Abstract
Propose
The paper aims to identify the conditions and problems of electronic records management in the Turkish Red Crescent Society with respect to the institutional practices, international expectations, and through the records management capacity assessment system (RMCAS) with a related software program.
Design/methodology/approach
A survey method was used in this research; data were gathered through questionnaire and analysis. The analysis is carried out in order to identify the conditions and problems in institutional electronic records management through RMCAS
Findings
The analysis shows that there are issues and difficulties in defining metadata for accessing records, restrictions to access, evaluation and annihilation processes, and applying the methods among the units, along with the fact that founding an electronic base for communication and daily correspondence should be among the priorities.
Practical implications
The techniques used in this study are considered to serve as a guide to other institutions anywhere in the world encountering similar dilemma.
Originality/value
The paper provides practical information about analyzing the e‐records management capacity of any institutions, considering the local and international expectations.

Abstract
Purpose
The purpose of this paper is to assess the records system of a Turkish public university, using the example of Hacettepe University in order to develop records management programs in Turkish universities.
Design/methodology/approach
A survey method is used in this research; data are gathered through literature reviews, legal analysis, questionnaires, and interviews. Analyzing the information gathered concerning the differences and commonalities of the systems will allow researchers to develop solutions for records management.
Findings
The paper finds that institutional processes in Turkish public universities relating to records are not able to meet legal and administrative requirements, and this inadequacy resulted from erroneous applications, insufficient legal regulations, lack of quality‐based administrative structure, ineffective records management systems, and unqualified staff.
Originality/value
This paper uses analysis techniques specific to the records management and quality management fields in order to provide information about the administrative systems needed for quality‐based systems documentation.

Purpose
This study aims to evaluate the new aspects of records management practices introduced by the start of the provision of public services in the electronic environment.
Design/methodology/approach
A survey method was used in this research; data were gathered through literature reviews and interviews.
Findings
The major findings of the study are that the development of the official communication flow with the opportunities of the electronic environment is a must of the modern state concept. However, meeting the required legal and administrative criteria related to electronic records management applications, filling the gaps, taking action on the examples of the developed, and following the outputs of projects are considered to be quite significant.
Originality/value
The paper provides valuable information about the description of the e‐records management in terms of e‐government, and gives information about the recent developments in Turkey.

Abstract
Purpose
The purpose of this paper is to evaluate a distance education program in the field of digitization which was carried out in Turkey in 2011. In total, 805 people, comprising librarians, archivists and museum specialists, applied for three certification programs. The paper evaluates the distance education in terms of content and organization on the basis of participants' opinions and determines how and to what extent the education has changed the awareness of participants on digitization and digital content management and their level of theoretical and practical knowledge.
Design/methodology/approach
The research questions of the study are: What are the qualities of the participants on digitization and digital content management? In other words, what is the level of education background of the participants and what level of education do they need? What are the qualifications (in terms of content, presentation of the content and general organization) of the distance education program? To what extent has the distance education contributed to the enhancement of participants' level of awareness on digitization and digital content management, and to the improvement of theoretical and practical knowledge?
Findings
In the research, the literature on the issue has been reviewed, and then a theoretical model has been developed. The research findings have been presented within the framework of the theoretical model. According to the research findings, the participants have poor educational background, and most of the participants had attended such an education program for the first time.
Originality/value
The participants were satisfied with the program in terms of content and organization. The program has improved their level of theoretical and practical knowledge and awareness on digitization.
