Abstract

Rapid digital transformation underway represents both a risk and an opportunity for both policymakers and firms. This can address the risk and seize the opportunity by leveraging FDI to grow digital capabilities and competitiveness through a three-part strategy. First, launching Digital FDI enabling projects (DEPs) to create “digital friendly” investment climates through enabling policies, regulations, and measures. Second, using a “SMART” test as a heuristic before a full-fledged DEP is launched, which benchmarks their economy’s digital Skills, Market functioning, Access through connectivity, Restrictions, and Trust, and provides tools to tackle limiting factors. Third, reviewing FDI trends in six sectors that are important to grow the digital economy (two of which are proposed as essential, namely Communications and Software & IT services), with graphical evidence that can guide policymakers to prioritize policy reforms and investment promotion where they are relatively weak. Throughout, particular attention should be paid to growing the digital capacity of small and medium-sized enterprises (SMEs). A Sustainable Technology Board – modeled after the Financial Stability Board but oriented to cooperation over new technologies – could further help address techno-competition and other concerns over Digital FDI.

Abstract

The extent of defects within the construction sector is considerable. This not only has implications for final built products, but also impacts on remedial and repair work, time delays and additional cost. This research work aims to evaluate the success of applying knowledge engineering (KE) techniques to the domain of defect prediction focusing specifically on brickwork mortar. A structured approach is developed which relates to the prediction of defects on housing developments. Knowledge engineering techniques are assessed to facilitate the provision of domain knowledge readily accessible by design engineers and architects. The KE techniques are used as an alternative to the current methods, techniques and technologies used within the construction industry. This is achieved by assessment of the predictive approach to facilitate decreases in ‘quality losses’, i.e. decreases in pre‐mature failure and hence improved quality performance. Attention is also given to the consideration of complex defects to promote increased efficiency in communication and co‐ordination of information for design and building processes, thereby helping to reduce the cost of maintenance and repair work.

Abstract

Reviews the contemporary debate on governance within the co‐operative sector and makes an analysis of the traditional approach taken by the movement. Critiques the view that democratic structures are an effective mechanism for governance in a co‐operative. Process and structure rather than purpose and culture inform the terms of the debate. Argues that professional management is inevitably gaining ground against lay directors. Explores the option of developing professional management as the guardians of co‐operative values and purpose – not to replace democratic governance structures but to support and supplement them using co‐operative value‐based adaptations of modern management methodologies to make consumer co‐operatives more responsive to their customers and members. When people identify with co‐operative purpose and values they will want to be involved. Good governance in co‐operatives is more a problem of management culture than it is a problem of democratic structures.

Abstract

This monograph progresses from a consideration of definitional issues to the development of a conceptual model for marketing‐logistics interaction and finally to a discussion of the issues of implementation of the model within the context of marketing strategy. Thus, following an introduction, Part II begins with definition of the field and examines the position of physical distribution in relation to marketing. Part III discusses the relationship of physical distribution and macro‐marketing, and is thus concerned about the social, aggregative goals of logistics systems, including the costs of distribution. Part IV continues this argument, examining specifically the influence of physical distribution on channel structure. Part V then focuses on the assumptions underlying the customer service function, asking how physical distribution can influence final demand in the market place. Part VI presents a conceptual model of marketing‐logistics demand stimulation. The operational issues concerned with its implementation are shown in Part VII; and a summary of the relevant points is presented in Part VIII. The concern has been not with presenting either new computational models nor empirical data but with presenting a new perspective on the marketing‐logistics interface. There is a need to reduce the barriers between these fields and to present more useful ways for co‐operation.

Abstract

The cardinal point to note here is that the development (and unfortunately the likely potential) of area policy is intimately related to the actual character of British social policy. Whilst area policy has been strongly influenced by Pigou's welfare economics, by the rise of scientific management in the delivery of social services (cf Jaques 1976; Whittington and Bellamy 1979), by the accompanying development of operational analyses and by the creation of social economics (see Pigou 1938; Sandford 1977), social policy continues to be enmeshed with the flavours of Benthamite utilitatianism and Social Darwinism (see, above all, the Beveridge Report 1942; Booth 1889; Rowntree 1922, 1946; Webb 1926). Consequently, for their entire history area policies have been coloured by the principles of a national minimum for the many and giving poorer areas a hand up, rather than a hand out. The preceived need to save money (C.S.E. State Apparatus and Expenditure Group 1979; Klein 1974) and the (supposed) ennobling effects of self help have been the twin marching orders for area policy for decades. Private industry is inadvertently called upon to plug the resulting gaps in public provision. The conjunction of a reluctant state and a meandering private sector has fashioned the decaying urban areas of today. Whilst a large degree of party politics and commitment has characterised the general debate over the removal of poverty (Holman 1973; MacGregor 1981), this has for the most part bypassed the ‘marginal’ poorer areas (cf Green forthcoming). Their inhabitants are not usually numerically significant enough to sway general, party policies (cf Boulding 1967) and the problems of most notably the inner cities has been underplayed.

This chapter explores communication processes within online support groups. Online support group researchers have drawn upon a variety of theories in the decades of empirical research that has been conducted within this context. The chapter focuses on motivations for using online support groups, key theoretical frameworks that have been applied to the study of online support groups, supportive messages and communication processes within these groups, and the relationship between social support and health outcomes for online support group participants. The chapter concludes with several key limitations of previous work as well as a number of areas for theory development and future research studies.

Abstract

Purpose

New Zealand continues to struggle with interpreting and implementing its current policy of inclusion, especially as it relates to children traditionally known as having “special educational needs”. The purpose of this paper is to trace the discursive development of institutionalised Special Education in New Zealand and examines how the funding and policy mechanisms of neoliberalism within which rights-based inclusion was introduced have complicated the planning and delivery of services in schools.

Design/methodology/approach

The paper draws on Gillian Fulcher’s (1989) discourses of disability as they are expressed through policy documents and educational reports to examine the language and values that have underpinned the development of Special Education policy and provision in New Zealand.

Findings

The paper has identified and attempted to explain the extent to which traditional forms of exclusion have continued to structure current policy and practice despite a paradigm shift to inclusion. It argues that this has militated against clear understanding, acceptance and success of this major paradigm shift.

Research limitations/implications

In examining the social nature of disability, and its implications in the structures of education today, it is possible to consider opportunities for acting to address these.

Originality/value

The value of this work is in taking an historical approach to help understand why there continues be a distance between policy rhetoric and the reality of its implementation in practice.

Abstract

This paper promotes an overview of facilities management (FM) and the impact of information technology (IT). It opens with a definition of FM automation and a brief history of the generations of development. This is followed by key demand impacts which have both enabled and stimulated the growth of FM automation during the past and into the future. Specific attention is then given to the tactical and strategic impacts of the technology affecting the organisation within the emerging and complex business environment. Some examples are cited together with the effects of discontinuous change and the resistance to such change. Finally, a brief look at the impact of system selection is also included to assist FM organisations in their determination of automation needs within the paradigms of change, complexity and dependence.
