Abstract

Eight characteristics of a lawyer's working environment are described including the need for reliable information, the relevance of older documents, the need for access to textual data and the requirement to cover all relevant material. The nature of legal data is discussed and the consequent effect and problems on such database structures due to the constant changes in national and international law. The article goes on to outline the EUROLEX service which provides online access to case law, legislation and treaties for the UK and Europe. The libraries are put up on an IBM 3033 and an Amdahl 470/V6 at BOC Datasolve. Dial‐up access is available for over 100 users simultaneously, using the STATUS package. Users may search on headnotes, citations, opinions, judgments, etc. Libraries can be searched as a whole or in part or as sub‐sets of parts. A sample search output is provided. Details are given of the EUROLEX libraries available and the years covered. The article ends with a short report on the system usage and intended developments. 5 refs.

Abstract

The UKOLUG Annual Lecture at Online Information 94 was given by the Rt. Hon. Tony Benn — former Labour Member of Parliament for Bristol and now for Chesterfield, veteran Labour politician, Postmaster General and Technology Minister in previous Labour governments, amongst other positions. Information is the one natural resource that is growing at an exponential rate when every other natural resource is decreasing: fossil fuels, coal and oil. Information is growing and what has happened, is happening and will happen will completely transform the world and the lives of everyone who lives in it.

Abstract

The British Architectural Library at the Royal Institute of British Architects has been awarded a grant of £3,500 from the National Manuscripts Conservation Trust, to help in the preservation of the Library's manuscripts and archives collection. The grant will be used to treat important 18th and 19th century papers, including the correspondence of eminent architects. The first item to receive treatment will be the fragile “Goodchild Album”, a valuable record of the work of the Cockerell practice compiled by his assistant, John Eastly Goodchild. The album was purchased by the British Architectural Library at a Christie's sale in 1983 with the aid of a grant from the National Art Collections Fund.

Abstract

THE ON‐GOING of Liverpool City Libraries and Companies House has now arrived at a final satisfactory conclusion it is hoped. Since last month's comments in this column, the new (or by now not so new) minister, Reginald Eyre, has given his approval to the restoration of the postal sales service with Liverpool. It is expected that at the Liverpool end the charge per company will be 50p. As during the six months of the original pilot scheme in 1978, Liverpool City Libraries will be willing to do business on behalf of any who contact the Commercial Library. Abstract

After discussing the characteristics of text retrieval systems, their development is outlined. An explanation is given of the information requirements of lawyers in relation to legal databases. The work undertaken by the Norwegian Research Centre (NRCCL) is described. Details are given of the use made of STATUS and the redesigned version subsequently called NOVA*STATUS, which has been used to run various services as part of the NORIS (previously JURIS) research programme for text retrieval systems. Various research results from the NORIS work are described. Details are given of the controlled experiments in evaluating text retrieval systems performance and the ways of formulating searches. Results are discussed in terms of precision and recall. A particular feature of the investigations relate to the use of ranked output and the criteria for ranking. A new software package called SIFT is how being developed for use on a NOR minicomputer, in the light of the experiences with STATUS and the NORIS research results. 17 refs.

Looks at the effects reduction in Local Government spending has had on race initiatives in the multi‐racial library service. Notes that multi racial librarians will be required to work two days a week at designated service points therefore diluting the service they provide. Concludes that a service for black and ethnic minority communities may be forced to depend on income from the very communities it was created to serve.

Lockheed announces Newsearch, first database to be updated daily. Departing from the traditional monthly or bi‐monthly updating procedure, Lockheed announced that a new database called New‐search would be updated daily. The database, which is produced by Information Access Corporation (Los Altos, California), provides the same coverage as that company's two other databases, National Newspaper Index and Magazine Index, but in this case new material is added every day. It is specifically geared toward current awareness applications.

Abstract

French take online into the schools. An announcement from MIDIST (Mission Interministerielle de l'Information Scientifique et Technique) in France gave a concrete example of the often debated answer to the problem of educating tomorrow's users. MIDIST proposed to the directors of 150 Grandes Ecoles' (tertiary education establishments training engineers or ‘technocrats’) a programme comprising the 5‐month loan of online retrieval equipment (terminal, screen and printer), a financial grant for payment for online access fees and free online training for instructors. From 70 establishments that applied (‘why were not the other 80 interested?’), 37 were selected for the programme that will start in February 1981 with a first group of 13 establishments. The remainder will follow in March, June and September 1981. After the operation, a decision will be taken in the light of results obtained whether to mount a more widespread programme in institutions offering higher training in 1982. The online training in each instance will be carried out by one of the teaching staff at each institution and will be integrated into the course programme.
