Abstract

Purpose

The purpose of this paper is to engage some of the central themes of Gayatri Spivak’s seminal essay, “Can the Subaltern Speak? (CSS)” In particular, her criticisms of post-structuralism’s treatment of the “subject” as well as its privileging of “discourse” and micrological analyses of power vis-à-vis her discussion of Foucault and Deleuze.

Design/methodology/approach

The paper also draws on a historical materialist approach to examine how Spivak’s own work often reinscribes the discursive and politically pusillanimous tendencies of both post-structuralist and post-colonialist thought.

Findings

This lends itself to the “complexification” of capitalism – a bourgeois form of mystification of capital’s essential workings and the underlying class structure of the globalized economy, inclusive of “postcolonial” societies.

Originality/value

The authors conclude that CSS – while an important question – is ultimately a misdirected one that, in effect, mistakes discursive empowerment for social and economic enablement.

Abstract

Purpose

The purpose of this paper is to discuss integrative environmental assessments applicable to estuarine sediments, including the advantages and limitations of different lines of evidence that could form part of such assessments and their application to ecosystem services.

Design/methodology/approach

Weight of evident framework integrating multiple lines of evidence for sediment quality assessment.

Findings

Integrative environmental assessments are required to fully address the risks to resident fauna of anthropogenic contaminants deposited in estuarine sediments.

Originality/value

The paper presents an updated discussion of the methodologies for environmental assessments of contaminated estuarine sediments.

Abstract

The pursuit of promoting inclusive education is rippling across Africa, and governments are working hard to ensure that all students are in schools and receive quality education, especially with the impetus of the Sustainable Development Goals. The importance of providing education to all children is essential, and collaboration is necessary. Collaboration between different professionals enhances the learning outcomes of all children through better identification, assessment, and appropriate placements. Lesotho is one example of countries that strive to provide all children with equal access to education, including those with disabilities. Although children with disabilities are sent to schools in Lesotho, teachers face challenges in teaching those students, which underscores the need for instructional collaboration between available special needs education professionals. This chapter describes inclusive education in Lesotho and provides an overview of the challenges related to implementing it through a multidisciplinary special education team. Finally, the chapter concludes that collaboration in teaching all students should be pursued by Lesotho to ensure sharing of ideas and building of relationships for the success of inclusive education.

Abstract

This paper arises from the work that the author has done during the past year in preparing for a series of lectures on the analysis of the factors that have influenced the development of the Library of an English regional morning newspaper over the last decade. He ha given these lectures to students at various Schools of Information Studies in the UK. It id all about the scale and speed of change in one particular sector of the library market, but there are lessons and surprises) here for everyone. The interpretation of the changes is purely the authors, and is not based on the rigorous analysis using management or information science theories. Rather, the commentary should be read as a reflection upon events and an attempt to look into the future for one relatively small corporate information unit.

Abstract

This paper discusses the creation of a major Web site by a major UK regional morning newspaper, and highlights consequent issues and possibilities which have arisen for the company as it has exploited the new digital medium. These include offering added value to the news product by including different perspectives and opinion; regular updating, and facilitating greater readership interactivity. The financial implications of open Web access are also considered, with the importance of online advertising emphasised. The article concludes that the company are moving away from seeing information as a printed product to its publication in whatever form accrues the most revenue.

Abstract

Purpose

The paper is a commentary (an outline or explanation) about the theme of this edition (supporting independence) from the point of view of people with learning difficulties. The paper has been co-written by people with and without learning difficulties.

Design/methodology/approach

The paper is based on discussions using several open prompt questions around what people understand by independence and why it is important to them.

Findings

The team found that being listened to and taken seriously, having real involvement in the community, good support that is personalised and co-produced services are all key to ensuring people can be as independent as possible.

Originality/value

The paper is uniquely co-written by people with and without learning difficulties and provides an insight into why independence is so important for people with learning difficulties.

Abstract

Discloses the preliminary findings from an investigation into how the Internet is impacting on the information environment in the news room. Outlines previous studies into journalists’ use of online services and of the US phenomenon of computer‐assisted reporting. The fieldwork, in the form of in‐depth interview, indicates that new librarians are much more positive about the Internet than their journalist colleagues but are also more aware of the problems, such as that of the authenticity or validity of retrieved data. There is no evidence to suggest that the Internet has exacerbated the problem of information “overload”, although fear of this may account for a partial reluctance to embrace e‐mail. Finally there are grounds for suggesting that the Internet, despite being considered an end‐user tool, will create new and important roles for information professionals in the future, including the possibility of involvement in more primary sourced investigative work.

Abstract

Those who move among the people with their eyes open will not doubt that the number of non‐smokers is increasing, but mostly among older adults. Sales of cigarettes, despite the ban on advertising and the grim warning printed on packets, do not reflect this however, which can only mean that those who still smoke are the heavy smokers. This is a bad sign; as is the fact that youngsters, including a high percentage of those at school, openly flaunt the habit. The offence of using tobacco or any other smoking mixture or snuff while handling food or in any food room in which there is open food (Reg. 10(e)), remains one of the common causes of prosecutions under the Food Hygiene Regulations; it has not diminished over the years. The commonest offenders are men and especially those in the butchery trade, fishmongers and stall‐holders, but, here again, to those who move around, the habit seems fairely widespread. Parts of cigarettes continue to be a common finding especially in bread and flour confectionery, but also in fresh meat, indicating that an offence has been committed, and only a few of the offenders end up in court. Our purpose in returning to the subject of smoking, however, is not to relate it to food hygiene but to discuss measures of control being suggested by the Government now that advertising bans and printed health warnings have patently failed to achieve their object.
