Abstract
THE LIBRARY ASSOCIATION'S worsening financial position is a matter of general concern, and any constructive suggestions will no doubt be helpful to the Honorary Treasurer and others who plan our finances. The present Library Association structure is workable in practice, but it is becoming increasingly expensive to maintain, and a little thought begins to show the possibilities of economy, without any loss of effectiveness. The most important associated factor at the present time is the possibility of drastic local government reorganisation in 1974, only one year after the earliest date when Library Association subscriptions can be increased. The effect of this reorganisation, as at present proposed, on Library Association structure, needs to be borne in mind.

Abstract
Purpose
To encourage more just open educational practices, the purpose of this paper is to describe Jose Medina’s theory of epistemic justice and develop a framework applying this conception of epistemic justice to OEP through learning design. The authors hope this framework will help researchers and practitioners develop more equitable learning experiences in open educational contexts.
Design/methodology/approach
This paper is conceptual and design-oriented. This paper seeks to draw relationships between José Medina’s work in The Epistemology of Resistance, recent empirical studies in learning design and OEP. By analyzing relationships between these works, this paper lays out design principles that can empower educators seeking to create equitable open learning experiences.
Findings
This paper finds several generative intersections between the social justice centered epistemology presented by Medina, empirical learning design studies and OEP. This study finds that structured learning designs which integrate well-researched principles may provide guidance for further practice and research in ways not generally discussed in open education literature. This paper builds on these findings by describing practical ways these intersections can be implemented in OEP.
Originality/value
To the best of the authors’ knowledge, this is the first theoretical analysis of the relationship between epistemic justice and OEP.

Information technology ‐ Alvey news is published since the end of 1983 as the official newsletter of the Alvey Directorate who manage ‘the Alvey programme of advanced information technology’. The directorate consists of staff seconded from UK industry and representatives of the three governing funding bodies: the Department of Trade, the Ministry of Defence, and the Science and Engineering Research Council. The Alvey programme aims to mobilise the UK's technical strengths in information technology (IT) in order to improve the UK's competitive position in world IT markets. Abstract
Recent studies indicating long term dependence in stock market indices have found a mean reversion process. However, studies using rescaled range (R/S) analysis have not found evidence of a mean reversion or ergodic process. Instead, evidence from these studies indicate either long term persistence in a nonperiodic cycle or short run Markovian dependence with no long term persistence. The purpose of this paper is to study the issue of long term dependence using rescaled range analysis. The empirical results obtained in this study support the persistent dependence/nonperiodic cycle results and suggest that the dependence arises from the general economic cycle.

Abstract
Organisational learning theory appears to be practical when researchers can find links between two or more variables that can be justified and implemented. While much has been written about organisational learning, with many reported successes, further research is needed to link the internal techniques of procedure with the externalisation of these in practice. Such principles seem more valuable when superior organisational competencies are linked to a learning culture, when the improvement of behavioural routines can be traced to the existence of superior learning. This paper explores these links. The paper is based on an empirical investigation – the contemplative link between learning levels and the creation of organisational competence is a new approach. The paper seeks to make a contribution to developmental theory as well as organisational learning in practice. It suggests that a firm’s competitive advantage can be increased as a result of competencies that are established from a learning culture.
