Abstract

Purpose

The paper deals with the question to what extent implementation conditions influence the profile of activation policies in the Czech Republic. In this way, it helps to clarify more general questions: how are broader objectives of these policies specified at the bottom level of implementation and why activation policies differ among countries, although guided by similar general objectives and principles.

Design/methodology/approach

The findings are based on implementation case studies carried out at several local labour offices during the pilot stage and later during the routine stage of implementation of Individual Action Plans (IAPs).

Findings

The paper shows that in the pilot stage of IAPs, the employability approach of enforced activation originated from the top‐down and was adopted at the local level; however, in a fragmented way due to unfavourable implementation conditions (above all poor staffing and a lack of activation programmes). It follows from these very conditions that, in the routine stage, the programme has been dying away, despite being supported by legislation and programme documents. On the other hand, processes of institutional learning have been initiated owing to IAPs and, with the availability of new policy opportunities at the local level (brought about with projects funded from the ESF), policy coalitions and activation policies emerge from the bottom‐up, giving rise to another model: capability approach of inclusion through participation.

Practical implications

The findings are signalling to policy makers the necessity to control the implementation conditions at the national, as well as local level and to take the bottom‐up processes of policy re‐formulation into consideration.

Originality/value

The analysis of the contradictions between the levels of policy‐making and of the volatility of implemented policies emerging from specific implementation conditions represents the original contribution of the study.

Abstract

Purpose

This editorial aims to introduce the first of a set of two special issues on New modes of governance in activation policies.

Design/methodology/approach

The article explores the concept of governance, distinguishing a broad and more narrow use of the concept. Then, it argues that issues of governance should be an integral part of studies of welfare state transformations. Not in the last instance, because governance reforms do have an impact on the content of social policies and social services such as activation. The article continues by discussing three models of the provision of social services.

Findings

The article states that the development of the modes of governance in activation in various countries reveals that a mix of service provision models is being used.

Originality/value

The article introduces the articles of the special issue.

Abstract

Purpose

Despite considerable evidence of the benefits of organizational transparency, policies to enhance transparency often fail or are met with resistance and unexpected results. In part, this is due to a lack of knowledge about the drivers of organizational transparency and their interrelationships. This study examines the interplay among the forces that influence organizational transparency, and thus answers numerous calls for developing a deeper theoretical understanding of the determinants of organizational transparency. We propose three forces that influence organizational transparency and theorize how they combine in nonlinear ways to form five archetypical transparency regimes that organizations operate within. We then discuss contingencies to organizational transparency within each regime.

Design/methodology/approach

We employ configurational theorizing to capture the complexity of transparency and the nonlinear relationships among the forces of transparency.

Findings

We propose three forces that influence organizational transparency: institutional, societal, and leadership. We identify configurations of the three forces that yield five archetypical transparency regimes. We then discuss contingencies for cultivating organizational transparency within each regime. Vanguard transparency and pioneering transparency represent the desired regimes for fostering organizational transparency. In contrast, hollow transparency and deceptive transparency reveal a combination of determinants that cultivate less desirable forms of organizational transparency. Paradoxical transparency represents a regime in which socially desirable outcomes are associated with undesirable consequences for an organization.

Research limitations/implications

This paper is among the first to theorize the drivers of organizational transparency and to discuss the limits and boundaries of organizational responses to transparency determinants.

Practical implications

Despite the many benefits of transparency, we explain why efforts to enhance organizational transparency often fail or are met with mixed results. By considering the three forces, managers and policymakers can avoid unexpected and undesired organizational responses to transparency regimes.

Social implications

We propose five transparency regimes that place a spotlight on social contingencies to enhance transparency.

Originality/value

This study offers an integrative theory of organizational responses to transparency determinants and develops its theoretical foundations. The model integrates the fragmented empirical findings from previous studies on the determinants of transparency and draws attention to overlooked institutional, societal, and leadership forces that influence organizational transparency.

Abstract

Purpose

Research on artificial intelligence (AI) and its potential effects on the workplace is increasing. How AI and the futures of work are framed in traditional media has been examined in prior studies, but current research has not gone far enough in examining how AI is framed on social media. This paper aims to fill this gap by examining how people frame the futures of work and intelligent machines when they post on social media.

Design/methodology/approach

We investigate public interpretations, assumptions and expectations, referring to framing expressed in social media conversations. We also coded the emotions and attitudes expressed in the text data. A corpus consisting of 998 unique Reddit post titles and their corresponding 16,611 comments was analyzed using computer-aided textual analysis comprising a BERTopic model and two BERT text classification models, one for emotion and the other for sentiment analysis, supported by human judgment.

Findings

Different interpretations, assumptions and expectations were found in the conversations. Three subframes were analyzed in detail under the overarching frame of the New World of Work: (1) general impacts of intelligent machines on society, (2) undertaking of tasks (augmentation and substitution) and (3) loss of jobs. The general attitude observed in conversations was slightly positive, and the most common emotion category was curiosity.

Originality/value

Findings from this research can uncover public needs and expectations regarding the future of work with intelligent machines. The findings may also help shape research directions about futures of work. Furthermore, firms, organizations or industries may employ framing methods to analyze customers’ or workers’ responses or even influence the responses. Another contribution of this work is the application of framing theory to interpreting how people conceptualize the future of work with intelligent machines.

Abstract

Purpose

Since construction workers often need to carry various types of loads in their daily routine, they are at risk of sustaining musculoskeletal injuries. Additionally, carrying a load during walking may disturb their walking balance and lead to fall injuries among construction workers. Different load carrying techniques may also cause different extents of physical exertion. Therefore, the purpose of this paper is to examine the effects of different load-carrying techniques on gait parameters, dynamic balance, and physiological parameters in asymptomatic individuals on both stable and unstable surfaces.

Design/methodology/approach

Fifteen asymptomatic male participants (mean age: 31.5 ± 2.6 years) walked along an 8-m walkway on flat and foam surfaces with and without a load thrice using three different techniques (e.g. load carriage on the head, on the dominant shoulder, and in both hands). Temporal gait parameters (e.g. gait speed, cadence, and double support time), gait symmetry (e.g. step time, stance time, and swing time symmetry), and dynamic balance parameters [e.g. anteroposterior and mediolateral center of pressure (CoP) displacement, and CoP velocity] were evaluated. Additionally, the heart rate (HR) and electrodermal activity (EDA) was assessed to estimate physiological parameters.

Findings

The gait speed was significantly higher when the load was carried in both hands compared to other techniques (Hand load, 1.02 ms vs Head load, 0.82 ms vs Shoulder load, 0.78 ms). Stride frequency was significantly decreased during load carrying on the head than the load in both hands (46.5 vs 51.7 strides/m). Step, stance, and swing time symmetry were significantly poorer during load carrying on the shoulder than the load in both hands (Step time symmetry ration, 1.10 vs 1.04; Stance time symmetry ratio, 1.11 vs 1.05; Swing time symmetry ratio, 1.11 vs 1.04). The anteroposterior (Shoulder load, 17.47 mm vs Head load, 21.10 mm vs Hand load, −5.10 mm) and mediolateral CoP displacements (Shoulder load, −0.57 mm vs Head load, −1.53 mm vs Hand load, −3.37 ms) significantly increased during load carrying on the shoulder or head compared to a load in both hands. The HR (Head load, 85.2 beats/m vs Shoulder load, 77.5 beats/m vs No load, 69.5 beats/m) and EDA (Hand load, 14.0 µS vs Head load, 14.3 µS vs Shoulder load, 14.1 µS vs No load, 9.0 µS) were significantly larger during load carrying than no load.

Research limitations/implications

The findings suggest that carrying loads in both hands yields better gait symmetry and dynamic balance than carrying loads on the dominant shoulder or head. Construction managers/instructors should recommend construction workers to carry loads in both hands to improve their gait symmetry and dynamic balance and to lower their risk of falls.

Practical implications

The potential changes in gait and balance parameters during various load carrying methods will aid the assessment of fall risk in construction workers during loaded walking. Wearable insole sensors that monitor gait and balance in real-time would enable safety managers to identify workers who are at risk of falling during load carriage due to various reasons (e.g. physical exertion, improper carrying techniques, fatigue). Such technology can also empower them to take the necessary steps to prevent falls.

Originality/value

This is the first study to use wearable insole sensors and a photoplethysmography device to assess the impacts of various load carrying approaches on gait parameters, dynamic balance, and physiological measures (i.e. HR and EDA) while walking on stable and unstable terrains.
