Abstract

Purpose

Due to increasing complexity, modern radiotherapy techniques require comprehensive quality assurance (QA) programmes, that to date generally focus on the pre-treatment stage. The purpose of this paper is to provide a method for an individual patient treatment QA evaluation and identification of a “quality gap” for continuous quality improvement.

Design/methodology/approach

A statistical process control (SPC) was applied to evaluate treatment delivery using in vivo electronic portal imaging device (EPID) dosimetry. A moving range control chart was constructed to monitor the individual patient treatment performance based on a control limit generated from initial data of 90 intensity-modulated radiotherapy (IMRT) and ten volumetric-modulated arc therapy (VMAT) patient deliveries. A process capability index was used to evaluate the continuing treatment quality based on three quality classes: treatment type-specific, treatment linac-specific, and body site-specific.

Findings

The determined control limits were 62.5 and 70.0 per cent of the χ pass-rate for IMRT and VMAT deliveries, respectively. In total, 14 patients were selected for a pilot study the results of which showed that about 1 per cent of all treatments contained errors relating to unexpected anatomical changes between treatment fractions. Both rectum and pelvis cancer treatments demonstrated process capability indices were less than 1, indicating the potential for quality improvement and hence may benefit from further assessment.

Research limitations/implications

The study relied on the application of in vivo EPID dosimetry for patients treated at the specific centre. Sampling patients for generating the control limits were limited to 100 patients. Whilst the quantitative results are specific to the clinical techniques and equipment used, the described method is generally applicable to IMRT and VMAT treatment QA. Whilst more work is required to determine the level of clinical significance, the authors have demonstrated the capability of the method for both treatment specific QA and continuing quality improvement.

Practical implications

The proposed method is a valuable tool for assessing the accuracy of treatment delivery whilst also improving treatment quality and patient safety.

Originality/value

Assessing in vivo EPID dosimetry with SPC can be used to improve the quality of radiation treatment for cancer patients.

Abstract

Purpose

Compensation influences applicants' perceptions of a position's attractiveness, but there has been limited analysis of how different compensation systems might reflect organizational cultures and influence organizational attractiveness. This article seeks to explore these issues.

Design/methodology/approach

An experiment was conducted in which 288 undergraduates reacted to scenarios describing a company that distributed salaries and benefits based on either merit or on seniority. Individual differences were also measured and analyzed. Analysis of variance and moderated regression were used to test the hypotheses.

Findings

Relative to seniority‐based compensation systems, the cultures of organizations relying on merit were perceived to be more aggressive, reward‐oriented, and less decisive. Unexpectedly, the psychological contracts of organizations using merit systems were generally perceived to be more relational and less transactional than those using seniority‐based systems. Individual differences were not related to attraction to the organization regardless of its compensation systems. Finally, individuals were least attracted to organizations that distributed both salaries and benefits based on seniority relative to those using a mixed compensation distribution system or one based entirely on merit.

Research limitations/implications

The sample was composed of undergraduates who responded to a hypothetical job scenario. The scenario only included information about how salary and benefits are allocated. Future research should use more experienced samples that are considering actual positions.

Practical implications

Findings indicate how information about compensation systems might be used in job descriptions to encourage applicants.

Originality/value

This study was the first to find that merit/seniority‐based compensation systems for determining salary and benefits reflect different organizational cultures to job applicants and influence job applicants' attraction to organizations.

Abstract

Purpose

The chapter furnishes empirical evidence about the extent and profiles of autonomy of EU agencies, the modalities whereby they are steered and controlled, and the interactions they have in EU policy networks. It thus provides the bases for a more complete picture of the EU multi-level administration.

Methodology/approach

The research is a survey-based design. A questionnaire was administered between July 2009 and April 2010 to 30 EU agencies included in the study population. The questionnaire was sent to the executive director of all the agencies included in the study. Questions were closed-ended, either in the form of multiple choices – with one answer or with check-all-that-apply and an option for ‘other’ to be filled – or in scale format. The resulting data set included ratio, interval, ordinal, and nominal scales. The reference model employed for the investigation relies on the analytical model developed within the framework of the research project COST Action IS0651 CRIPO (Comparative Research into Current Trends in Public Sector Organization – see also ‘Acknowledgements’) for the study of public agencies in Europe (Verhoest, Van Thiel, Bouckaert, & Lægreid, 2012).

Findings

EU agencies display a rather low level of managerial, especially financial, autonomy; conversely, they enjoy relatively high policy autonomy. As to the way in which multiple ‘parent’ administration steer EU agencies, it emerges a composite picture, in which the crossroads of steering and control by the parent administrations and accountability by the agency lies in the executive director. In terms of interactions within policy networks, EU agencies interact in a significant way with the European Commission, with national-level agencies in the pertinent policy field, and with specific technical bodies where they are part of the configuration of the policy sector, whilst interactions with national ministries as well as with other EU agencies are rare. No single model can capture in full the overall features of EU agencies, although the ‘community level institution’ model seems to capture a number of the profiles of these agencies.

Research implications

Both the literature on EU multi-level administration and research agendas in public management can benefit from inclusion of – and in-depth empirical knowledge about – EU agencies. The chapter provides important empirical evidence to these purposes.

Practical/social implications

EU agencies are actors in European public policy-making, albeit to a varied extent depending on the sector. The extent of autonomy and the way in which they are held to account are crucial aspects for an enhanced understanding of their influence on European public policy-making, as is their location in European policy networks.

Originality/value

Research presented in this chapter is the first systematic empirical investigation of EU agencies encompassing networking, steering and control and autonomy of EU agencies, based on primary data.

Abstract

Many jurisdictions fine illegal cartels using penalty guidelines that presume an arbitrary 10% overcharge. This article surveys more than 700 published economic studies and judicial decisions that contain 2,041 quantitative estimates of overcharges of hard-core cartels. The primary findings are: (1) the median average long-run overcharge for all types of cartels over all time periods is 23.0%; (2) the mean average is at least 49%; (3) overcharges reached their zenith in 1891–1945 and have trended downward ever since; (4) 6% of the cartel episodes are zero; (5) median overcharges of international-membership cartels are 38% higher than those of domestic cartels; (6) convicted cartels are on average 19% more effective at raising prices as unpunished cartels; (7) bid-rigging conduct displays 25% lower markups than price-fixing cartels; (8) contemporary cartels targeted by class actions have higher overcharges; and (9) when cartels operate at peak effectiveness, price changes are 60–80% higher than the whole episode. Historical penalty guidelines aimed at optimally deterring cartels are likely to be too low.

If intergovernmental relations are necessary in normal times, it should be even more required to face complex intergovernmental problem (CIP) as the COVID-19 pandemic. However, collaboration between governments depends on institutional rules as well as on political will. To discuss this issue, the analytical model is based on two dimensions: institutional design and political agency. As for the first dimension, since COVID-19 pandemic is considered as a CIP, three aspects are relevant when discussing how federations can organize the coordination between different levels of government: autonomy of subnational governments, mechanisms of coordination, and policy portfolio. As for political agency, the performance of political leadership (national presidents and governors) will be analyzed. The possibility of sharing collective goals across the federation is also a consequence of the political agency that takes place within the institutional systems of each federation. In short, it seeks to analyze the relationship between institutional design and political agency to deal with this CIP in five American federations.

Abstract

Purpose: In this chapter, the authors posit that, shadowing the etiological crises in criminology, much crime media scholarship remains “lost in the mediascape.” The authors outline why dominant positivist methodologies in crime media scholarship leave us lost and offer tools that researchers may use for better wayfinding in this complex and dynamic environment.

Methodology/approach: Drawing on the concept of liquid criminology, the authors join a growing chorus in the crime media field calling for methodological and theoretical concepts more reflective of the social dimensions of liquid modernity, that is, uncertainty, ambiguity, impermanence, precarity, etc.

Findings: The conditions of liquid modernity inform a mediascape characterized by an abundance of data, misinformation, disinformation, propaganda, and conspiracy theories resulting in collective disorientation and the inability to form coherent narratives about the past, present, or future. As such, these conditions defy positivistic conventions like representative sampling and demand new, imaginative approaches to the study of crime media. To that end, informed by the cultural criminological perspective, the authors offer two methodologies and one theoretical concept.

Research limitations: The authors believe our methodological and theoretical suggestions are best suited for analyzing themes and concepts among discourse around crime incidents that have significant legal and social implications. The authors offer no definitive answers, but hope to begin building a better toolbox for wayfinding in this digital wilderness.

Originality/value: The currently dominant methodology within crime media scholarship is a poor fit with contemporary media culture. Here, the authors begin to remedy that by proposing an orientation that fits better with the fluid, uncertain, and dynamic media environment that permeates our social world.

Abstract

Purpose

Public management researchers commonly model dichotomous dependent variables with parametric methods despite their relatively strong assumptions about the data generating process. Without testing for those assumptions and consideration of semiparametric alternatives, such as maximum score, estimates might be biased, or predictions might not be as accurate as possible.

Design/methodology/approach

To guide researchers, this paper provides an evaluative framework for comparing parametric estimators with semiparametric and nonparametric estimators for dichotomous dependent variables. To illustrate the framework, the article estimates the factors associated with the passage of school district bond referenda in all Texas school districts from 1998 to 2015.

Findings

Estimates show that the correct prediction of a bond passing increases from 77.2 to 78%, with maximum score estimation relative to a commonly used parametric alternative. While this is a small increase, it is meaningful in comparison to the random prediction base model.

Originality/value

Future research modeling any dichotomous dependent variable can use the framework to identify the most appropriate estimator and relevant statistical programs.

Abstract

A point repeatedly brought forward for the defence, or at all events for the purpose of mitigating the fine, in adulteration cases, is the statement that defendant's goods have been analysed on former occasions and have been found genuine. As illustrating the slight value of analyses of previous samples may be taken the average laudatory analyses on patent or proprietary foods, drinks, or medicine. The manufacturer calculates—and calculates rightly—that the general public will believe that the published analysis of a particular specimen which had been submitted to the analytical expert by the manufacturer himself, guarantees all the samples on the market to be equally pure. History has repeatedly proved that in 99 cases out of 100 the goods found on the market fall below the quality indicated by the published analyses. Not long ago a case bearing on this matter was tried in court, where samples of cocoa supplied by the wholesale firm were distributed; but, when the retailer tried to sell the bulk of the consignment, he had repeated complaints from his customers that the samples were a very much better article than what he was then supplying. He summoned the wholesale dealer and won his case. But what guarantee have the general public of the quality of any manufacturer's goods—unless the Control System as instituted in Great Britain is accepted and applied ? Inasmuch as any manufacturer who joins the firms under the British Analytical Control thereby undertakes to keep all his samples up to the requisite standard; as his goods thenceforth bear the Control stamp; and as any purchaser can at any time submit a sample bought on the open market to the analytical experts of the British Analytical Control, free of any charge, to ascertain if the sample is up to the published and requisite standard, it is plain that a condition of things is created which not only protects the public from being cheated, but also acts most beneficially for these firms which are not afraid to supply a genuine article. The public are much more willing to buy an absolutely guaranteed article, of which each sample must be kept up to the previous high quality, rather than one which was good while it was being introduced, but as soon as it became well known fell off in quality and continued to live on its reputation alone.
