Abstract
Addresses the issue of reservations felt by many in local government about the increasing role of TECs, predominantly at the expense of local authorities with respect to both education and undetermined links, now extending into the wider field of economic regeneration. Explores the issue of why the Government should have embarked on such a course and what has been lost in terms of accountability and local knowledge. In order to compensate for this deficiency, proposes that the TECs will need a partnership with both local colleges and local authorities in training and regeneration in order to fulfil their remit. Such collaboration is a prerequisite for TECs to succeed, but if the longer term aim is to act as a caddy for a “skills revolution” then this partnership must embrace industry. Thus the destiny of colleges, TECs and the long‐term future of industry are inextricably entwined.

Abstract
As we approach the millennium, we find ourselves in a world that places ever greater weight and significance on the outcome of polls, surveys, and market research. The advent of modern polling began with the use of scientific sampling in the mid‐1930s and has progressed vastly beyond the initial techniques and purposes of the early practitioners such as George Gallup, Elmo Roper, and Archibald Crossley. In today's environment, the computer is an integral part of most commercial survey work, as are the efforts by academic and nonprofit enterprises. It should be noted that the distinction between the use of the words “poll” and “survey” is somewhat arbitrary, with the mass media seeming to prefer “polling,” and with academia selecting “survey research.” However, searching online systems will yield differing results, hence this author's inclusion of both terms in the title of this article.

Abstract
Examines employment equity legislation, initially introduced in the UK during the 1970s, along with separate legislation covering sex, race, religion and disability, together with separate enforcement bodies, and separate geographical arrangements in Britain and in Northern Ireland. Notes the role of European Community Law which takes precedence over UK law and increasingly dictates legislation changes. Claims that the period since the 1970s has witnessed growing levels of unemployment, along with a focus on de‐regulation of labour markets. Most British empirical work focuses on explaining earnings differentials using the standard Mincer human capital model with comparative neglect of employment equality issues. The fundamental question is to what extent has employment equity legislation been successful in removing labour market discrimination against minority groups. Uses a cross‐section of data from the 1994 labour force survey to attempt to explain differences in employability across various groups and to analyse the degree of occupational segregation across these same groups which remain after nearly 20 years of experience of employment equity legislation. Reviews the legislation and then estimates first, logit equations to explain employability and second, ordered probit equations to explain occupational attainment, in each case decomposing the results in order to estimate the proportion of the differential which may be explained by “discrimination”.

Abstract
The overall goal of science is to build a valid and reliable body of knowledge about the functioning of the world and how applying that knowledge can change it. As personnel and human resources management researchers, we aim to contribute to the respective bodies of knowledge to provide both employers and employees with a workable foundation to help with those problems they are confronted with. However, what research on research has consistently demonstrated is that the scientific endeavor possesses existential issues including a substantial lack of (a) solid theory, (b) replicability, (c) reproducibility, (d) proper and generalizable samples, (e) sufficient quality control (i.e., peer review), (f) robust and trustworthy statistical results, (g) availability of research, and (h) sufficient practical implications. In this chapter, we first sing a song of sorrow regarding the current state of the social sciences in general and personnel and human resources management specifically. Then, we investigate potential grievances that might have led to it (i.e., questionable research practices, misplaced incentives), only to end with a verse of hope by outlining an avenue for betterment (i.e., open science and policy changes at multiple levels).

Purpose
Often linked to the New Public Management (NPM) doctrines, agencification has been on the priority list of policy makers for over two decades. This article proposes an analysis of the role of agencies in the French health system and the impact of government agency reform on physicians and the public.
Design/methodology/approach
The research analyzes the perceived implementation of a re-concentration of decision-making powers within public agencies as the declared goal of agencification at the French health care system, specifically primary care providers and hospitals. The assessment relies on secondary sources from ministerial bodies such as the Ministry of Health and Social Affairs, the Ministry of Labor, the Social Security and the General Accounting Office, and specialized French technical agencies.
Findings
Decentralization in France and the subsequent rise of public health care agencies had outcomes below expectations. Hence, a re-concentration of decision-making powers within the larger Regional Health Agencies; a streamlining of the public administration; and a re-appropriation of decision-making powers by the Ministry of Health are needed. The monitoring of health providers allows central health authorities to govern at a distance.
Originality/value
The analysis of health care agencies in France and of their use of efficiency-enhancing techniques may trigger a change of values within the medical profession.
