventilation with heat recovery (MVHR) is increasingly being promoted in the UK as a means of reducing the CO2 emissions from dwellings, and installers report growing activity in the retrofit market. However, the airtightness of a dwelling is a crucially important factor governing the achievement of CO2 reductions, and the purpose of this paper is to understand the technical implications of airtightness levels in an experimental dwelling, purpose built to typical 1930s standards, at the same time as gaining the users’ perspectives on airtightness and ventilation in their homes.
Design/methodology/approach
In‐depth interviews were carried out with 20 households to collect information on their retrofit and improvement strategies, attitudes to energy saving and their living practices as they impinge on ventilation. The experimental house was sealed in a series of interventions, leading to successive reductions in the air permeability as measured by a 50 Pa pressurisation test. The behaviour of a whole‐house MVHR system installed in the experimental house, was simulated using IES Virtual Environment, using a range of air permeability values corresponding to those achieved in the retrofit upgrading process.
Findings
In the house considered, air permeability must be reduced below 5 m3/m2h for MVHR to make an overall energy and CO2 saving. However, to achieve this required a level of disruption that, on the basis of the views expressed, would be unlikely to be tolerated by owners of solid wall dwellings.
Originality/value
The paper is the first to combine results from a user‐centred approach to exploring the existing practices of householders with a simulation of the energy and CO2 performance at different levels of airtightness of an experimental house in which MVHR has been installed.

Abstract
Purpose
Pressure is growing globally for larger businesses to improve the energy performance of the buildings in which they operate. Property or facility managers are usually responsible for these improvements through energy‐led refurbishment. The number and complexity of possible interventions pose challenges that these professionals attempt to meet by using decision support tools (DSTs). The work aims to identify key features of DSTs for energy‐led building refurbishment and define an optimum approach.
Design/methodology/approach
A desk study examined ten DSTs reported in the available literature and evaluated them against a set of desirable attributes that a property or facility manager would value for this task.
Findings
The results of the desk study concluded that no DST offers every feature and that there is an opportunity for a new DST for energy‐led refurbishment. An optimum DST template is proposed, consisting of a seven‐step process from assessment of the existing state of the building through to continuous evaluation and improvement of the refurbished building.
Originality/value
The work combines the best features of available DSTs into a novel optimised strategy for energy‐led refurbishment of non‐domestic buildings, which is geographically non‐specific and could be applied anywhere in the world.

Abstract
Purpose
The purpose of this paper is to report the development of internet‐based educational support to enable practitioners in built environment conservation (preservation in American terminology) to evaluate and, if necessary, improve their competence. In the UK it is a condition of project grant‐aid of some heritage bodies that the professional leading a conservation project is accredited, and several schemes, peer‐reviewed by professional bodies, have been set up in recent years. Since these require practitioners to provide evidence of their competence, there is a need for an increased understanding of the issues involved. The work aimed to define the basis for the competences and establish an educational framework for professional development in this area.
Design/methodology/approach
A structured framework of competences, consisting of five units dealing with all the stages of a conservation project, is presented and evaluated against the 1993 ICOMOS Guidelines on Education and Training in the Conservation of Monuments, Ensembles and Sites. The framework is appropriate for all professional disciplines and has been converted to a computer‐assisted self‐learning package that provides support for practitioners in developing their portfolio of evidence for submission for accreditation peer‐review.
Findings
The internet‐based educational support has been available since 2007 and receives over 2,000 visits per month from all over the world. It has the support of all the UK accreditation schemes in built environment conservation.
Originality/value
A desk survey of electronic resources in the subject domain suggests that the educational support material described in this paper is unique in the world.

This paper is an editorial to JCHMSD's Volume 2 Issue 1. Its purpose is to introduce the selection of papers in the issue.
Design/methodology/approach
The paper discusses the increased focus of national and local authorities, as well as multilateral agencies, on historic cities in a search for a more sustainable process of urban development that integrates environmental, social and cultural concerns into the planning, design and implementation of urban management programmes and projects. The recent adoption of a new policy instrument by UNESCO, the 2011 Recommendation on the Historic Urban Landscape, is providing a set of general principles in support of sustainable urban heritage management and the paper further explains the first results of a field testing of the embedded Historic Urban Landscape approach in two different geo‐cultural regions of the world (i.e. Central Asia and East Africa). It points to fields of further research, which are linked to the papers selected for this issue.
Findings
The Historic Urban Landscape approach, as promoted in the new UNESCO Recommendation on the subject, facilitates a structuring and priority setting of the manifold needs and wishes in the broader urban development and heritage management process, thereby creating clarity and understanding in an often very complex process with competing demands.
Originality/value
The new UNESCO Recommendation was adopted on 10 November 2011 and this research paper is the first to expound on an implementation of the approach embedded therein, explaining its merits and potential.
