That ice‐creams prepared with dirty materials and under dirty conditions will themselves be dirty is a proposition which, to the merely ordinary mind, appears to be sufficiently obvious without the institution of a series of elaborate and highly “scientific” experiments to attempt to prove it. But, to the mind of the bacteriological medicine‐man, it is by microbic culture alone that anything that is dirty can be scientifically proved to be so. Not long ago, it having been observed that the itinerant vendor of ice‐creams was in the habit of rinsing his glasses, and, some say, of washing himself—although this is doubtful—in a pail of water attached to his barrow, samples of the liquor contained by such pails were duly obtained, and were solemnly submitted to a well‐known bacteriologist for bacteriological examination. After the interval necessary for the carrying out of the bacterial rites required, the eminent expert's report was published, and it may be admitted that after a cautious study of the same the conclusion seems justifiable that the pail waters were dirty, although it may well be doubted that an allegation to this effect, based on the report, would have stood the test of cross‐examination. It is true that our old and valued friend the Bacillus coli communis was reported as present, but his reputation as an awful example and as a producer of evil has been so much damaged that no one but a dangerous bacteriologist would think of hanging a dog—or even an ice‐cream vendor—on the evidence afforded by his presence. A further illustration of bacteriological trop de zèle is afforded by the recent prosecutions of some vendors of ice‐cream, whose commodities were reported to contain “millions of microbes,” including, of course, the in‐evitable and ubiquitous Bacillus coli very “communis.” To institute a prosecution under the Sale of Food and Drugs Act upon the evidence yielded by a bacteriological examination of ice‐cream is a proceeding which is foredoomed, and rightly foredoomed, to failure. The only conceivable ground upon which such a prosecution could be undertaken is the allegation that the “millions of microbes ” make the ice‐cream injurious to health. Inas‐much as not one of these millions can be proved beyond the possibility of doubt to be injurious, in the present state of knowledge; and as millions of microbes exist in everything everywhere, the breakdown of such a case must be a foregone conclusion. Moreover, a glance at the Act will show that, under existing circumstances at any rate, samples cannot be submitted to public analysts for bacteriological examination—with which, in fact, the Act has nothing to do—even if such examinations yielded results upon which it would be possible to found action. In order to prevent the sale of foul and unwholesome or actual disease‐creating ice‐cream, the proper course is to control the premises where such articles are prepared; while, at the same time, the sale of such materials should also be checked by the methods employed under the Public Health Act in dealing with decomposed and polluted articles of food. In this, no doubt, the aid of the public analyst may sometimes be sought as one of the scientific advisers of the authority taking action, but not officially in his capacity as public analyst under the Adulteration Act. And in those cases in which such advice is sought it may be hoped that it will be based, as indeed it can be based, upon something more practical, tangible and certain than the nebulous results of a bacteriological test.

The transformation of France under De Gaulle from the “sick man of Europe” with governments changing every few months, to one of the world's strongest economies, holds lessons for us all. Of course France's virtual self‐sufficiency in food and fuel always ensured an eventual resurgence under a strong and stable government. We thought of this recently on a trip to Western Provence, the oldest part of France and one off the beaten tourist track. It was one of the earliest provinces of Imperial Rome and in each settlement the Romans tried to reproduce a petite Rome, with arena, theatre, baths and villas, so that many Provencal towns have as many Roman antiquities as Rome itself. In its beauty of line and colour, its architecture, clustered villages on hilltops and the tall Lombardy pines, the countryside looks Italian, but the people seem unlike the Italian, Spanish or French. We thought them descendants of the ancient Gaul, whose tribes settled all over Western Europe, from the shores of the Mediterranean to Galway Bay.

Some twenty years ago, however, the realisation came that the economy of the animal body calls for the activities of substances with functions apparently akin, in many respects at least, to those of the hormones, which the body itself is nevertheless unable to produce, and therefore must receive them in its food. The indispensable functions of these, like those of the hormones, are adequately fulfilled by extraordinarily small amounts of each one. These food constituents yield therefore no appreciable supply of energy, nor do they serve in any ordinary sense as structural materials. Their presence like that of the hormones is necessary rather for the normal progress of active events. They have dynamic functions. I am alluding, of course, to the vitamins.

Few regret the passing of an old year, with its darkening days and cold nights, its message fading as the voice weakens. A new year always looks more attractive with hopes of better things to come, but an occasional look back over one's shoulder, as it were, is seldom completely without profit, for experience can sometimes be more potent than hope. 1968 seemed to have more than its share of uncertainties, tragedies and disasters, in this country and in the world at large. An unsure economic state, to say nothing of monetary confusion, was reflected in every field of industry and public administration, but in the field of food quality and purity control, steady progress towards a comprehensive system of food standards, of hygiene and of food additive control was maintained. In fact, the year may be seen as not an entirely unfruitful one, with one or two events which may well prove to be landmarks.

In the present European crisis every intelligent individual of British birth must feel that a tremendous debt of gratitude is due to the British Navy, which, by keeping open the lines of traffic across the seas, has ensured the supply of daily food to the country. Although this journal does not concern itself with political matters, it does concern itself with the question of the maintenance of an efficient food supply in this country at all times, and the one question is indissolubly bound up with the other. Few people probably have any idea of the enormous extent to which they are dependent for the very food which nourishes them upon the ships that enter London and other ports of the English coast. Every day in the year nearly three‐quarters of a million pounds' worth of provisions are imported into this country, in addition to what we actually produce ourselves, and last year no less than two and a quarter million tons of grain, 360,000 tons of chilled and frozen beef and mutton, 170,000 tons of tea, 250,000 tons of sugar, and many other foods in proportion, were landed in the port of London alone. These figures, in view of the present crisis, completely shatter the absurd position of the “Little Navy” nincompoops.

The annual report of the Food Investigation Board which has just been issued contains much information relating to the cold storage of meat which is of interest. The Engineering Committee has offered some valuable suggestions on the means of improving refrigerating plant. Particular attention has been given to the condition known as “Black Spot,” which is caused by a fungus and develops in cold stores. This hardy fungus will grow at 5 deg. Cent. below freezing point. It is possible that even this temperature may not represent the lowest at which growth can take place. Spores—or seeds—of this fungus retain their vitality for six months under cold storage conditions, after which they are still able to develop normally at ordinary temperature. There was much “Black Spot” on meat coming from the Southern hemisphere during 1918–1919. It has been ascertained that this was due to the prolonged cold storage necessitated in 1917–1918 by the war. As conditions become more normal the duration of storage will be so short as to prevent the development of the pest. On the other hand, it is known now that fluctuations of temperature are dangerous, because the fungus flourishes best at 0deg. Cent., and also because fluctuations alter the humidity of the cold store and cause snow to fall. The flakes of the snow carry the fungus into the meat. The fungus is thought to come from the stock yards and slaughter‐houses. It is not, however, so far as is known, poisonous to human beings and produces no poison in the meat. Meat so affected need not, it is thought, be condemned as unfit for food unless putrefaction is also present. The fruit and vegetable committee is now investigating the storage of English apples. This is a complicated problem involving questions of humidity, temperature, time, soil, and packing. The results obtained so far suggest that a temperature of 1 deg. Cent., is better than higher temperatures. With a humidity of 85 per cent. saturation at 1 deg. Cent. or 3 deg. Cent. no shrinkage of the apples has been observed. Marked shrinkage occurred with a humidity of 60 per cent. saturation at 5 deg. Cent.

The statement of the Minister of Agriculture, Fisheries and Food, coming so quickly after the ban on the use of cyclamates in food and drink in the United States, indicates that the new evidence of carcinogenesis in animals, placed at the disposal of the authorities by the U.S. F.D.A., has been accepted; at least, until the results of investigations being carried out in this country are available. The evidence was as new to the U.S. authorities as to our own and in the light of it, they could no longer regard the substances as in the GRAS class of food additives. It is, of course, right that any substance of which there is the slightest doubt should be removed from use; not as the result of food neuroses and health scares, but only on the basis of scientific evidence, however remote the connection. It is also right that there should always be power of selection by consumers avoidance is usually possible with other things known to be harmful, such as smoking and alcohol; in other cases, especially with chemical additives to food and drink, there must be pre‐knowledge, so that those who do not wish to consume food or drink containing such additives can ascertain from labelling those commodities which contain them.

Despite an abundance of studies on hybridization and hybrid forms of organizing, scholarly work has failed to distinguish consistently between specific types of hybridity. As a consequence, the analytical category has become blurred and lacks conceptual clarity. Our paper discusses hybridity as the simultaneous appearance of institutional logics in organizational contexts, and differentiates the parallel co-existence of logics from transitional combinations (eventually leading to the replacement of a logic) and more robust combinations in the form of layering and blending. While blending refers to hybridity as an “amalgamate” with original components that are no longer discernible, the notion of layering conceptualizes hybridity in a way that the various elements, or clusters thereof, are added on top of, or alongside, each other, similar to sediment layers in geology. We illustrate and substantiate such conceptual differentiation with an empirical study of the dynamics of public sector reform. In more detail, we examine the parliamentary discourse around two major reforms of the Austrian Federal Budget Law in 1986 and in 2007/2009 in order to trace administrative (reform) paradigms. Each of the three identified paradigms manifests a specific field-level logic with implications for the state and its administration: bureaucracy in Weberian-style Public Administration, market-capitalism in New Public Management, and democracy in New Public Governance. We find no indication of a parallel co-existence or transitional combination of logics, but hybridity in the form of robust combinations. We explore how new ideas fundamentally build on – and are made resonant with – the central bureaucratic logic in a way that suggests layering rather than blending. The conceptual findings presented in our paper have implications for the literature on institutional analysis and institutional hybridity.
