Abstract

The post-Cold War period allowed the U.S. nuclear legacy of ecocide to be declassified and made public. The policy of nuclear secrecy, evident in Russia (see Mironova et al., this volume), was not merely an eastern practice. Western nuclear releases were kept equally under wraps. In England, for example, the Windscale disaster was not fully disclosed until 1987.1 Likewise, releases from the Hanford Nuclear Reservation, in Washington State, and other U.S. nuclear sites were kept undercover until the same period. The irony was that Americans learned of many of the nuclear skeletons in their closet around the time that Russians learned of theirs (see Mironova et al., this volume). It would appear that glasnost was contagious.

Abstract

Purpose

The purpose of this paper is to describe and discuss current challenges for citizenship education in England.

Design/methodology/approach

This paper provides a relatively brief overview of the reasons for the introduction of citizenship education into the National Curriculum. Then, it describes the different versions (in 2002, 2008 and 2014) of the National Curriculum for citizenship. Finally, this paper draws attention to the issues that explain the reasons for the radical change in status and nature of citizenship education evidenced by the 2014 version of the subject.

Findings

Following the period 1998-2010 in which citizenship education became research informed and professionally developed, policy makers now since 2014 seem to be involved in the development of citizenship education in the National Curriculum in the form of promoting knowledge about civics, willingness to volunteer and a commitment to manage responsibly personal finances. In 2014 policy makers have confirmed the place of citizenship education in the National Curriculum but its nature, the relative lack of attention devoted to it and the growing official commitment to character education which emphasises personal morality rather than citizenship education suggests that it has lost a lot of ground. This paper argues that there are parallels between what we felt had happened at earlier points, principally, the early 1990s, when political education had been rejected in favour of a particular form of citizenship education (i.e. volunteering); and the situation in 2014 when volunteering and character education are now officially preferred.

Originality/value

This paper argues for a need to address key current challenges in citizenship education in the context of earlier development.

Abstract

This article examines the impact of the 1997‐2001 Labour Government’s public policy on British trade unions. First, the ideologies of New Labour and New Unionism are considered; second, the TUC’s relationship with the Government is discussed, by reference, one, to procedural and, two, to substantive interests; and, last, the value of the relationship to the trade unions will be assessed, by examining two of the four problem areas identified by Minkin as determining the unity of the Labour Movement, i.e. ideological compatibility and satisfaction of unions’ interests.

Abstract

Community rail is a grassroots movement that spans Britain, made up of hundreds of community groups and partnerships that engage people with their railways and stations and provide a bridge between the rail industry and the public at a local level. The movement has grown up from the grassroots, but it has also been increasingly supported and nurtured by the rail industry, with train operators proactively encouraging its spread and development. They, and national and devolved governments, recognise the value of community rail, and its contribution to social inclusion, sustainable development and the railway’s ability to prosper and serve passengers and communities well, now and in the future. This idea is supported by passenger data showing that railway lines with community rail partnerships – working to enhance, promote and aid access to those lines – outperform comparable lines. A swathe of qualitative evidence shows community rail partnerships and station groups having a demonstrable impact on their localities and people’s lives, and appreciation of this role by industry leaders. The many examples of community rail volunteers and practitioners bringing about positive change resonate with academic research exploring how civic engagement and local efficacy and communications can support change, particularly with regard to sustainable behaviours and development. A range of researchers argue that localised, interactive engagement and communications may be the key, when it comes to bringing about the major shifts in behaviour needed to address the global, existential threat posed by the climate crisis, which unsustainable behaviours and policies have brought about. In this way, evidence suggests that engaging communities with their railways, and local transport networks generally, is critical, both to these networks operating in a truly sustainable manner and to achieving inter- and intra-generational equity within the communities they serve.

Abstract

This study aims at rereading public governance (PG) and public value management (PVM) in the light of viable systems approach (VSA). Starting from the common points and the dissimilarities between the two theories, an integrated framework for pinpointing the key drivers leading to the emersion of public value co-creation in a public system conception of governance is elaborated. An overview on the emersion of PVM and PG is conducted in order to identify the main features of the new mindset. Then, VSA’s assumptions also are analyzed (with particular focus on their managerial implications) and then subdivided into four macro-areas.

The combination of the two theories allows recognition of four levers (with relative postulates) for fostering public value co-creation: (1) strategic selection of actors; (2) establishment of system and relational boundaries; (3) pursuit of the fit strategy-tactics; (4) system governance diffusion. From a theoretical point of view, the study provides suggestions for the creation of a public system theory of governance. Regarding managerial standpoint, revealing the drivers for public value co-creation can aid managers to better elaborate strategies for stimulating actor’s engagement in order to challenge complexity and user’s demands variability.

Abstract

Suggests that insufficient attention has been given to the significant differences between political and product or service marketing. The rise in awareness of political marketing has coincided with a decline of party membership in Britain and an increased distance between party and voter. Considers the relationships between party leader, brand image, exposure and awareness. Notes the current absence of predictive and prescriptive theories of political marketing action, and the relative significance of exogeneous factors in electoral success. Crossovers between conventional marketing, political science and political marketing are identified for future study.

Abstract

As the importance of service quality, as both marketing strategy and competitive advantage, gains more and more recognition, efforts to recover from poor service delivery are receiving increased attention. Yet, much of the literature is based on anecdotal accounts rather than theoretical conceptualizations or rigorous empirical assessment. At least one retailing study has shown that more than 70 per cent of customers who complain can be persuaded to continue shopping with the offending retailer provided that some effort is made to recover. Little, however, is known about which strategies to employ or how these strategies interact to influence customer perceptions and attitudes, especially in a services environment. Assesses, from a management perspective, the impact three service recovery options (decisions) can have on customer satisfaction: time/speed; level of atonement; and who should be involved in service recovery. Finds that level of atonement (a tangible offering) emerged as the most dominant main effect followed by time/speed, while the organizational position of the person involved in service recovery was not significant as a main effect.

Looks at how the Labour Party in the UK re‐organized and regenerated itself between 1983 and 1992 and suggests that, as a result, the party has an over‐reliance on corporate marketing and management, to the detriment of party democracy. Also believes that overcentralization of decision making took place, particularly with regard to the reporting of market research data, a central function at the heart of modern electioneering.
